In his twin complaints to India Trade Promotion Organisation (ITPO) and the Department of Empowerment for Persons with Disabilities (DEPD), Singh highlighted the several drawbacks. The complaint reads, "Despite its recent inauguration on 26 July 2023, and its projection as a 'world-class' venue during the G20 Summit and now the World Health Summit Regional Meeting 2025, Bharat Mandapam is riddled with accessibility failures.
Lifts are inaccessible with steps leading to them and no proper ramps or hand railings, forcing persons with disabilities to either struggle dangerously or search for alternative routes."
The complaint adds, "Ramps (where available) are non-compliant as there are improper gradients, single-side railing, lack of tactile markings, and poor flooring standards, severely restricting independent mobility. Accessible washrooms were locked, or when open, lacked functional locking mechanisms, compromising privacy and dignity.
Auditorium designs did not provide any reserved wheelchair seating or stage access for speakers with disabilities."
Singh shared some images on X, one showing a lift near the parking lot that was inaccessible because of a set of seven steps, another of locked toilets meant for disabled speakers. The railings on the ramps, he added, were neither bilateral nor continuous, falling short of the mandated 1:12 gradient and dual, insulated railings.

Singh recounted to TOI how he parked near the accessible lift area as directed by the security guard. "However, there was no ramp, only steps. When I asked for help, the staff present shrugged and told me to check elsewhere. A second lift had a ramp, but it lacked railings and had an uneven surface. And a speaker with a disability had simply no way to access the stage," he claimed.
The experience also triggered concerns about legal compliance.
In his complaint, Singh pointed out that under Section 44(1) of the Rights of Persons with Disabilities Act, 2016, no establishment could be granted permission to build unless the building plan adhered to accessibility norms. Under Section 40(2), no completion certificate or occupation permission could be issued unless accessibility standards were fully met and under Section 45(1), the deadline to retrofit and make existing infrastructure accessible expired on June 14, 2022.
"Thus, Bharat Mandapam, inaugurated post-deadline, violates these sections of the Act. "Further, as mandated under Section 45(2), ITPO should have formulated and published an accessibility action plan, but there is no evidence of such a plan on-site or on the ITPO website," said Singh.
Officials of ITPO insisted that Bharat Mandapam was fully equipped with accessibility requirements. Speaking anonymously, an official said that ramps, lifts and disabled-friendly washrooms were available throughout the complex, and a single incident should not cast doubt on the venue's infrastructure with regard to accessibility.
The official pointed out that entry points to the convention centre, like those from the south or east plazas, did indeed have ramps, and lifts connected all the floors at the convention venue. "As for the stage," the official said, "there are temporary stairs. If any person with disability is featured to be onstage, a temporary ramp is placed for that person."

Ajay Singh resigns as interim panel chief, to contest BFI polls
New Delhi: Boxing Federation of India's (BFI) interim committee president Ajay Singh has resigned from the post to run for a third term as federation president later this month. He tendered his resignation to World Boxing late on Friday, hours after sending a circular announcing the BFI AGM and elections on August 21. The world body accepted his resignation on Saturday. The tenure of the previous set of BFI office-bearers ended on February 2. Elections were initially scheduled for March 28 but were delayed due to multiple litigations which led WB to constitute an interim committee under Singh's stewardship. Last month, the world body had urged the interim committee to hold elections by August 31. The global governing body has asked Fairuz Mohammed — he was WB's observer in the interim committee — to take charge of the federation's daily operations till the new BFI president is elected. 'We respect this decision and hereby appoint Mr Fairuz Mohammed, president of Singapore Boxing, as chairman of the interim committee to ensure continuity till the new body is elected,' van der Vorst said in his response to Singh's communication. Both van der Vorst and WB acting secretary-general, Mike McAtee, will be present as observers for the elections. Singh has completed two four-year terms as BFI president and is now aiming for a final stint, as per the 2011 National Sports Development Code of India.

