Wind industry players call for phased approach in government's localisation timeline
The draft mandates rapid localisation of key wind turbine components for inclusion in the Revised List of Models and Manufacturers (RLMM).
Industry players said a phased and industry-aligned approach could avoid potential supply chain bottlenecks and significant cost increases.
The two-year timeline for indigenisation could create unintended hurdles in supply chains, delay project rollouts, and potentially escalate project costs by over 35%, they said.
Many critical sub-components such as gearboxes, bearings, converters, and control systems are currently imported.
An immediate localisation mandate, without adequate phase-outs, may discourage foreign OEMs and slow project rollout timelines, they stated.
'India is at a pivotal juncture in its wind energy journey. For component manufacturers like us, the momentum toward 500 GW of renewable capacity presents significant opportunities—from global supply chain shifts post-COVID to the growing push for localisation,' said V Sriniwas Reddy, Executive Director, Synergy Green Industries Ltd.
'However, policy execution must balance ambition with realism. The recent MNRE directive on indigenisation, while well-intentioned, needs a phased, industry-aligned approach,' he said.
Stating that precision parts like gearboxes and converters require not just capex, but tech partnerships and skilled talent, he said the ministry instead of blanket targets, should focus on enabling quality manufacturing, selective localisation, and global competitiveness.
'A National Wind Industrial Cluster Policy—with plug-and-play infrastructure and shared R&D—is the kind of reform that will truly empower the ecosystem. The way forward is through collaboration: OEMs, component makers, and policymakers aligning for long-term, scalable, and export-ready growth,' he said.
'India has the potential to become the world's third-largest wind market—but only if we prioritize quality, investor confidence, and global integration over short-term mandates,' he added.
Francis Jayasury, Director -India, Global Wind Energy Council India – GWEC India said, 'India's renewable energy ambitions present a remarkable opportunity for domestic turbine component manufacturers like us—but success will depend on how smartly we align industrial growth with policy execution.'
'Our Chennai facility is already geared for scale and meets global quality benchmarks, but we face challenges from subsidized imports, fragmented tariffs, and the absence of mandatory standards for key components like anchor cages,' he said.
'We welcome the MNRE's push for indigenisation—it plays to our strengths—but urge that it be implemented through a phased, industry-aligned framework. Not every component needs to be made locally; smart localisation, not forced isolation, should guide our strategy,' he emphasised.
'The focus must be on full utilisation of existing domestic capacity, while partnering globally for highly specialized technologies.
If India wants to become a true global wind manufacturing hub, what we need is certainty: clear HS code classifications, BIS standards for structural components, and export-linked incentives,' he said.
A unified framework would not only boost production and exports but also build long-term investor confidence in the sector, he pointed out.

Mutual funds boost holding in Suzlon Energy to an all-time high in June quarter
Mutual funds increased their bets on Suzlon Energy in the June quarter, as the latest shareholding data reveals that domestic fund houses collectively picked up an additional 1.07% stake in the wind energy company during the period. As of the end of June 2025, 30 mutual funds collectively held a 5.24% stake in Suzlon Energy, equivalent to 7.18 crore shares. This marks a notable increase from 4.17% at the end of the March quarter and 3.82% in Q1FY25, according to BSE shareholding data. The data also shows that Motilal Oswal Midcap Fund now holds a 1.03% stake in the company—a new addition, as the fund had no holdings in Suzlon at the end of March. Meanwhile, the Life Insurance Corporation of India (LIC) continues to hold a 1.02% stake. Retail investors also slightly increased their holdings by 0.1% to 55.1%, while promoters trimmed their stake to 11.7% from 13.3% in Q1FY25. Suzlon has remained on investors' radar in recent months due to positive brokerage views and multiple orders. Motilal Oswal, for instance, recently issued a 'buy' rating with a target price of ₹ 82 per share. The brokerage's optimism is driven by the expected adoption of the Revised List of Models and Manufacturers (RLMM) local content draft notification by Q2FY26, strong order prospects, the gradual phase-out of the ISTS waiver over the next four years, and an increasing share of EPC projects in the order book. Discussions with industry participants suggest that the RLMM notification—mandating local content in key wind turbine components—is likely to be formally implemented in Q2FY26. Motilal Oswal believes that Suzlon is well-positioned to benefit from favorable regulatory developments, a growing order book offering strong revenue visibility, and operational gains through proactive land acquisition and EPC expansion. Earlier, Anand Rathi also noted that Suzlon's 5.6 GW order book, which is 3.6x its FY25 execution volume, provides long-term growth visibility and ensures a steady pipeline of projects. It also reinitiated coverage with a 'buy' rating and a target price of ₹ 81 apiece. Despite these positive projections, the stock has come under pressure in recent months due to broader market weakness, declining 12% from its recent highs. However, Suzlon remains a strong long-term performer, with shares rising 277% over the past two years and over 1,200% in the last five years. India will address concerns of private sector on investments in civil nuclear segment: Minister
