They are: Tangedco MD J Radhakrishnan, rural development secretary Gagandeep Singh Bedi, secretary of home, prohibition and excise Dheeraj Kumar and revenue and disaster management secretary P Amudha.
Dr Radhakrishnan will be the spokesperson for departments such as energy, health, transport, education, food and consumer protection, cooperation, welfare of non-resident Tamils, and human resource management.

Gagandeep Singh Bedi will handle communication for a wide range of departments, including municipal administration, rural development, agriculture, water resources, animal husbandry, industries, environment and climate change, and MSMEs.
Dheeraj Kumar will handle prohibition and excise department.
Amudha will be the spokesperson for her disaster management department as well as for social welfare and women's rights, Adi Dravidar and tribal welfare, labour, backward and most backward classes welfare, housing, highways, tourism, Hindu Religious and Charitable Endowments, and special programme implementation.
According to govt guidelines, department secretaries will provide verified data and updates to the designated spokespersons, who will coordinate with the chief secretary before engaging with the media.

Radhakrishnan, Gagandeep Singh Bedi and Dheeraj Kumar—as spokespersons for the government for the first time. The government will also launch 'Ungaludan Stalin' a public redressal system, that will be taken to the common man through camps. 'Apart from the popular schemes, including a free bus scheme and a Rs 1,000 financial assistance scheme for women, it was understood that there was a lack of awareness among the grassroots level people about the works done by the government. Hence, the Chief Minister has initiated such measures,' the source at secretariat told ThePrint. Additional Chief Secretary P. Amudha IAS, who was the special officer for CM's Public Grievance Redressal initiative, will be heading the 'Ungaludan Stalin' initiative. Speaking to ThePrint, Additional Chief Secretary P. Amudha said that the government would be conducting 10,000 camps including, 3,738 camps in Urban areas and 6,232 camps in rural areas. 'It is a continuation of the Makkaludan Mudhalvar (Chief Minister with people) scheme launched in 2023, and the Mudhalvarin Mugavari (Chief Minister's address) scheme launched in 2021, which received overwhelming response from people,' P. Amudha told ThePrint. According to her, as on 30 June 2025, as many as 1.5 crore petitions on grievances were received, of which 1.1 crore petitions were resolved. Similarly, in the Makkaludan Mudhalvar scheme, as many as 9.5 lakh petitions were received from urban areas between November 2023 and January 2024 and 1.02 crore petitions were received in rural areas between July 2024 and September 2024, of which 95% of the petitions were resolved. 'The Chief Minister found that the schemes were very helpful for the people to get services at their door step. So, we once again conducted camps in the rural areas where SC/ST population is higher. Between January 2025 and June 2025, as many as 433 special camps were held in which as many 1.8 lakh petitions were received of which 1.47 lakh petitions were resolved,' Amudha told ThePrint. She also said that the 'Ungaludan Stalin' programme will help people resolve basic issues like changing names and addresses in the ration card, voter id, Aadhaar, etc., through the camps. 'The Chief Minister has instructed us to send volunteers to inform the households a week in advance about the camp, details eligibility and required documents. Under the 'Ungaludam Stalin' programme in urban areas, we will be providing 43 services, and 46 services in rural areas,' she said, adding that the officers were instructed to resolve the issue within 45 days. 'It is not that all the issues will be taking 45 days, say for instance, some of the issues will be resolved in a day or two. Some issues like changing the name in Patta (land record document) and all might take a bit more time,' she told ThePrint. Four IAS officers appointed as Government Spokespersons According to the official release from the State Government, the official government spokespersons would be disseminating key information about various schemes and other essential matters of the department to the public through media in a timely and accurate manner. 'The secretaries of various departments will provide information to the government spokespersons of the concerned department, who in turn will verify the information and provide it to the media through press conferences,' an official source told ThePrint. According to the official release, J. Radhakrishnan will handle information on the Energy Department, Health and Family Welfare Department, Transport Department, Co-operation, Food and Consumer Protection Department, Welfare of Non-Resident Tamils, School Education Department, Higher Education Department, Handlooms, Handicrafts, Textiles and Khadi Department, and the Human Resources Management Department. Similarly, Gagandeep Singh Bedi will provide information regarding Municipal Administration and Water Supply Department, Rural Development and Panchayat Raj Department, Animal Husbandry, Dairying, Fisheries and Fishermen Welfare Department, Agriculture and Farmers Welfare Department, Water Resources Department, Environment, Climate Change and Forests Department, Micro, Small and Medium Enterprises Department, Industries, Investment Promotion and Commerce Department and the Natural Resources Department. Dheeraj Kumar will provide information regarding the Home, Prohibition, and Excise Departments. P. Telangana Panchayat BC quota ordinance sent to Governor Jishnu Dev Varma
HYDERABAD: The state government has sent the Telangana Panchayat Raj (Amendment) Ordinance, 2025, to Governor Jishnu Dev Varma for approval. If promulgated, the government is expected to notify local body elections within a week. The move follows a high court order on June 25, directing the government to complete reservation-related procedures for local polls within 30 days and declare results by September 30. Government sources clarified that the proposed ordinance is separate from the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025, which was passed by both Houses but has been reserved by the Governor for Presidential assent. It is currently under review by the Ministry of Home Affairs. The Cabinet's push for the ordinance, which seeks to enable reservations beyond the 50% cap, is based on data-driven recommendations by a commission led by retired IAS officer Busani Venkateshwara Rao. The panel relied on findings from the State Socio-Economic and Educational Empowerment Population Census (SEEEPC). With the Congress government banking on the ordinance to deliver on a key electoral promise, all eyes are now on the Governor's response.

