DBM: Proposed 2026 budget to be submitted to Congress in next two weeks
Speaking at the Post-SONA Discussions, Budget Secretary Amenah Pangandaman said the proposed 2026 budget or the National Expenditure Program (NEP), approved at P6.793 trillion by President Ferdinand 'Bongbong' Marcos Jr., is now being printed.
'Sa ngayon iniimprenta na po ang ating budget. In two weeks, ibibigay ito sa House of Representatives at tsaka sa Senado,' she said in a panel discussion in San Juan City.
(Right now, the [proposed 2026 national] budget is being printed. In two weeks, it will be given to the House of Representatives and the Senate.)
Her remarks came a day after Marcos, in his State of the Nation Address (SONA 2025), said that he is willing to operate on a reenacted budget for 2026 and warning that he would veto a budget bill that is not in harmony with his administration's programs and priorities.
'For the 2026 national budget, I will return any proposed Generation Appropriations bill that is not fully aligned with the National Expenditure Program (NEP),' Marcos said in his fourth SONA.
The 2026 expenditure program resulted from about P10.101 trillion budget proposals which were trimmed down due to limited fiscal space and the fiscal consolidation strategy, which targets the gradual reduction of the national government's deficit from 5.5% of the gross domestic product (GDP) in 2025 to 4.3% by 2028.
The lion's share of the proposed budget will go to maintenance and other operating expenses (MOOE) with P2.639 trillion to fund the implementation of government programs and projects, followed by personnel services (PS) expenditures with p1.908 trillion.
The Philippine budget process starts with the President and the Cabinet secretaries submitting their proposed appropriations under the NEP. This is then forwarded to the House of Representatives Committee on Appropriations for deliberations, where lawmakers may introduce adjustments as long as they stay within the prescribed ceiling.
Once changes are finalized, the proposal becomes the General Appropriations Bill (GAB). After approval on third reading, the House transmits the bill to the Senate for its own review.
'Asahan niyo po na ang DBM, katuwang ng ating mga Gabinete, na magiging responsive po ang pagsasagawa ng ating budget. Kung ano po ang kinakailangan ng tao, makikinig po kami diyan, handa po kaming mag-invest diyan,' Pangandaman said.
'Pangalawa, we will also make sure na kung ano ang budget na nakalaan sa atin ay makarating ng mas mabilis sa mga tao. We will be more transparent, we will be more accountable sa mga kababayan natin,' she added.

Should there be changes in the NEP and last-minute adjustments made by lawmakers, Pangandaman said project implementation would be affected.
'Unang-una po, babagal ang pag-i-implement ng mga proyekto kasi hindi po kami ready diyan eh, ang napag-usapan po namin sa loob ng anim na buwan iyon po iyong alam namin kung paanong i-implement at saka paano isakatuparan,' she said.
'So, kapag magkaroon po ng mga bagong proyekto na hindi po consistent sa ating mga programa, mahihirapan po kaming i-implement itong mga ito – madi-delay po ang mga proyekto kapag hindi po consistent ang ating budget doon sa inaprubahan po ng Executive,' she added.