India will be able to address the apprehensions of the private sector globally about investments in the civil nuclear sector, which was opened up to achieve the ambitious target of producing 100 GW atomic power by 2047, Union Minister Jitendra Singh has asserted. Singh, who oversees the Department of Atomic Energy , said changes in relevant rules and legislations will have to be made to facilitate the entry of the private sector in the field of nuclear energy, which currently is under tight control of the government. "It is just that the suppliers, most of them private and most of them from the other countries, had their own apprehensions from a business point of view. I am sure in the course of time, we will be able to address that also, able to satisfy them and reassure them to venture in," Singh, the Minister of State in the Prime Minister's Office, said. Singh said the decision to open up the nuclear sector for private participation was more difficult than unleashing space sector reforms. "It has been possible only because of Prime Minister Narendra Modi's personal indulgence. Even the nuclear sector stakeholders are conditioned to work behind a veil of secrecy. They feel now this is the norm," he said. The minister said opening up the nuclear sector was crucial to realise the aim of India becoming a developed nation by 2047 and emerging as the top ranking economy globally. "If we have to realise this goal, our strategy has to be global. Because we are going to meet the global benchmarks. So global strategies require us to move in an integrated fashion, devoid of silos. And, therefore, we are now following the same course as it has been followed by the other developed countries," Singh said. The minister said the government had tried to address the apprehensions voiced by the foreign suppliers who had been allocated sites to develop nuclear power parks at Jaitapur in Maharashtra, Mithi Virdi in Gujarat and Kovvada in Andhra Pradesh about the liability laws. "India's position was very clear, but somehow there is some scepticism on the part of the suppliers. Soon after this government came, we made it abundantly clear, not once but more than once, that this is a misplaced apprehension," he said. The minister said in case of an incident, the first onus will be on the operator of the plant and then on the supplier and after a certain limit the insurance pool will come to the rescue. He said India is also signatory to the Convention of Supplementary Compensation for Nuclear Damage of those parties which are part of the International Atomic Energy Agency (IAEA). Currently, India produces 8780 MWe of nuclear power and plans to scale it up to 22,480 MW by 2031-32.

India has reached a key climate milestone five years ahead of schedule — as of June 30, non-fossil fuel sources account for 50.1 per cent of the country's installed electricity capacity. When the Paris Agreement on climate change was signed in 2015, India had committed to reaching 40 per cent non-fossil fuel capacity by 2030. This target was raised to 50 per cent in 2022. 1. The sources — which include nuclear, large hydro, and renewables — made up just 30 per cent of installed capacity in 2015 and 38 per cent in 2020, before rising sharply over the last five years, on the back of solar and wind power. 2. As of June, India's total installed capacity stood at 485 gigawatts (GW). Of this, renewables — including solar, wind, small hydro, and biogas — accounted for 185 GW, according to a press release by the Ministry of New and Renewable Energy (MNRE). 3. Large hydro capacities contributed 49 GW, and nuclear energy added 9 GW, taking the total non-fossil fuel capacity just over the halfway mark. Thermal power, mostly coal- and gas-based, made up the remaining 242 GW, or 49.9 per cent. In 2015, thermal's share was 70 per cent. The rise in contribution of renewables to India's energy mix marks a significant shift, driven by the rapid addition of solar and wind power in recent years. However, installed thermal capacity falling below the halfway mark does not mean India's reliance on thermal power has dipped below 50 per cent. On the contrary, since renewable sources such as solar and wind are intermittent and cannot generate power around the clock, thermal plants still produce over 70 per cent of the country's electricity. 