Hsg societies can soon avail loans for self-redevelopment at concessional rates: CM

Mumbai: Chief minister Devendra Fadnavis on Monday said that cooperative housing societies in the state could soon avail loans at concessional rates to redevelop their properties themselves.
'We have requested union cooperation minister Amit Shah to see if the National Cooperative Development Corporation (NCDC) can provide loans to cooperative housing societies at concessional rates,' Fadnavis said while addressing a seminar on challenges before the cooperative sector at the YB Chavan Centre in south Mumbai. Union transport minister Nitin Gadkari, deputy chief ministers Eknath Shinde and Ajit Pawar and NCP (SP) chief Sharad Pawar attended the event.
Though the NCDC's jurisdiction was limited to rural areas, the union home minister had agreed to expand it to urban areas, and a decision on the state's government plea for loans at concessional rates was expected soon, the chief minister said.
'The decision will bring several benefits including loans at concessional rates. It will help housing societies go for self-redevelopment,' he stated.
Fadnavis accused earlier governments of ignoring the needs of cooperative housing societies and said his government had not only introduced a self-redevelopment scheme but also provided seventeen types of concessions.
'We are trying to free housing societies from the claws of builders who have been delaying redevelopment projects and denying monthly rentals (to affected apartment owners),' he said.
Fadnavis also said that the Maharashtra Cooperative Societies Act (MCSA) had become irrelevant as it did not have provisions to cater to future needs and its provisions were the same for different types of cooperative bodies such as banks, sugar mills, spinning mills and housing societies.
'The act is good, but it has become old and new provisions need to be incorporated to deal with new challenges,' he said, announcing the formation of a committee to study the law in detail and suggest changes.
The chief minister also announced the formation of another committee to suggest measures to strengthen existing cooperative bodies. The state government will also be able to undertake financial transactions with cooperative banks, he announced.
Sharad Pawar, who addressed the gathering before Fadnavis, expressed concern over the weakening of cooperative bodies in the state and the urgent need to strengthen them.
'There was a time when cooperatives accounted for 80% of the sugar mills in Maharashtra and only 20% were privately owned. Now, the number of private sugar mills has reached 50%,' the veteran leader said. Most of the cooperative banks in Maharashtra were also in poor financial health, he noted.
'As far as cooperative spinning mills are concerned, only 2-3 are functional while the remaining have downed their shutters. We need to understand the problem and provide solutions. Else, the cooperation sector in the state will become history,' the former chief minister warned.
He further said that while cooperative bodies were present in Maharashtra, Gujarat, Kerala and Tamil Nadu, Gujarat had left the other states behind.
'Gujarat has gone ahead of Maharashtra. They are more powerful than us,' Pawar said.

However, he emphasised that the units must strengthen themselves from within. To this end, 83 intervention points have been identified. The Pune district election office has suspended inspection and verification of electronic voting machines (EVMs) of 27 polling stations in Hadapsar constituency after NCP(SP) candidate Prashant Jagtap pointed out that his election petition was pending in the Bombay High Court. The same process however will be executed for EVMs of two polling stations in Khadakwasla assembly constituency. The district election office had earlier announced inspecting and verifying EVMs of 27 polling stations in Hadapsar constituency following an application by NCP(SP) candidate Prashant Jagtap and of two polling stations in Khadakwasla assembly after NCP(SP) candidate Sachin Dodke's application. It was scheduled from July 25 to August 2. 'The inspection and verification of EVMs of 27 polling stations in Hadapsar constituency has been suspended as the applicant has communicated about the pending election petition,' said deputy district election officer and deputy collector Meenal Kalaskar. The move was taken after consulting with the Election Commission of India, she said adding, 'Inspection and verification of EVMs in two polling stations in Khadakwasla constituency on an application of NCP(SP) candidate Sachin Dodke will be done on July 25.' After losing, Maha Vikas Aghadi (MVA) candidates had alleged irregularities in the November 2024 Maharashtra Assembly elections. The checking and verification of the EVMs, which will also involve mock polls, will be done at the Bhosari godown in the district, where the voting machines are stored in a strong room. The entire process will be carried out as per the Election Commission (EC)'s standard operating procedure (SOP). Each EVM comprising a control unit and a VVPAT (voter verified paper audit trail) machine with 1,400 votes would be checked, official sources said. According to the deputy district election officer and deputy collector, Meenal Kalaskar, EVMs' data will be verified, which were registered during the counting of votes in November 2024, in the presence of the candidate's representatives. 'The data will be erased and a mock poll for each EVM consisting of a control unit and a VVPAT will be conducted to further verify the operation of the machine,' Kalaskar said, adding that a final report will be submitted to the EC for any further action. Dodke was defeated by BJP candidate Bhimrao Tapkir by 52,000 votes in Khadakwasla assembly seat. 'I will participate in the inspection and verification of EVMs of two polling stations which I had asked for. I had demanded that VVPAT slips be counted with EVM data, however they are not doing so. I have reiterated in writing that VVPAT slips of respective EVMs are counted to verify the count. If they don't agree, then we will register our protest,' said Dodke. He said the mock poll of EVMs didn't make sense as it had already been done during the assembly election. 'They need to verify the EVMs by counting the VVPAT slips of the election with respective EVMs to clear the doubt,' said Dodke.

He said, "The PWD is not giving projects to the govt contractors. Instead, it is engaging private contractors to carry out projects, for which huge funds are being allocated. " Rohit further said, "Patil might have got the sub-contract for the work, but if the main contractor has not received the payment, how can s/he pay the sub-contractor? Therefore, we demand the state govt bring out all the facts and figures of the works being executed through contractors and how much of their dues are pending with the govt.
