
Warnings on unsafe state of bridge went unheeded
Three years ago, a member of the Vadodara district panchayat, Harshadsinh Parmar, who is from Mujpur village, wrote to the roads and buildings (R&B) department, saying the derelict bridge posed a threat to public safety.
In Aug 2022, Parmar urged the authorities to immediately declare the bridge unsafe, close it to vehicles to prevent an accident and start the process of building a new bridge immediately.
Parmar's letters to the R&B department, copies of which are with TOI, warned the authorities that they would be responsible for any loss of life if timely action was not taken.
Speaking to TOI, Parmar said that after his letter, the additional chitnis at the Vadodara district collectorate sent a missive to the executive engineer of the R&B department, to do the needful that same month.
After the Morbi bridge collapse on Oct 30, 2022, which killed 135, Parmar sent reminders to the R&B department and district collectorate.
"As there were vibrations in the pillars of the bridge, I repeatedly demanded that the report on the condition of the bridge be made public.
All we were told was that the matter was under consideration. The authorities knew well that the bridge would collapse, but unfortunately, no action was taken," he said.
Ironically, N M Naykawala, executive engineer of the R&B department, told mediapersons after the Gambhira bridge collapse that the department's report had not found any major fault in the bridge. "There was an issue with its bearings, which was attended to last year," he told mediapersons.
RTI activist and local leader Lakhan Darbar, however, said that an executive engineer of the R&B department in 2022 had himself confessed that the bridge was unfit for use. "This bridge was not safe. The testing report was negative, but despite our demands, the report was never made public. For three years, they allowed the bridge to function knowing very well that it was unsafe. Today, it turned into a 'death-bridge' and we are demanding that the strictest action be taken against the officials concerned," he said.
On action taken by the state govt in response to representations about the Gambhira bridge being unsafe, state govt spokesman Rushikesh Patel said, "The bridge collapse was discussed at the cabinet meeting. CM Bhupendra Patel sought an explanation from officials of the roads and buildings department on the issue. A team of experts from the R&B department and private experts visited the site. The report of these experts is awaited.
Once the report is available, the govt will be able to fix responsibility for the tragedy."
Patel added that the govt had sanctioned Rs 212 crore for rebuilding the bridge and the project is at the tendering stage.
Vadodara district collector Anil Dhameliya told TOI, "The chief engineer (design) of R&B department has been assigned the task of ascertaining the reasons behind the collapse," he said.

Assistant public prosecutor Tushar Chanda said owner of the flat in which Sonam was staying in Indore after fleeing Meghalaya, Lokendra Tomar, and security guard Balbir Ahirbar secured bail after their judicial custody ended on Wednesday. He added the state had opposed the bail, but the court had granted the same on certain hearing was held via video conference.

FSDA suspends 133 drug licences, cancels 20 in June
Bengaluru: Enforcement officers of the Karnataka Food Safety and Drug Administration department have suspended 133 drug licences and cancelled 20 drug licences in June for violations of the provisions of the Drugs and Cosmetics Act, officials said on Friday. The move was initiated after the officials concerned conducted 2,544 inspections over the last month, they said. According to the department, drug-testing laboratories in Bengaluru, Hubballi and Ballari analysed 1,333 samples in June. Among those, 1,292 samples were declared as 'Standard Quality' and 41 as 'Not of Standard Quality'. From April to June, the enforcement officers filed a total of 81 cases in courts against firms that violated the provisions of the Drugs and Cosmetics Act, 1940 and the Rules thereunder, the department said. The department has ensured that 'Not of Standard Quality' drugs worth more than Rs 40 lakh were recalled from the market and seized. A special drive was conducted across the blood centres in the state and a total of 122 such centres were inspected. Based on the various violations observed, show-cause notices were issued to 44 blood centres and compliance letters were issued to 80 blood centres,' the department said in a statement. According to the statement, in compliance with the Food Safety and Standards Act, 2006, food safety, quality and hygiene aspects were inspected across the state, covering 1,557 street-food vendors, in June. Notices were issued to 406 establishments where violations were identified and fines totalling Rs 44,500 were imposed on the spot, the statement added.

The Nagpur bench of the Bombay High Court on Friday granted bail to Sujata Vilas Mahajan, former Chief Executive Officer of Babaji Date Mahila Sahakari Bank Limited, Yavatmal, in connection with a multi-crore financial fraud case. The court held her arrest to be illegal, citing procedural lapses during her Urmila Joshi-Phalke, who presided over the matter, emphasised the importance of constitutional rights, saying, "The guarantee of 'life and liberty' as enshrined under Article 21 of the Constitution of India available to citizens of this country cannot be denied even to an accused who is in custody and surely not to a suspect who is sought to be converted to an accused on an investigation and then from an accused to a convict on trial."advertisementShe further added, "It is an obligation upon the state as well as on the court to ensure that there is no infringement of the indefeasible right of a citizen to life and liberty, which he cannot be deprived of without following the procedure established by law." Mahajan was taken into custody on September 30, 2024, in connection with a major financial fraud case. An audit revealed irregularities in loan disbursements, with loans worth Rs 1.88 crore allegedly obtained by Mahajan's husband and relatives without proper approval from the bank's Board of Directors. The total scam is reportedly valued at over Rs 242 court acknowledged that Mahajan's involvement in the financial offence was revealed during the investigation. However, it noted that her arrest took place after sunset and without informing her relatives, both of which are violations of legal procedure. As a result, the court deemed the arrest for Mahajan, Senior Counsel SV Manohar argued that the chargesheet lacked direct evidence of her involvement in the fraud. He also highlighted that the outstanding loans linked to her husband had already been repaid. Stressing on the procedural flaws, he said Mahajan's arrest after sunset and the failure to inform her relatives violated her fundamental the bail, Public Prosecutor DV Chauhan contended that the investigation revealed Mahajan's role in sanctioning and disbursing loans without proper authorisation. He described the case as a serious economic offence, affecting nearly 37,000 court pointed out discrepancies in the records related to Mahajan's arrest and the lack of communication with her family. It concluded that these procedural violations rendered the arrest bail, the High Court directed Mahajan to cooperate with the ongoing investigation, attend all court hearings, and surrender her passport.- Ends