6. Bringing down thermal's share in power generation — and hitting India's 500 GW non-fossil fuel target by 2030 — will require much more, starting with the stabilisation and strengthening of the grid. With renewables now contributing 185 GW to India's total installed power capacity, let's understand what the different types of renewable energy sources are. 1. Solar Energy: Solar energy is harnessed from the sun's radiation. It can be transformed into electricity using solar panels (photovoltaic cells) or alternatively can be utilised to produce heat through solar thermal systems. Due to its abundance, solar power stands out as one of the most widely available renewable energy sources. China, the US, India and Japan are among the world's leading producers of solar power. 2. Hydropower: It is created by harnessing the kinetic energy of flowing water in rivers, dams, waterfalls, etc. It is one of the oldest and most widely used forms of renewable energy. 3. Biomass Energy: Biomass is produced from organic materials such as plant residues, animal waste, and wood. It can be heated or converted to liquid or gaseous fuels for consumption. Its usage includes heating, electricity generation, or biofuels for transportation. It is considered renewable because the materials used can be regrown or replenished. 4. Wind Energy: It is generated by converting the kinetic energy of wind into electricity using wind turbines. Onshore and offshore wind farms have become a significant contributor to the renewable energy mix in many countries like China, India and the US. 5. Geothermal Energy: This form of energy is derived from the Earth's internal heat. These can be naturally occurring hot water reservoirs or can be man-made. Occurring at various depths and varying temperatures below the earth's surface, these geothermal resources can be used for electricity generation and direct heating applications. Geothermal power plants which produce electricity, typically utilise steam or hot water from underground reservoirs. 6. Tidal and Wave Energy: It harnesses the movement of ocean water to generate electricity. Tidal energy relies on the gravitational pull of the moon and the sun, whereas wave energy captures the energy of surface waves. The Energy Transition Index (ETI) 2024, released by the World Economic Forum, ranked 120 countries based on their advancements towards a sustainable, affordable, and secure energy future. On October 2, 2015, India submitted its first Nationally Determined Contribution (NDC) to the United Nations Framework Convention on Climate Change (UNFCCC). It became a signatory to the UNFCCC and its Paris Agreement – an international treaty adopted in 2015, which operates on a five-year cycle of increasingly ambitious climate action plans known as NDC. 2. India's Nationally Determined Contribution (NDC) initially included two main goals: First, to reduce the emissions intensity of its GDP by 33-35 per cent by 2030 from 2005 level, and second, to achieve about 40 per cent of its total installed electric power capacity from non-fossil fuel energy resources by 2030. 3. In August 2022, India updated these targets: The goal for reducing the emissions intensity of GDP was increased to 45 per cent by 2030 from 2005 level, and the target for non-fossil fuel-based energy capacity was raised to 50 per cent by 2030. 4. In addition, India has set itself a target of achieving 500 GW of renewable energy capacity by the year 2030 (as announced by Prime Minister Narendra Modi at the COP26 summit in Glasgow, UK). Furthermore, India is potentially aiming for 1 TW (form 500 GW) by 2035. India has also set a target of achieving net-zero carbon emissions by 2070. India has implemented various schemes to achieve its renewable energy targets. Some of the key schemes that have contributed to this include: 📌Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyan scheme (PM-KUSUM): This scheme promotes the installation of small grid-connected solar power plants, standalone solar pumps, and solarisation of existing grid-connected pumps in rural areas. 📌PM Surya Ghar: Muft Bijli Yojana: It is a government project aimed at providing free power to Indian families. Launched on February 15, 2024, the initiative would give homes with a rebate for installing solar panels on their roofs. The subsidy will pay for up to 40% of the cost of the solar panels. The plan is anticipated to benefit one crore households in India. The scheme will promote the use of renewable energy. 📌Grid Connected Rooftop Solar program (Pradhan Mantri Suryodaya Yojana): Under this scheme, solar PV panels are installed on the roof of a building to meet the electricity needs of the building. Surplus solar power units generated from the rooftop solar plant can also be exported to the grid. 📌Green Energy Corridor Scheme: The series of infrastructure projects under this scheme aimed at synchronising the power generated from renewable energy sources with the national grid of India. 📌National Green Hydrogen Mission (NGHM): The Ministry of New and Renewable Energy (MNRE) implemented the NGHM with a target to achieve a production capacity of 5 million tonnes per annum of Green Hydrogen by 2030.
