SO WE know about not trusting a skinny chef, but it does feel like The Plump Frenchman is unapologetically thumbing its nose at thin Gallic men who can cook rather well. But we also understand that The Plump Frenchman sounds infinitely more appetising than, say, The Ozempic Frenchman or Intermittent Fasting Gent.
A name like The Plump Frenchman takes you back to when butter was good and you could be fat and happy without anyone shaming you into a clean eating regimen. French chefs were rotund with twirly moustaches and appeared in cartoon form in Ratatouille. Bistros had red-checkered tablecloths and served French onion soup in tureens, while escargots swam in melted butter like assassins aiming for your arteries.
The Plump Frenchman retains some of that retro DNA in its menu, but visually it has all the sterile charm of a tenant in a generic downtown mall. It tries to project intimate neighbourhood appeal, but at best it has chicken rotisserie chain vibes with a wine list and token wicker chairs thrown in.
It might feel different at night, but in the blinding noonday heat, the casual eatery is a welcome reprieve for office workers thrilled to find an affordable, sit-down lunch alternative to their daily diet of salad wraps or economy rice.
The Plump Frenchman is a Zouk Group initiative helmed by Robuchon alumnus Lorenz Hoja, and it answers the current call for bona fide cooking at an accessible price point. The food is more reliable than fancy, and not everything meets the mark, but you can't quibble with the pricing, and there are some genuine moments of delight.

Already, people have gotten the memo, with online reservations seemingly booked up a good two weeks in advance. Set lunches start at S$25 for a main and dessert, up to S$47 for four courses.
Appetisers start at S$13 for anchovy toast, and a whole rotisserie chicken can be had for S$34 – granted, it has no pedigree, but it's still a far cry from the over S$100 you're used to paying for a French breed served in a cocotte with koshihikari rice on the side.

Here, the mantra is no fuss, no muss – get fed and leave full. Service is friendly, if sometimes draggy and inexperienced. The S$35 three-course set lunch is your best deal, so long as you're not tempted by fancier proteins like salmon for an extra S$10 or S$15.
Hefty chunks of tender beetroot feature in a too-tart salad to start, tossed with feta cheese, pickles and a bit of couscous. But it gets the appetite going.

A la carte chipirons (S$16) is a gem – effectively transporting you to a Spanish tapas bar with the paprika-infused smokiness of mini squid stuffed with chorizo and seared in chilli oil till nicely charred. Bouncy, with just enough heat to tickle your nose, this is a clear winner.

Above shelves of colourful pickles is a blackboard of specials, including French onion soup (S$18). They warn you that it takes half an hour to prepare, so order it the moment you sit down. You understand why because the soup is served really hot. It's so hot you could go home and come back next Tuesday, and it would still be simmering at a lava-like temperature.
It's not so much soup as it is a thick onion gravy, a potently rich brew hiding the real prize – a thick slab of toast already soaked and softened, with a heavenly layer of thick, melted cheese that's gooey and crunchy at the same time.
Points off, by the way, for the slice of cold, powdery sourdough bread and butter that cost us S$8.

The demi poulet (S$17) or half a rotisserie chicken – a rack of birds slowly turning in their oven is an entertaining sight – is perhaps more appealing to non-Asian palates who fancy well-cooked breast meat. We're on team thigh, especially with the chilli sauce that kicks things up a notch.

Meanwhile, our set lunch ratatouille is a hearty if predictable stew of eggplant, onions, tomatoes and red peppers, with two soft-cooked eggs coddled enticingly in the middle.

Desserts are simple pleasures: a tiny pot au chocolate is a dreamy match of intense chocolate cream and a smooth vanilla layer on top; and clafouti (S$11) from the a la carte menu. This long-lost pudding is literally a hot favourite: wobbly baked custard studded with tart cherries and smothered with vanilla cream.
Neither a drain on the wallet or intellect, The Plump Frenchman has no ambitions apart from feeding people well. If you ask us, it's a philosophy that's well worth the calories.

