
Concerns rise over hygiene standards in dark stores amid quick commerce boom
Many of the companies did not want to be identified while confirming that they'd made complaints.
'We supply the freshest stock to our quick commerce partners complying to more than 70% shelf life and temperature guidance on categories like cheese,' said Varun Berry, managing director of biscuits, bakery and dairy maker Britannia Industries. 'Beyond this point we expect them to ensure best hygiene practices and FMFO (First Manufacturing First Out) in the last-mile delivery. With rapid expansion, we will need to work very closely with them to ensure no slip-ups happen. Companies making daily essentials, staples and premium grocery products have been reporting swift growth on quick commerce platforms compared with neighbourhood stores or modern trade. The pace of growth ranged from 50% to 100% in FY25.
A senior executive at a large frozen foods company said odour transfer was one of the issues that had to be addressed.'We noticed that agarbatti sticks were being stored close to our frozen snack packs at the dark stores of a large platform. This runs the risk of migration of odour, so we immediately asked them to rectify the storage,' said a senior executive at a large frozen foods company. 'Ultimately, it's our brand that's the direct consumer interface and we can't let that suffer.
Various large companies such as HUL, ITC, Britannia, Tata Consumer Products, PepsiCo, Amul, Parle Products, Coca-Cola, Mother Dairy and KRBL have also been introducing exclusive premium packs of teas, ice-creams, cookies, snacks, frozen foods and staples for sale only on quick commerce channels.'We've asked all the platforms to urgently step up routine audits on their own,' said Vikram Agarwal, managing director of Cornitos snacks maker Greendot Health Foods, which gets nearly 20% of its annual sales from quick commerce platforms now. 'The matter is even more concerning in case of franchised dark stores.'Earlier this week, the Maharashtra Food and Drug Administration (FDA) suspended the food business licence of a Zepto dark store in Dharavi after discovering safety and hygiene violations such as fungal contamination and unsanitary storage conditions during an inspection.'Hygiene protocols are nonnegotiable, and consumer trust remains sacrosanct, regardless of how or where the product is purchased,' said Kunal Sharma, head of marketing and business head, modern trade and ecommerce at the listed KRBL Ltd, which makes India Gate basmati rice. 'All platforms and partners must maintain rigorous hygiene and safety standards, and regulatory guidance from the FDA and FSSAI play a vital role in reinforcing these benchmarks.' FSSAI has stepped up audits at dark stores across cities, including the metros, tier-2 and smaller markets.
'As quick commerce revolutionises last-mile delivery, it brings new challenges where cold chain integrity and hygienic handling are absolutely non-negotiable,' said Srideep Kesavan, chief executive at Heritage Foods, which makes dairy products such as milk, flavoured milk and butter. 'Dark stores, which anchor this model, must reflect the standards consumers expect; strengthening hygiene protocols in quick commerce is essential to safeguard consumer trust.'

(File) In more trouble for quick commerce majors Zepto and Blinkit amid the controversy surrounding their dark stores in Maharashtra, the state government has announced that it would continue regular inspections of these units to ensure cleanliness and other mandatory standards are being followed. The development comes after the Maharashtra Food and Drug Administration (FDA) ordered the closure of dark stores of both Zepto and Blinkit in early June for allegedly violating hygiene standards. The state suspended the food license of a Zepto dark store in Dharavi, while a similar facility of Blinkit was shuttered in Pune. Why FDA took action against Zepto and Blinkit? Last month, based on a consumer complaint, the Maharashtra raided a Blinkit dark store, run by Darkstore Services near Mitcon College in Pune's Balewadi area, and found that the facility was operating without a food safety license, in violation of the Food Safety and Standards Act, 2006. Apart from lack of a license, several other gross violations of hygiene standards were found during the FDA inspections, such as pieces of food items lying on the floor, workers handling consumables without headgear, etc. Following the revelation, the Joint Commissioner (Food) ordered the store operator to immediately halt all food- related activities until it obtains a valid food license from authorities. In Zepto's case, the FDA cancelled the license of its Dharavi facility for non-compliance with food standards. As per the FDA, Zepto's Dharavi dark store was shuttered for violating several regulations, including Food Safety and Standards Act, 2006 and the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations, 2011, according to a report by NDTV Profit. According to the agency, gross violations of food standards norms were found at Zepto's Dharavi facility, including fungal growth in certain food articles, and food products stores near stagnant water, which indicated poor hygiene as cold storage rules were flouted. The inspection also discovered the facility's floors were wet and filthy, and food items were stored in a disorganized and unsanitary manner, including directly on the floor. The state FDA had also found norms violations during inspections at Zepto facilities in Bhiwandi, Bandra West and Borivali. What happened to these stores after FDA action? According to Moneycontrol report, the Zepto and Blinkit have reopened their dark stores after acquiring the necessary permissions from authorities. 'Blinkit and Zepto have made the necessary changes. We had sent them a letter clearly stating that all their stores should follow the cleanliness and rules. They have assured us that these rules are now being followed completely. However, we are constantly checking whether everything is being implemented properly or not,' the report quoted Maharashtra's Minister of State for Food and Civil Supplies Yogesh Kadam as saying.

