Islamic State-linked rebels kill 66 civilians in eastern Congo attack
Fighters with the Allied Democratic Forces (ADF), which has ties to IS, killed civilians in the area of Irumu in the east of the country bordering Uganda. The attack comes as eastern Congo may see an end to its ongoing war with M23, a separate rebel group which is backed by Rwanda, another of Congo's neighbors.
Jean Tobie Okala, the spokesperson for the United Nations mission in Ituri in eastern Congo, called the attack a bloodbath."
Around 30 civilians were killed between Thursday and Friday, July 11, in the Walese Vonkutu chiefdom, Irumu territory, in Ituri, said Okala in a statement to the Associated Press. "Based on information from civil society, the death toll has risen from 31 to 66 civilians killed.
The ADF is a Ugandan Islamist group that operates on both sides of the porous border.
All the victims, including women, were killed with machetes, said the president of a local civil society, Marcel Paluku. The number of people taken hostage is unknown.
The attack is suspected to be in response to an escalating bombing campaign by joint Congolese and Ugandan forces that started on Sunday.
The number of ADF fighters in Congo is unclear, but they are a significant presence in the region and regularly attack civilians. The group originated in the late 1990s in neighboring Uganda and became affiliated with IS in 2019. Muslims make up about 10% of the Congolese population, most of them in the east.
In recent years, attacks by the Allied Democratic Forces have intensified near Congo's border with Uganda and spread towards Goma, eastern Congo's main city, as well as the neighboring Ituri province. Rights groups and the United Nations have accused the ADF of killing hundreds of people and abducting even more, including a significant number of children.
In December, the ADF killed at least 10 people and abducted several more in another village in North Kivu.

Highest exclusion in Bihar draft roll: Women, Muslim-dominant districts
Women make up 55% of voters who are excluded from Bihar's draft voter list after the Special Intensive Revision, shows a Scroll analysis of data published by the Election Commission of India on August 1. The data also shows that five of the state's 10 districts with the largest share of Muslim population have the highest number of excluded voters. The draft list includes voters who submitted their enumeration forms to the poll body between June 24 and July 26. They will now have to produce proof of citizenship to make it to the final list that will be published on September 30. At 15.1%, Gopalganj district in western Bihar saw the highest rate of exclusion in the state. The voter list in the district's Gopalganj assembly constituency shrunk by 18.25% – also the highest in the state. The draft roll has removed nearly 65.6 lakh voters. Of them, 22.3 lakh were dead, 36.3 lakh had permanently moved or were absent, and 7 lakh were enrolled in multiple places, the Election Commission said. Exclusion higher among women In 43 of the 243 assembly constituencies in Bihar, 60% or more of those excluded from the draft role are women. This is a comparison based on the electoral roll released on January 1, 2025 and the draft roll released on August 1, 2025. Women voters made up 47.7% of Bihar's electorate in January this year. In the draft roll after the SIR, this has decreased to 47.2%. At 69%, the exclusion of women is highest in Rajpur, an assembly constituency reserved for Scheduled Caste voters in Kaimur district in south Bihar. This figure stands at 63% for Brahampur assembly in this district Kaimur also recorded the highest exclusion of women voters from the draft roll across all districts in Bihar – 64%. Exclusion increases with Muslim population In the top ten districts with the highest percentage of excluded voters in Bihar, five have the biggest share of Muslim population. These are Purnia, Kishanganj, Madhubani, Bhagalpur and Sitamarhi districts. When the exclusion rate in all 38 districts in Bihar is plotted against their Muslim population, the Election Commission data shows that the more the number of Muslims in a district, the higher the number of excluded voters it has. It is the opposite with Scheduled Caste voters. The number of excluded voters tends to fall with the rising share of SC population in the state's districts. Assemblies with highest exclusions Six assembly constituencies in Gopalganj district in western Bihar figure among the top 20 assemblies with highest number of excluded voters. This includes Gopalganj, Kuchaikote, Barauli, Hathua, Baikunthpur and Bhorey constituencies. Three assemblies from Purnia district – Purnia, Amour and Dhamdaha – also saw high exclusions.

Key documents went missing, original statements were lost
1 2 Mumbai: In the 2008 Malegaon blast case , a special NIA court that acquitted seven accused, including Sadhvi Pragya Singh Thakur and Lt Col Prasad Purohit, heavily scrutinized the prosecution's handling of crucial evidence, particularly the mysterious disappearance of key documents. The core of the court's reasoning revolved around the prosecution's failure to present original statements of crucial witnesses, recorded under Section 164 of the Criminal Procedure Code, and the subsequent mishandling of attempts to introduce secondary evidence. The witnesses, two of whom later turned hostile, claiming coercion by ATS, were connected to conspiracy meetings where conversations purportedly on revenge on Muslims, a separate constitution for a 'Hindu Rashtra' complete with a distinct 'Bhagwa Flag' and formation of a Central Hindu Government ('Aryawart') and the exile govt concept in Israel and Thailand, were held. 39 witnesses in all had turned hostile. The statements recorded before the magistrate are admissible as evidence and have corroborating value and would have aided the prosecution's case against the accused. Statements of 13 witnesses had been recorded by a magistrate during the initial investigation by ATS. The witnesses were related to the accused's participation in the conspiracy meetings. However, it came to light in April 2016 that these critical documents were found to be missing from the court records. Despite several searches, the documents remained untraceable. In Nov 2016, ATS filed an affidavit with court, stating it had three certified photocopies of some of the missing statements and sought permission to use them as secondary evidence. The accused opposed this move. Despite this HC directive, the NIA court said the prosecution failed to file a fresh application or conduct the necessary inquiry. Instead, the prosecution proceeded with the trial, merely asking witnesses during their examination if their statements had been recorded under Section 164 of CrPC. Kishan demands Congress govt to scrap Muslim quota
Hyderabad: Union minister G Kishan Reddy on Saturday demanded the Congress govt to implement 42% quota exclusively for Backward Classes (BCs) in Telangana. He alleged that the Congress govt was discussing the BC reservation only to gain political advantage in the upcoming local body elections. "Now, under the proposed 42% quota, 10% is allocated to Muslims, leaving the actual BCs with only 32%," Kishan Reddy said while speaking at a dharna programme organised by the OBC Morcha of BJP at Indira Park on Saturday. The Union minister also alleged that Congress failed to conduct a proper caste survey, especially in Greater Hyderabad.