[SEOUL] A Jeju Air plane that crashed in December during an emergency landing after a bird strike could have kept flying on the damaged engine that was still working after pilots shut down the other one, according to an update from South Korean investigators. The Boeing 737-800 instead belly-landed at Muan airport without its landing gear down, overshot the runway and erupted into a fireball after slamming into an embankment, killing all but two of the 181 people on board. Investigators have not yet produced a final report into the deadliest air disaster on South Korean soil, but information about the plane's two engines has begun to emerge. According to a July 19 update prepared by investigators and seen by Reuters but not publicly released following complaints from victims' family members, the left engine sustained less damage than the right following a bird strike, but the left engine was shut down 19 seconds after the bird strike. The right engine experienced a 'surge' and emitted flames and black smoke, but investigators said it 'was confirmed to be generating output sufficient for flight,' in the five-page update, which included post-crash photos of both engines. No reason for the crew's actions was given and the probe is expected to last months as investigators reconstruct the plane's technical state and the picture understood by its pilots. More questions So far, public attention has focused on the possibility that the crew may have shut down the less-damaged engine, rekindling memories of a 1989 Boeing 737-400 crash in Kegworth, England, where pilots shut down a non-damaged engine by mistake. The disaster led to multiple changes in regulations including improvements in crew communication and emergency procedures. A source told Reuters on Monday that the South Korea-led probe had 'clear evidence' that pilots had shut off the less-damaged left engine after the bird strike, citing the cockpit voice recorder, computer data and a switch found in the wreckage. But the latest update on the crash also raises the possibility that even the more heavily damaged engine that was still running could have kept the plane aloft for longer. It did not say what level of performance the operating engine still had, nor what extra options that might have given to the plane's emergency-focused crew before the jet doubled back and landed in the opposite direction of the runway from its initial plan with its landing gear up. Both engines contained bird strike damage and both experienced engine vibrations after the strike. The right engine showed significant internal damage, the Korean-language update from South Korea's Aviation and Railway Accident Investigation Board (ARAIB) said, but it did not describe the damage found in the left engine. The update did not say how the left engine was operating nor the state of systems connected to either engine, said former US National Transportation Safety Board investigator Greg Feith when shown the document translated by Reuters. It contains some new facts but omits far more, resulting in a 'cryptic' document, he said. ARAIB, which plans to issue a final report next June, did not immediately respond to a request for comment. Safety experts say it is common for early reports to contain sparse facts and limited analysis while investigations continue. A preliminary report released in January said feathers and blood stains from ducks were found in both engines. The engines - made by CFM International, jointly owned by GE and France's Safran - were examined in May and no defects or fault data were found beyond the bird and crash damage, the report said. Families of those who died in the disaster were briefed on the engine findings but asked investigators not to release the July 19 report, saying that it appeared to apportion blame to the pilots without exploring other factors. The report was withheld but Reuters and South Korean media obtained copies. Boeing and GE referred questions about the crash to ARAIB. Safran did not immediately respond to a request for comment. Jeju Air has previously said it is cooperating with ARAIB and is awaiting publication of the investigation. Under global aviation rules, civil air investigations aim to discover crash causes without assigning blame or liability. The Jeju Air pilots' union said ARAIB was 'misleading the public' by suggesting there was no problem with the left engine given that bird remains were found in both. A source who attended the briefing told Reuters that investigators told family members the left engine also experienced a disruptive 'surge', citing black box data. The pilot union and representatives of bereaved families have asked that evidence be released to support any findings. Relatives say the investigation also needs to focus on the embankment containing navigation equipment, which safety experts have said likely contributed to the high death toll. Global aviation standards call for any navigation equipment in line with runways to be installed on structures that easily give way in case of impact with an aircraft. South Korea's transport ministry has identified seven domestic airports, including Muan, with structures made of concrete or steel, rather than materials that break apart on impact and has said it will improve them. Designs for the new structures are in progress, a ministry official told Reuters last week. AFP