Marcos transfers Sulu to Region IX following SC decision on BARMM
President Ferdinand Marcos Jr. has moved Sulu to Region IX, also known as the Zamboanga Peninsula, after the Supreme Court (SC) ruled last year that the province is not a part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Signed on July 30, Marcos' Executive Order 91 said there was an ''urgent need to effectively implement and address the impacts'' of the SC ruling, ''including the regional affiliation of the Province of Sulu, while continuing to ensure the uninterrupted governmental operations and delivery of essential government projects, programs, and activities within Sulu.'' He directed all national government agencies to include Sulu under Region IX for regional administration, development planning, investment programming and budgeting, and other relevant purposes. Marcos also established a technical working group (TWG) headed by the Secretary of the Department of Budget and Management. The TWG's functions are to oversee and monitor the implementation of the SC decision, prepare and release a transition plan, address any issues or concerns arising from the SC ruling, request assistance from relevant agencies in implementing the EO, and submit an annual report to the Office of the President. Last September, the SC upheld the constitutionality of the Bangsamoro Organic Law (BOL), but it also declared that Sulu should not have been included in the BARMM. Defying SC ruling on VP Sara's impeachment erodes legal order —IBP
The Integrated Bar of the Philippines (IBP) on Saturday called for adherence to the Supreme Court's ruling that declared the articles of impeachment against Vice President Sara Duterte as unconstitutional. In a statement, the IBP said that calls to defy the ruling of the High Court "erode the very foundations of the legal order." "Such actions disturb the equilibrium of powers and imperil the integrity of our democratic institutions, especially when appropriate legal remedies remain available within the framework of our constitutional system," the IBP said. "The Constitution does not require agreement. It demands adherence," emphasized the IBP. The IBP maintained its commitment to the constitutional order, which limits the powers of the branches of government, defining their roles and demanding their accountability. "To uphold the Constitution is to uphold each of its mandates equally-whether judicial, legislative, or executive. We therefore recognize and respect the exclusive power of the House of Representatives to initiate impeachment, just as we acknowledge the Supreme Court's solemn duty to interpret the Constitution and resolve legal uncertainties in faithful service to the Republic," said the IBP. The IBP also said that, "as the final arbiter of constitutional questions, the Supreme Court bears the solemn duty to interpret the law, determine its bounds, and clarify its implications even when it revisits past doctrines or addresses new contexts." Moving forward Retired Supreme Court Senior Associate Justice Antonio Carpio earlier said that there is still a possibility that the Supreme Court will reverse its decision declaring the articles of impeachment against Duterte as unconstitutional. Carpio said this, hinging on the plan of the House of Representatives to file a motion for reconsideration on the SC decision as the lower chamber argued that the ruling was based on incorrect findings that contradict official records. 'Theoretically, pwede [it's possible]. I mean, there's no rule or law, constitutional provision that say that they [cannot] correct themselves,' Carpio said in a forum. According to the former SC associate justice, there had been many instances in the past when the high court 'completely reversed itself.' Further, constitutional law expert Atty. Domingo "Egon" Cayosa said the Senate may opt to proceed with the trial of Duterte despite the Supreme Court's decision. Senate Deputy Minority Leader Risa Hontiveros had said a draft resolution is being circulated containing former justices' advice on how the Senate should proceed following the Supreme Court ruling declaring the articles of impeachment against Duterte as unconstitutional. Marcos leads launch of estero cleanup program in Pasig

Under the program, activities such as unclogging Metro Manila's drainage laterals, dredging waterways, removing silt from drainage mains and eliminating accumulated solid waste are included. The aim is to reduce the impact of floods due to unusually heavy rains. The program is to be implemented in close coordination with national government agencies (NGAs) led by the Metropolitan Manila Development Authority, local government units (LGUs) and civil society organizations (CSOs). Twenty-three esteros have been identified to be prioritized in the Bayanihan sa Estero: Malinis na Estero Pamayanan Protektado program, the Presidential Communications Office said. These 23 esteros were observed to have significant siltation, heavy solid waste buildup, poor flow conditions and vulnerability to recurrent flooding. During the launch on Saturday, Marcos observed the cleanup drive in Buli Creek. Water hyacinths were removed from the pond using a crane on a barge. Marcos also inspected the mobile recovery facility where water hyacinths by-products such as lily pots and charcoal briquettes and recyclable wastes collected from the river such as hollow blocks and plastic bricks are displayed. The President also interacted online with volunteers and Metropolitan Manila Development Authority personnel who were conducting a simultaneous cleanup drive at Catmon Creek in Malabon City, Pinagsama Creek in Taguig City, Hagonoy Retarding Pond in Taguig City, and Tapayan Retarding Pond in Taytay, Rizal. "Currently, there are 273 identified rivers, tributaries, esteros and open canals in the metropolis that serve as primary channels for conveying stormwater and flood runoff across the National Capital Region (NCR)," the PCO said. —KG, GMA Integrated News
