The director of the Hong Kong and Macau Affairs Office Xia Baolong, on Saturday gave a keynote speech at a forum marking the fifth anniversary of the National Security Law's enactment in the SAR and visited the national security exhibition gallery.
On the fourth day of his inspection tour in the city, Xia warned against complacency on safeguarding national security at the forum held at the Convention and Exhibition Centre in Wan Chai.
The event aimed to boost the understanding and awareness of various sectors regarding the protection of national security.
Xia then visited the national security exhibition gallery at the Museum of History.
Chief Executive John Lee accompanied him during the museum tour.
Xia is expected to wrap up his visit on Sunday.

Lam Chun and Law King-fai, both in their 90s, made a trip to the Ngong Shuen Chau Barracks on Stonecutters Island and the destroyer Zhanjiang on Saturday. They were once part of the Dongjiang Column, a guerrilla force fighting the Japanese during the Second World War. "We have now witnessed the warships making concrete advances, defending our motherland," Lam said. "They are not here to be involved in battles, but to protect ourselves, so that we can continue with our development." Law, for his part, recalled going to war in wooden boats back in the day, saying the country's naval vessels and weapons have changed and developed rapidly throughout the years. The Shandong aircraft carrier and other vessels in its strike group are in Hong Kong until Monday.

Photo: RTHK Secretary for Constitutional and Mainland Affairs Erick Tsang says Hong Kong could soon see a promotional campaign where the National Games and the SAR's legislative election will be featured together. He made the remarks as the SAR gears up to co-host the National Games in November with the Legislative Council election taking place the following month. "There's a lot of public attention on the National Games which happen to be taking place at the end of the year. So, when we were coming up with a promotion strategy for the elections, we were hoping to generate a reciprocally positive effect. For example, we could use sports as a theme when promoting the elections, or there could be some interaction between the mascots. The most important thing is to have a teaser effect," Tsang said in an interview with RTHK to mark the third anniversary of Chief Executive John Lee's administration. Tsang also said electronic polling and vote-counting at the Legco election would mean that results would be known earlier. He said automatic vote-counting would be used in the functional constituencies and that there were back-up plans in case of any problems. "Currently, we have two systems to conduct automatic vote-counting with one being the main system. We also have a secondary system that can be immediately activated in case of any problems. And if the secondary system also encounters problems, we'll switch to manual vote-counting, so there are three layers of protection. And rest assured we'll go through many rounds of testing. We'll even have independent contractors look at the security, privacy, and other aspects of the ballots, so we can make sure that the systems are reliable." The coming legislative election will see candidates compete for 90 seats, with 40 reserved for the Election Committee constituency, 30 for trade-based functional constituencies and 20 for geographical constituencies. Tsang added that the government might add more voting stations near the border to help Hongkongers living or working on the mainland to vote in the election.

Photo: RTHK The government has hit out at remarks made by a former non-permanent judge at Hong Kong's top court, Brenda Hale, calling her comments about the national security law were "far from the truth". Hale, a British judge who left the Court of Final Appeal's bench in 2021 citing personal reasons, told the Constitutional Studies journal that she was now more convinced that her departure was "the right thing to do" as Hong Kong's National Security Law "has taken over the Basic Law". In a statement, an SAR spokesperson said any claims that the security law overrides the Basic Law were incorrect. "The [Hong Kong National Security Law] and other laws in safeguarding national security in the HKSAR firmly adhere to the principle of the rule of law while protecting the rights and freedoms enjoyed under the Basic Law in accordance with the law," the spokesperson said. "When adjudicating cases of offences endangering national security, as in any other cases, judges remain independent and impartial in performing their judicial duties, free from any interference. The implementation of the [Hong Kong National Security Law] over the past five years has proven that the courts have handled all the cases involving the [Hong Kong National Security Law] strictly in accordance with the above principles." The spokesperson pointed out that Hale was appointed to the top court in 2018 but had never been involved in hearing any cases, adding that she had indicated in June 2021 that she would not wish to stay for another term for personal reasons "which differs from her current statement".