Singaporean photographer Lui Hock Seng found acclaim and public recognition with his first solo photography exhibition when he was 81. SINGAPORE – Lui Hock Seng, a self-taught local photographer who found acclaim with his first exhibition at 81, died on July 26 at the age of 88. He had been admitted to Tan Tock Seng Hospital for pneumonia, said his youngest son Roger Looi, 51, who confirmed his death. Lui was diagnosed with lymphoma, a cancer affecting the lymphatic system, in 2018. While he underwent chemotherapy at the time, doctors recently told the family that the cancer had spread. 'Photography was his life. It was in his blood. Wherever he went, he took along a camera,' said Mr Looi, who had taken a few months' absence from his work in the oil and gas industry to care for his father. Lui, a widower, is survived by his three sons and two grandchildren. While Lui did not take up photography full-time, his wide-ranging oeuvre spanned streetscapes, portraits, nature, architecture and industry. He roamed the streets of Singapore in his free time, pursuing his passion for photography for about 60 years. His black-and-white photographs of the country, taken in the 1960s and 1970s, gained recognition in the past several years. His work recorded a Singapore that has long vanished, capturing images such as snake meat vendors in Chinatown, letter-writers for the illiterate and a boy drawing water from a well in a kampung. From 2012, he was employed at local media company Singapore Press Holdings (now known as SPH Media), which publishes The Straits Times, where his talent in photography was discovered. He left his job after he got cancer. An ST article profiling him and his photography in 2016 prompted two strangers who admired his work to come together to gain a wider audience for Lui. At that time, French expatriate Nicolas Genty, who was working as an engineer in the petrochemical industry, told ST that he was struck by a dramatic photograph of Ellenborough Market in Clarke Quay that had been taken by Lui in the 1960s, which accompanied the article. Mr Genty later bought a print of the market from Lui, the first piece Lui had ever sold. Objectifs' outreach director Ryan Chua, 46, had also read the 2016 ST article when he received Mr Genty's e-mail. Lui had his first solo photo exhibition in 2018 at Objectifs, which was curated by Mr Chua. Titled Passing Time, it showcased black-and-white photographs of Singapore that Lui took in the 1960s and 1970s. His first photo book, bearing the same title, was subsequently published by Objectifs. Later that year, then Prime Minister Lee shared a BBC video of Lui in a Facebook post, saying it was clear that his passion for photography had not diminished, but grown stronger. He described Lui as 'a brilliant example of active ageing'. Objectifs has represented Lui's work since their first encounter and Mr Chua told ST that he developed a friendship with Lui. Mr Chua said: 'When I first saw his work, I was really impressed. I was like, wow, what a treasure trove. He is such a talented person and his work is very artistic – the composition, light and shadows are beautiful. I thought, how come nobody knows about him? 'He preserved a piece of history that the younger generation have not seen, and may not know about. For the older generation, it probably evoked the good old times.' Salons, held around the world, are competitions in which photographers submit their best images to be judged and critiqued by experts. Lui picked up awards in several photography competitions over the years, and was accepted as an Associate of The Royal Photographic Society of Great Britain in 1963. In 2016, he won third prize in the colour category in the Kampong Glam Community Club photography competition. Mr Chua says Lui's work was also influenced by pictorialism, an international movement that dominated photography in the early 20th century. It generally refers to a style in which the photographer creates an aesthetic image, rather than documenting an otherwise straightforward photo. Mr Chua said: 'He was very kind and down-to-earth, and so approachable and friendly. He was generous as well. When we passed him the earnings from sales of his work, he donated some money to us as a way of giving back.' Objectifs is a registered charity with Institution of a Public Character status. Mr Chua said he was also struck by Lui's resilience, from training his left eye after suffering partial vision loss to having cancer to the death of his wife in recent years. In an accident at work when Lui was in his 40s, a metal splinter struck his right eye while he was repairing a car. He simply put his left eye to the camera instead. Mr Chua said: 'Even though life had been difficult, he was always positive.' Lui became interested in photography as a teenager in the late 1950s. A friend introduced him to the South-east Asia Photographic Society, where he honed his skills after becoming a member for a few years. The son of a tailor and a housewife, he spent decades working as a mechanic, his first job out of school. The third of six children, he could not afford a camera until his eldest brother bought him a German-made Rolleiflex in his youth. In Lui's old age, he kept up with the times, using a digital camera and occasionally experimenting with Photoshop. When he was younger, he sometimes worked as a freelance photographer, taking pictures at weddings, dinners and funerals. He stopped at the age of 60 when he found the work too tiring. He told ST previously that he did not think he could make a living as a full-time photographer as he felt he would not have a stable income. Mr Looi remembers his father as kind, humble, hardworking, soft-spoken and gentle. He said: 'He never showed off. He would just smile and say thank you when others commented on his work. He said, when you're kind to people, people will be kind to you in return.' While there were other small-scale showcases of Lui's work afterwards, Lui was glad that he got the chance to show the public his work through his first solo exhibition. Mr Looi said: 'He told me he was very happy that his wish had come true.'

What would it take for S'pore to shed the dirty image of its blue recycling bins?

