Addressing the inaugural session of the 99th annual meet and national conference of vice chancellors, organised by the Association of Indian Universities (AIU) at Amity University, Noida, Dhankar recalled his experiences when he was West Bengal governor from July 2019 to July 2022 and associated with the development of NEP 2020, which 'has really changed the landscape of our education.' He said that the policy was shaped by the inputs of thousands across the nation.
'The policy resonates with our civilizational spirit, essence, and ethos. It is a bold reaffirmation of India's timeless belief that education is the awakening of the self, not just for education of skills. I have firmly believed that education is a great equaliser. Education brings about equality as no other mechanism does. Education decimates inequities. As a matter of fact, education gives life to democracy,' he said.
NEP 2020 was launched by the union government on July 29, 2020 with an aim to transform the country's education system — aligning it with needs of the future while keeping it 'rooted in Indianness'. The NEP 2020, which replaced an education policy that had been in place since 1986, recommended a major overhaul in India's education system at all levels from school to higher education.
Dhankar appealed to vice-chancellors of universities to ensure that campuses have space for disagreement, debate, dialogue and discussion.
'Our universities are not meant to just hand out degrees. The degrees must carry great weightage. Universities must be sanctuaries of ideas and ideation, crucibles of innovation. These places have to catalyse big change. That responsibility lies on the vice-chancellors in particular and academia in general. I appeal to you, there must be space for disagreement, debate, dialogue and discussion. That is how the mind cells are activated…,' he said.
The Vice President also paid his tribute to Bharatiya Janata Party (BJP) ideologue Dr Syama Prasad Mookerjee on his 'Balidan Diwas', calling it a 'great day in the history of our nation.' Recalling Mookerjee's role in Jammu and Kashmir's integration, Dhankhar said that Jana Sangha founder in 1952 gave the slogan 'Ek Vidhan, Ek Nishan aur Ek Pradhan hoga desh mein, do nahin honge.'
'We suffered from Article 370 for too long. It bled us and the state of Jammu and Kashmir. Article 370 and the draconian Article 35A deprived people of their basic human rights and fundamental rights. …Article 370 does not exist now in our Constitution. It was abrogated on August 5, 2019, and the legal challenge to the Supreme Court failed on December 11, 2023. I therefore cannot be at a more befitting place than this to pay tribute to one of the finest sons of our soil. My tributes to him,' he added.

Maharashtra education minister clarifies Hindi as third language in schools not compulsory

Nashik: School education minister Dada Bhuse on Saturday addressed concerns regarding state govt's decision to designate Hindi the third language in schools. He said the decision aligned with the recommendation of the task force established by the Uddhav Thackeray-led state govt to study and implement the National Education Policy (NEP). Bhuse said, "Let me make it clear that Hindi is not made 'compulsory'. Besides, there will be no writing material for the subject in Std I and II. It will be an orally taught subject with an introduction including rhymes, understanding meaning with pictures, and such. The writing will begin from Std III only." He attributed the decision to the task force recommendations accepted by state govt on Jan 27, 2022. "It was the same meeting when another subject was also discussed, which was related to making wines available in the walk-in malls through the shelves. What we are doing is what was already discussed and decided upon," he said. Referring to the task force report, Bhuse said the recommendation involved a three-language formula for English and Marathi schools, introducing English and Hindi as the second language from Std I. This approach follows the student-centric Academic Bank of Credits (ABC) system introduced under the NEP, providing students with greater flexibility to pursue their careers and interests. When questioned about the opposition's stand on the issue, Bhuse said, "In a democracy, people have the right to agitate and have their views. No one can stop it. There are several states other than Maharashtra that are following the three-language policy, and also in our state, about 25% of schools have been following it for long." Bhuse also noted that govt had mandated more periods for Marathi than recommended in the NEP to ensure that students understand the subject more effectively.

Inclusion of terms 'socialist', 'secular' in Constitution a 'sacrilege to spirit of Sanatana,' says VP Dhankhar

NEW DELHI: Vice President Jagdeep Dhankhar on Saturday described the inclusion of the words "socialist" and "secular" into the Constitution's Preamble during the Emergency as a nasoor (a festering wound) and "a sacrilege to the spirit of Sanatana." His remarks followed a similar call by RSS general secretary Dattatreya Hosabale on Thursday, who demanded the removal of the two terms, claiming they were "forcibly" inserted during the Emergency and were not part of the Constitution originally drafted by Dr. B.R. Ambedkar. Hosabale's comments had drawn sharp criticism from opposition parties. Speaking at the Vice-President's Enclave during the release of the book Ambedkar's Messages compiled by D.S. Veeraiah, Dhankhar said, "The Preamble of any constitution is its soul. The Preamble of the Indian Constitution is unique. Except for Bharat, no other Constitution's Preamble has undergone change. The Preamble is not changeable. The Preamble is not alterable. The Preamble is the basis on which the Constitution has grown." Reiterating his point, Dhankhar said, "The Preamble is the seed of the Constitution. It is the soul of the Constitution. But this Preamble for Bharat was changed by the 42nd Constitutional Amendment Act of 1976, adding the words 'socialist' and 'secular.'"

Approval delay forces postponement of Ambedkar Law School building ceremony

Nagpur: The ground-breaking ceremony for the new state-of-the-art building of Dr Babasaheb Ambedkar School of Law, scheduled for Saturday, has been postponed due to pending administrative approval from the state government. Nagpur University (NU) had planned a grand ceremony to be attended by the Chief Justice of India (CJI), who was also to inaugurate the country's first Constitution Preamble Park and unveil a life-size statue of Dr BR Ambedkar on the campus. School of Law director Ravishankar Mor told TOI that the Rs250-crore proposal has cleared two levels of scrutiny and is now with the state's ministry of higher and technical education. "The project is on fast track. The design and technical hurdles have been cleared. Once the finance department gives its nod, we will proceed with laying the foundation stone," he said, adding that the approval is expected shortly. The project is part of the institution's centenary-year transformation. Formerly known as Dr Babasaheb Ambedkar Law College, the institute has a rich legacy, having produced two Chief Justices of India, a Prime Minister, and several Supreme Court and High Court judges, besides eminent lawyers. In line with the National Education Policy (NEP) 2020, the NU recently merged its postgraduate law department with the college to form the School of Law, which now offers education from undergraduate to PhD level under one roof. The new five-storeyed academic block will come up on open land behind the existing college building. Designed to mirror landmark structures like the RBI, High Court and GPO, the building will house two large auditoriums and curved, tech-enabled classrooms. A three-level basement parking facility for up to 5,000 vehicles is also part of the ambitious plan.
