Telangana Panchayat BC quota ordinance sent to Governor Jishnu Dev Varma

HYDERABAD: The state government has sent the Telangana Panchayat Raj (Amendment) Ordinance, 2025, to Governor Jishnu Dev Varma for approval. If promulgated, the government is expected to notify local body elections within a week.
The move follows a high court order on June 25, directing the government to complete reservation-related procedures for local polls within 30 days and declare results by September 30.
Government sources clarified that the proposed ordinance is separate from the Telangana Backward Classes, Scheduled Castes and Scheduled Tribes (Reservation of Seats in Rural and Urban Local Bodies) Bill, 2025, which was passed by both Houses but has been reserved by the Governor for Presidential assent. It is currently under review by the Ministry of Home Affairs.
The Cabinet's push for the ordinance, which seeks to enable reservations beyond the 50% cap, is based on data-driven recommendations by a commission led by retired IAS officer Busani Venkateshwara Rao. The panel relied on findings from the State Socio-Economic and Educational Empowerment Population Census (SEEEPC).
With the Congress government banking on the ordinance to deliver on a key electoral promise, all eyes are now on the Governor's response.

Kochi: The CPI-M government, on Tuesday, told the Kerala High Court that it is committed to regulate harmful practices carried out under the guise of supernatural and magical acts, even after deferring a proposed legislation on the issue. This was submitted before the division bench of Chief Justice Nitin Jamdar and Justice Basant Balaji when it was considering a PIL filed by a popular rationalist organisation seeking enactment and implementation of 'The Kerala Prevention of Eradication of Inhuman Evil Practices, Sorcery and Black Magic Bill, 2019'. Previously, the court had expressed its discontent with the state Cabinet resolving to not proceed with the Bill. But in the counter affidavit filed by the state on Tuesday, it highlighted that though the proposed legislation has been deferred, the state government has no intention to step away from the subject matter as the subject is under active consideration of the state. It also told the court that the reason the state Cabinet decided to withdraw from the agenda is due to complex legal and constitutional issues. It further said that in absence of specific statute, the existing legal framework is also adequately equipped to address the issue. According to the state, criminal acts committed under the veil of magical or supernatural practices have been prosecuted under these existing statutes. The court, however, has sought further clarification on two specific points -- a brief explanation of the legal and constitutional complexities that led to the withdrawal of the proposed legislation and the details of prosecutions in the last five years involving cases arising from magical or supernatural practices under the general laws. The court emphasised that if these offences have indeed been effectively handled under the current legal framework, the state must provide a documented record of such cases. The state government in its affidavit reiterates that the formulation of special legislation remains under active governmental review. The court has directed that the next affidavit filed by the state should specify by when this "active consideration" is expected to conclude and indicate the timeline for a final decision on the matter and posted the case for August 5.

A court in Uttar Pradesh's Lucknow on Tuesday granted bail to Congress MP Rahul Gandhi in a case pertaining to his allegedly defamatory remarks about the Army during the Bharat Jodo Yatra in 2022, Bar and Bench reported. Gandhi appeared in front of Additional Chief Judicial Magistrate Alok Verma after the Allahabad High Court dismissed his challenge in May against the summons issued in the case. The case pertains to comments made by Gandhi on December 16, 2022, about a clash between the Indian and Chinese armies along the Line of Actual Control in Arunachal Pradesh's Tawang. The two sides had confronted each other with melee weapons on December 9, 2022, leading to injuries on both sides. Gandhi was granted bail by Verma on the condition that he furnish a personal bond of Rs 20,000 along with two sureties of the same amount. The case will be heard again on August 13. The remarks made by the leader of Opposition about the violence were made during the Congress' Bharat Jodo Yatra, a march from Kanyakumari to Kashmir against the allegedly divisive policies of the ruling Bharatiya Janata Party. A former director of the Border Roads Organisation, Uday Shankar Srivastava, filed a defamation complaint against Gandhi. His lawyer claimed that the Congress leader's statements were derogatory and defamed the Indian Army.

The draft Kerala Prohibition of Ragging (Amendment) Bill, 2025 has proposed the constitution of anti-ragging committees and squads and mentoring cells in all educational institutions and anti-ragging cells at all police stations of the State. The draft legislation, which has been forwarded to the University Grants Commission (UGC) and the Kerala State Legal Services Authority on an instruction from the Kerala High Court, specifies that the head of the institution shall within 24 hours of receiving information or a complaint about ragging determine whether a prima facie case is made out for registering an FIR and further action. Subsequently, the student accused of ragging shall be suspended forthwith. The committee The anti-ragging committee, headed by the head of the institution, shall have representatives of faculty members, non-teaching staff, senior and fresher students, parents, civil and police administration, local media, and NGOs involved in youth affairs. The Station House Officer of the police station in whose jurisdiction the institution is situated shall be the ex-officio member of the committee, it has been proposed. The anti-ragging squad, which is nominated and headed by the head of the institution, shall carry out surprise raids and checks on hostels and other places vulnerable to the incident. A State-level monitoring cell for the control and elimination of ragging shall be formed, and a State-level nodal officer shall be appointed as head of the cell for the control and elimination of ragging. Protecting privacy The draft legislation proposes to prevent people from making any report or quote, or presenting comments on any victim of ragging in any form of media, which may have the effect of lowering his/her reputation or infringing upon their privacy. The identity of the victim, including his/her name, address, photograph, family details, educational institution, neighbourhood or any other details which may lead to disclosure of the identity of the victim of ragging, shall not be published, notes the bill which has made ragging a cognizable and non-bailable offence. Those found guilty of the offence shall be slapped with suspension, expulsion, rustication, withholding of results, debarring from exams and cancellation of admission. Grants, funds and scholarships of institutions failing to comply with the provisions of law shall be withdrawn. Also, their affiliation/recognition shall be withdrawn as prescribed by the UGC, notes the draft Bill. The court had directed the State to come up with stringent legislation following a few instances of ragging in institutions in Wayanad and Kottayam, which triggered public outcry.