Find out what's new on ST website and app. Recycling efforts in Singapore have been stymied by residents who treat the blue bins under the national recycling programme as rubbish bins, sullying batches of recyclables. SINGAPORE – These days, Singapore is armed with more recycling bins than it has ever had. Yet, households here are recycling less of their waste than they did over a decade ago. Domestic recycling rates were at an all-time low of 12 per cent in 2022 and 2023, a far cry from the target of 30 per cent set by the Government for 2030. The waste statistics for 2024 have yet to be released. The low recycling rate is not because people here are not recycling. A 2023 survey by the National Environment Agency (NEA) found that 72 per cent of households here recycled, up from 64 per cent in 2021. Instead, recycling efforts have been stymied by those who treat the commingled blue bins under the national recycling programme as rubbish bins, sullying batches of recyclables. For example, a survey of the overflowing recycling bins near my home revealed contaminants like soiled tissue, a disposable plastic packet with traces of milk tea and an oil stained wrapper in the big blue bins. The contamination means that about 40 per cent of what goes into these blue bins cannot be recycled . Against this gloomy backdrop, some organisations are taking matters into their own hands. The Straits Times reported last week that a public waste collector and an environmental group here have initiated segregated recycling points that aim to counter the ills of commingled blue bins. These efforts lowered contamination rates to as low as less than 5 per cent, according to early findings by non-governmental organisation Zero Waste SG. Segregated recycling infrastructure is also a tried-and-tested solution practised by places famed for their recycling etiquette, like Taiwan, Germany and South Korea. But will this be suitable for an island that is already saturated with hundreds of recycling points in residential estates and public spaces? Infrastructure aside, people here will also need a refreshed attitude towards waste management if Singapore is to meet its recycling goals . Singapore's Semakau Landfill is expected to run out of room by 2035, a decade earlier than estimated. This highlights the urgency in developing a culture of recycling to lighten the load on the city-state's sole landfill. Singapore's recycling blues At the heart of poor recycling habits in Singapore is a disconnect between top-down recycling policies and waste disposal habits on the ground, argued researchers from NUS' Asia Research Institute and the French National Centre for Scientific Research in a 2024 study. Through interviews with 114 residents here, the researchers found that most of them were reluctant to recycle because these bins were so badly contaminated with non-recyclables and organic waste . The lack of a system that rewards good recycling practices and punishes bad ones has resulted in people recycling based on their convenience, the researchers noted. Singapore has for decades struggled with apathy from its people towards recycling, and parliamentary discussions on the issue go back to the 1990s. Multiple factors could be at play , found two studies by Zero Waste SG in 2024. These include the greater convenience brought about by rubbish chutes, the extra effort needed to clean recyclables, and a lack of confidence in the efficacy of the recycling process. The ease of disposing of waste means that rubbish could be chucked without much thought or effort. Once out of sight, the waste is seamlessly processed by Singapore's three public waste collectors. Most end up incinerated and dumped on offshore island Semakau . Efforts to make it more convenient for people to recycle have not shown noticeable success. The Government has mandated recycling chutes at new Housing Board blocks since 2014, followed by certain private residential developments. But the yearly recycling statistics have shown that domestic recycling rates did not improve. Waste management experts have long recommended that Singapore learn from the policies implemented by economies with sophisticated recycling cultures such as South Korea, Taiwan and Japan. Users there are charged based on how much waste they throw away, while recycling is generally free. Taiwan is notable for shedding its image as a 'garbage island' in less than two decades through a concerted combination of strict policies, incentives and public education programmes. Taiwanese residents, manufacturers and importers are made to pay for waste disposal. Those who do not comply face fines, while whistle-blowers receive financial rewards. To prevent residents from dumping their household waste in public bins, the Taiwanese government took away most of these bins. Through these efforts, recycling has become a routine that starts with a dedicated truck that alerts residents to bring down their sorted waste by broadcasting classical music. While there is no solution that fits every country, the example of Taiwan shows that a tough stance on recycling backed by political will can transform habits. A fine nation There are just five years left for Singapore to meet its 2030 recycling targets. Moreover, the drop in overall recycling rate from 62 per cent in 2013 to 52 per cent in 2023, as well as consistently poor domestic recycling rates, should prompt soul-searching about whether the Republic's current approach to recycling waste is working. It would certainly be ideal if residents can simply make the practice part of their lives, like the Japanese do with the concept of 'mottainai', which translates as not wasting anything worthy. But efforts to encourage Singapore residents to recycle have been ongoing since 2001. Ultimately, the fate of Singapore's recycling habits and infrastructure will rest on how seriously the authorities think recycling is for the nation's future. In Singapore, imposing fines has shown more success in changing behaviours compared with public outreach campaigns. In 2021, after years of reminding people to return their trays at hawker centres and coffee shops, NEA made not doing so a fineable offence. Since then, it has been rare to find a tray lingering on a hawker centre table.
