Court allows Taguig LGU to continue services in EMBO barangays
According to the seven-page ruling by the Taguig RTC-Branch 153 on May 22, Makati City will no longer have control over government facilities in the EMBO barangays such as health centers, covered courts, daycare centers, among others.
"After careful evaluation of the evidence on record, this Court finds the prayer for issuance of Writ of Preliminary Prohibitory and Mandatory Injunction to be impressed with merit," the ruling read.
The court noted that the plaintiff, Taguig City, anchored its prayer on the Supreme Court ruling in 2021 that Barangays Cembo, South Cembo, Comembo, East Rembo, West Rembo, Pembo (including Rizal), Pitogo, Post Proper Northside, and Post Proper Southside are within the territory of Taguig.
This decision became final and executory in September 2022.
"Given the foregoing, this court finds that the plaintiff had shown sufficient evidence of its clear and unmistakable right to the possession of the subject public facilities/structures," the latest ruling further read.
The preliminary injunction came after the Taguig City RTC issued a temporary restraining order (TRO) on May 6, prohibiting Makati and any of its personnel from preventing Taguig to take full and exclusive possession of public properties in the EMBO barangays.
For her part, Taguig City Mayor Lani Cayetano welcomed the court's decision.
"Lubos po naming ikinagagalak ang desisyong ito ng korte. Sa pamamagitan ng preliminary injunction, tuloy-tuloy na ang pagbabalik ng serbisyo sa mga taga-EMBO. Mula sa check-up ng mga buntis, bakuna ng mga bata, gamot ng mga senior, hanggang sa sports at wellness activities sa mga courts at parke—bawat isa ay may karapatang makinabang," she said in a statement.

Senate probe into commercial fishing within 15-km municipal waters sought
Senator Francis 'Kiko' Pangilinan has filed a resolution seeking for an investigation into the impact of commercial fishing within the country's 15-kilometer municipal waters on small-scale fishermen, marine resources, and national food security. Under proposed Senate resolution no. 11, Pangilinan called on the Senate committee on agriculture, food, and agrarian reform to conduct a comprehensive inquiry, in aid of legislation, into such impacts and the scientific basis—or lack thereof— for the 15-km municipal water delineation and the 12.8-meter depth restriction. To recall, the Supreme Court (SC) upheld a regional trial court (RTC) ruling that declared certain provisions of the Philippine Fisheries Code and its implementing rules and regulations unconstitutional. The RTC had permanently barred authorities from enforcing the 15-kilometer municipal waters limit. Pangilinan pointed out that the 15-kilometer municipal water zone for small-scale fishers is 'crucial for the sustainability of marine ecosystems, the preservation of fish stocks, and the food and livelihood security of millions of Filipinos living in coastal areas." He said the proposed probe would thus explore possible legislative interventions and amendments to existing laws and policies to protect the rights and welfare of small-scale fishers. 'This is about more than boundaries,' the returning senator said. 'It's about protecting the very communities who have long been the stewards of our seas—and ensuring that our oceans remain a source of life and livelihood, not a battleground for survival.' Several fisherfolk groups have been protesting against the SC ruling to allow commercial fishing within the 15-kilometer boundary of municipal waters. Palace on SWS poll: Pinoys' sentiment on VP Sara impeachment respected
Malacañang on Wednesday said it respects the sentiment of Filipinos on the filing of the fourth impeachment complaint against Vice President Sara Duterte, as shown in a recent survey which found that more of them disagreed with the move. Palace Press Officer Undersecretary Atty. Claire Castro conveyed the administration's view on one of the key findings of Social Weather Stations (SWS) for the second quarter of 2025, even as it distanced President Ferdinand "Bongbong" Marcos Jr. anew from the impeachment trial proceedings. "Kung anuman po ang sentimiyento ng taumbayan, igagalang naman po natin iyan. At muli, ayaw po ng Pangulo na maipahid sa atin, sa administrasyon iyong impeachment trial dahil ito po ay nasa kamay na po ng mga senador. So, kung ano po ang kanilang move 'no sa impeachment trial, nasa kamay na po nila iyan," Castro said in a briefing. (Whatever the sentiment of the public, we will respect it. Again, the President does not want the impeachment trial to be connected with the administration because it's already in the hands of the senators. So, whatever their move is, it's in their hands.) The SWS survey, conducted from June 25 to 29 this year, found that 42% of the 1,200 adult Filipino respondents disagreed with the filing of the fourth impeachment complaint. Meanwhile, 32% agreed, 18% were undecided, and 7% said they did not know enough about the issue. In total, the net agreement score for the Philippines was -10. Opposition was strongest in Mindanao with a net agreement score of -52, followed by the Visayas at -18. Metro Manila garnered the highest net agreement score of +12, followed by Balance Luzon (areas in Luzon outside of National Capital Region) with +7. The non-commissioned survey was conducted through face-to-face interviews with sampling error margins of ±3% for national percentages and ±6% each for Metro Manila, Balance Luzon, the Visayas, and Mindanao. President Ferdinand "Bongbong" Marcos Jr. has stated that he is against Duterte's impeachment, but the Vice President and her allies have blamed him for being behind alleged plans to remove her from office. Senate impeachment court spokesperson Regie Tongol earlier said the Senate is not holding off Duterte's impeachment. The SWS survey included a statement card indicating a timeline of events from the filing of the fourth impeachment complaint last December up to its transmittal to the Senate in February. The statement card likewise indicated allegations against Duterte as provided in the complaint, including issues surrounding the use of confidential funds, unexplained wealth, and supposed involvement in extrajudicial killings in Davao City. The complaint also includes her "assassination" remarks against President Ferdinand Marcos Jr., First Lady Liza Araneta-Marcos and Speaker Martin Romualdez. SC: Salaries of public officials may be garnished
'The Court deems it more wise to rule that the salaries of public officials are subject to garnishment not merely because they have lost their public character upon deposit, as previously held in numerous cases, but because they are not covered by the exemptions provided under existing laws and rules,' it said. The salaries of public officials may be garnished or legally collected to pay off their monetary obligations, the Supreme Court (SC) said. In a 9-page decision, the SC Third Division ruled that the salary of a Baguio city councilor can be garnished to pay his debt to another individual. 'The Court deems it more wise to rule that the salaries of public officials are subject to garnishment not merely because they have lost their public character upon deposit, as previously held in numerous cases, but because they are not covered by the exemptions provided under existing laws and rules,' it said. According to the court, the councilor was cleared of estafa charges but the regional trial court found him civilly liable and ordered him to pay the individual P308,000. The RTC allowed the garnishment of his salary. For his part, the councilor argued that his salary should not be collected as the funds were still considered government property until spent. However, both the regional trial court and the Court of Appeals stated that once a public official's salary is deposited into their personal bank account, it is no longer considered public funds. The SC affirmed the ruling. It said that under Rule 39 of the Rules of Court, salaries can be garnished to settle debts. However, it said that an exception exists for manual laborers under Article 1708 of the Civil Code. 'The exemption is not even absolute for the salaries of laborers—only so much of their salaries, wages, or earnings within the four months preceding the levy as are necessary for the support of their family shall be exempt from garnishment,' it said. The decision, penned by Associate Justice Samuel Gaerlan, was promulgated in February and made public in July. –NB, GMA Integrated News