HC sets aside RDO's order restoring tribal land to non-tribal parties
Kochi: The high court has set aside the orders issued by the Ottappalam RDO and Palakkad district collector in 2010, which had wrongfully restored possession of around 12 acres of tribal land at Kottathara village in Agali, Palakkad, to non-tribal parties. Tired of too many ads? go ad free now Justice Harisankar V Menon delivered the judgment on Wednesday in a petition filed by Rangan of Kottathara and his three brothers, challenging the RDO's orders and the collector restoring possession of the tribal land to non-tribal parties. The petitioners contended that their father, Chathamooppan, had made an application under the Kerala Scheduled Tribes (Restriction on Transfer of Lands and Restoration of Alienated Lands) Act, 1975, stating that he had originally possessed around 12 acres in Kottathara, which had been transferred to certain non-tribal parties between 1964 and 1990 under the guise of various sale deeds. In 1995, the Ottappalam RDO, acting on the application, issued an order directing the non-tribal parties to deliver possession of the land to Chathamooppan and his brother within 30 days and further directed the applicants to pay compensation under the Act. However, in Dec 2010, the Ottappalam RDO, acting suo motu and without notice to the petitioners, sons of the deceased Chathamooppan, reviewed the 1995 order and restored possession of the land to the non-tribal parties under Section 5(1) of the Kerala Restriction on Transfer by and Restoration of Lands to Scheduled Tribes Act, 1999, which permits the transfer of up to 2 acres of tribal land to non-tribal parties. The district collector upheld the RDO's order, prompting the petitioners to move HC. Upon perusal of the records, the bench held that the proceedings regarding the land in question under the 1975 Act had attained finality with the 1995 order of the RDO, as no one had challenged the same later. Further, the 1999 Act does not contain any provision authorising the RDO to review an order passed under the 1975 Act. Accordingly, the bench set aside the 2010 orders of the RDO and the collector. Tired of too many ads? go ad free now Similarly, T V Krishnan of Agali, who is also a party respondent in Rangan's petition, filed a separate petition alleging that he had been interdicted by the police from cutting and removing timber from his property, based on a complaint filed by one Murugan of Agali. However, the court noted that Krishnan had failed to disclose that he was a party respondent in Rangan's petition. The court further directed the revenue authorities to verify whether the property referred to in Krishnan's petition is the same as that involved in Rangan's petition and to take appropriate action accordingly.

Rajnath urges Rahul to detonate his ‘atom bomb' of ECI evidence
Patna: Defence minister Rajnath Singh on Saturday hit back at Congress leader Rahul Gandhi for claiming he possessed "an atom bomb" of evidence against the Election Commission of India (ECI) and accusing the constitutional body of vote theft in Bihar . Leader of opposition in the Lok Sabha, Rahul alleged that the ECI was involved in vote theft in Bihar and said he had strong evidence to support his claim, likening it to an atom bomb. "When it explodes, the ECI will not find a place to hide," Rahul said in Delhi on Saturday. He added that the data collected by the Congress in Karnataka would send a 'shockwave' through the electoral system and expose the ECI. Addressing a programme in Patna, Singh said Rahul should not waste time but rather "detonate the atom bomb of evidence" he claims to possess. "Earlier also, he had claimed to have an atom bomb, which turned out to be a damp squib," Singh said. The former BJP president said under the strong leadership of PM Narendra Modi, "we have to achieve the resolution of developed Bihar. I believe that the path to developed India will emerge from developed Bihar. The country will progress with the progress of Bihar." Criticising opposition parties, Rajnath said the special intensive revision (SIR) of the electoral rolls in Bihar was not a new process and that the ECI has carried out similar exercises across the country in the past. "But some political parties are trying to mislead the public on SIR," he said. Taking the opposition to task, he said the whole world is aware of the indecisive stance taken by the Congress and certain other parties on issues related to terrorism. "If we remember the atmosphere of insecurity in the country before 2014, even today, people shudder. Bomb blasts used to take place in the country every day. Instead of congratulating the army, the opposition started questioning the achievements of the army," he said. He also recalled the serial blasts in Patna's Gandhi Maidan. Taking another dig at the opposition, Singh said Bihar is at a crossroads. "Two paths lead from here — one towards development, on which the golden future of Bihar depends, and the other that will push Bihar back into an era of crime and anarchy from which the state has emerged with great difficulty," he said. He added that just as eastern countries have become engines of global development, eastern states including Bihar will play a similar role in building a developed India. "I believe that the same Bihar, which the world once looked at with disdain, can today become an inspiration. Our NDA govt in Bihar is committed to the progress and development of the state," he said.