Promotion of HCS officers: Eight officers facing trial not to be promoted till exonerated by court
Eight Haryana Civil Service (HCS) officers of 2002 batch facing trial in a corruption case will have to wait for their exoneration by the court for being promoted to the Indian Administrative Service (IAS). The decision was taken by the selection committee headed by Union Public Service Commission (UPSC) member, Dinesh Dasa which met in New Delhi on Monday to consider the names of HCS officers for appointment to 27 posts of IAS by promotion. Officials said that the eight HCS officers who are facing trial were included provisionally in the select list for appointment to the Indian Administrative Service (IAS) by way of promotion. 'This, as per the central rules, means that they cannot be promoted to the IAS unless exonerated by the court,' said an official. A select list is a roll of officers recommended for induction into IAS. Officials said that the selection committee also prepared a list of 18 HCS officers who are found suitable for promotion to the IAS. Thus, their names were included in the select list for appointment to the IAS. These included Vivek Padam Singh of 1997 batch, Munish Nagpal, Mahender Pal and Satpal Sharma of the 2002 batch, Sushil Kumar of 2003 batch, Varsha Khangwal, Virender Sehrawat, Satyender Duhan, Manita Malik, Satbir Singh, Amrita Singh, Yogesh Kumar, Vandana Disodia, Jaideep Kumar, Samwartak Singh Khangwal. Criminal proceedings pending against 8 HCS officers The state anti-corruption bureau (ACB) had on July 4, 2023 presented a chargesheet (under section 173 of the CrPC) in the court of Hisar sessions judge, Dinesh Kumar Mittal, arraigning these eight HCS officers of 2002 batch as accused. They are Veena Hooda, Surender Singh-1, Jagdeep Dhanda, Sarita Malik, Kamlesh Bhadoo, Kuldhir Singh, Vatsal Vashisht and Jag Niwas. They were arraigned in a case pertaining to alleged irregularities and malpractices by the Haryana Public Service Commission (HPSC) in the recruitment process of 2001 HCS and Allied Services (executive branch) examination. A total of 29 persons including six former HPSC functionaries, four allied services officers and nine paper checkers were also arraigned in the charge-sheet. On a petition filed by one of the eight HCS officers facing trial, Jagdeep Dhanda, the Punjab and Haryana high court had on July 11 stayed the operation and effect of the charge sheet with regards to Dhanda. But the UPSC led selection committee did not consider Dhanda's case for appointment and decided to put his name in the select list as provisional along with his other batchmates. Legal experts said that a mere stay by the court on the operation and effect of the charge sheet filed by ACB did not mean that the officer became eligible for appointment to IAS. 'The charge sheet has been stayed and not quashed by the high court. Surely, the trial will come to a halt. But promoting an officer on the basis of a stay by the court can create more complications like reverting the officer back to HCS if the stay is vacated by the high court,' said Punjab and Haryana high court lawyer, Sachin Jain. Jain said the UPSC adopted the best way possible by keeping the name of the officer in the select list as provisional pending the outcome of the petition in HC or trial court. Rule 5(5) of the IAS (Appointment by Promotion) Regulations stipulated that the name of an officer included in the list of officers will be treated as provisional if any departmental or criminal proceedings are pending against him. 'The proceedings shall be treated as pending only if a charge sheet has actually been issued to the officer or filed in a court,' reads the explanation to the Rule. Similarly, Rule 7(3) said that if an officer included in the select list is issued with a charge sheet or a charge sheet is filed against him in a court of law after his inclusion, then his name in the select list shall be deemed to be provisional. In a nutshell, it means that officers against whom criminal proceedings are pending cannot be considered for promotion to the IAS unless exonerated by the court.