GST registration, proper certification: Maharashtra announces fresh guidelines for fish feed procurement
In a move aimed at bolstering the fisheries sector in Maharashtra, the state government Friday announced a fresh set of guidelines for fish feed procurement. Addressing a press conference in Mumbai, Fisheries and Ports Minister Nitesh Rane said the new directives are designed to enhance efficiency across fisheries projects while providing a much-needed boost to local feed producers. Currently, a significant portion of fish feed is imported from outside the state. 'This affects quality control and sidelines local manufacturers,' Rane said. 'To address this, the Fisheries Department has decided to implement new procurement norms that prioritise locally registered and government-approved producers.' Under the revised guidelines, all subsidised fisheries projects in Maharashtra will now be required to procure feed exclusively from state-based suppliers who are recognised under central or state schemes, or are otherwise duly registered and subsidised by the government. As per the guidelines, fish feed must be certified by recognised food safety bodies such as the Food Safety and Standards Authority of India (FSSAI), Bureau of Indian Standards (BIS), or the Indian Standards Institution (ISI). The packaging must clearly display key nutritional details — including protein, fat, moisture, and carbohydrates — as well as manufacturing and expiry dates. Suppliers will also be required to provide an official tax invoice and ensure the feed is delivered in sealed, hygienic packaging via clean, dry transportation. GST registration is mandatory for all suppliers, and record-keeping of purchasing farmers will now be compulsory. The minister emphasised that Maharashtra has seen considerable investment in fisheries infrastructure through both central and state support. Projects like fish seed production and conservation centres, cage culture units, biofloc systems, RAS (Recirculating Aquaculture Systems), and nursery ponds, all rely heavily on the availability of high-quality feed. 'The effectiveness and full operational capacity of these initiatives depend largely on the timely supply of nutritious and certified fish feed,' Rane added. Rane also highlighted the government's focus on sustainable and environmentally friendly feed production. 'Any complaints regarding feed quality from farmers or fishers will be taken seriously and addressed promptly,' he assured.

Overall, it is pointing towards a more reasonable level of tariff coming onto major trade partners. So, Europe, for example, anything from 30% to 50% Trump has been talking about, but it will settle nearer to 15%. India has also discounted a 15% overall and the way the UK-India FDA has worked out, we might get something like that with the US as well with foreign cars coming in at a very reduced 10%, opening up some of the agricultural produce where we are already importing from the US and also a lot of goods being opened UK deal is giving some ideas. As is the Japan deal. With Indonesia, Philippines, and Vietnam having cracked deals, Malaysia and Thailand are now looking at cracking deals this week. Korea has sent a delegation to the US. So, hopes are high and it will be a very strong catalyst for our markets. It would not happen by the 1st August deadline and the next two days are critical because the US customs will need about a week to update their computers with the new tariff deal. So, nothing will happen after 25th next 2-3 days are critical. We will get some news flow, some deals happening. India will get one month more and September 2 is the date for the Russian oil decision as well. So, probably India will get shifted to September 2 and when the Americans are here next month, probably we will get some kind of a deal coming on is amazing that institutions and promoters have been lightening their holdings and the Indian retail via the DIIs which have been absorbing all of it. So, quite remarkable. Normally we would be worried when insiders are selling. They obviously are the most well-informed about the health of the companies, but this time around, we have seen promoters selling off nearly Rs 150,000 crore in QIPs, and OFS (offers for sale) coming the good news is there is a lot of liquidity in the market which is absorbing both primary offerings in the market with a lot more IPOs being scheduled for the second half and this promoter selling that we have seen has not had a bad impact on the market. Yes, if it was not there and this Rs 150,000 crore was coming into the secondary market, we would probably have crossed the September all-time highs already. So, it has just been postponed. But the good news is that the impact cost has not been that a week or so, we see some impact on the stocks and then fresh buying starts again. So, it is a function of the elevated valuations where promoters are cashing out some of their chips but there is retail money on the sides which is absorbing all of it.
