What powers do Delhi Assembly committees have? New rules set to define
The powers of Delhi Legislative Assembly Committees, which have been a sore point between the BJP and the AAP of late, will be 'defined' in the Rules of Procedure of the House, Speaker Vijender Gupta said Monday.
Gupta also said that the language of the rules will be made gender neutral, since they only refer to members as 'he' at present. Another change is expected in the rules for Special Mention during Assembly sessions.
Leader of Opposition Atishi had raised the issue regarding the powers of Assembly committees after the amendment to the Government of National Capital Territory of Delhi Act in 2021, which curtails the power of these committees to look into day-to-day administration and administrative decisions.
In a letter to Gupta, Atishi had said that the Public Accounts Committee does not have the power to look into the CAG reports because of the amendment.
On Monday, Gupta said that the amendment did not affect the power of the Committees, and these will be defined in the new rules.
'The previous government misused committees. The amendments in the Act and how they impact the working of Committees will also be clarified in the rules,' he said.
Talking about the other changes, Gupta said, 'Rules are being reviewed to be brought at par with rules in Lok Sabha and Rajya Sabha. They will be made to follow best practices. The process has started, and the draft is ready. The first meeting of the Rules Committee will be held on June 5.' Speaking about the Special Mention, Gupta said that the rules are defined.
'It talks only about raising matters that are points of order. It is being used very casually at present. We will bring it in line with norms in Rajya Sabha,' he said.
Deputy Speaker Mohan Singh Bisht added that for issues raised under Special Mention, officials would sometimes not respond. 'Now it will be ensured that questions are answered. If answers were wrong, there was no accountability. Next time onward, if questions are not answered by officials, they will be held accountable,' he said.
Gupta, meanwhile, also said that a report of 100 days of the House will be released on June 6.

NIA attaches property of arrested accused in HuT terror conspiracy case
The National Investigation Agency (NIA) has attached a property of an accused arrested in connection with a Tamil Nadu-based criminal conspiracy allegedly aimed at establishing the Islamic Caliphate in India. The move was aimed at curtailing anti-India activities of the banned Hizb-ut-Tahrir (HuT) terror outfit, the NIA said in a press release on Monday. The property of Bava Bahrudeen alias Mannai Bava, located at Gandhiji Road in Thanjavur has been attached under Sec. 25 of Unlawful Activities (Prevention) Act, 1967. The land belonged to Hazarat Sams Manssor Peer Avuliya Dargah Trust Board and was 'sold' without formal registration to the accused Bava Bahrudeen, the NIA said. Bava Bahrudeen, along with co-accused, had been allegedly using the property for HuT's activities since 2015. They were conducting clandestine indoctrination and recruitment activities through secret classes and radicalisation sessions. They had organised Khilafah exhibitions showcasing the military strength of Islamic nations such as Egypt, Iran, Turkey and Pakistan at the property, the NIA alleged. Bava Bahrudeen had been arrested earlier by the NIA in connection with the conspiracy of self-styled office-bearers of HuT to promote the outfit's ideology and enforce the constitution written by its founder, Taqi al-Din al-Nabhani.

Under the Andhra Pradesh Electricity Duty (Amendment) Act, 1994, the state had levied 6 paise per unit of "electricity duty" on all consumers, except on power sold to the Centre and the railways. In 2022, the then Jagan Mohan Reddy-led YSRCP government increased this levy to ₹1 for industrial and commercial users through a government order. Andhra Pradesh's textile and ferro alloys industries challenged this order in the court, terming it "discriminatory" to industry as these two industries are heavy consumers of power, which accounts for 50% of their input costs.A bench of Andhra Pradesh chief justice Dhiraj Singh Thakur and justice R Raghunandan Rao on Friday scrapped the government order through which electricity duty was enhanced. The order reads: "GOMs No 7, dated 08.04.2022 is struck down. However, the government is entitled to collect duty at the rate of 6 paise per unit, throughout the period from the date when Act of 2021 was published in the Gazette till such time as the rate of duty is modified, in accordance with law."Since the government order has been struck down, it will need to refund 94 paise per unit collected in excess from industrial and commercial consumers.A government source, who did not wish to be identified, told ET: "Industrial consumption of electricity is about 1,539 crore units per year. We will be calculating the dues per user. It will be about ₹2,500 crore." The government is weighing options, including appealing in the Supreme Court and adjusting future bills of Anantha Laxmi Spinning Mills executive director Paani Kumar Samineni told ET: "The government collected 94 paise excess electricity duty for 18 months till different associations got a stay order from court. This order will help consumers in recovering these dues running into hundreds of crores." The enhanced duty was collected till October 2023.
