Dhankhar also said India is capturing the attention of the world not only because of its fast growing economy or scientific development but also its enviable demographic dividend. "The median age of India is 28 years. That means we are ten years younger than China and the US. 65 per cent of India's population is below 35 years. The world is changing too fast for us. We are not to be overtaken by this change but we have to create the change that we want," he added. He referred to the country's ancientness, its 5,000 year old civilisation and its vast wealth of scriptures. "No other country stands close to us when it comes to the vast wealth of knowledge contained in our scriptures like the Geeta, the Mahabharat or the Upanishads," Dhankar said, seated on a chair. Opening his address the vice president humorously remarked that he was in the habit of sitting in his chair as the chairman of the Rajya Sabha since August, 2022. (File Photo) Addressing the inaugural session of the 99th annual meet and national conference of vice chancellors, organised by the Association of Indian Universities (AIU) at Amity University, Noida, Dhankar recalled his experiences when he was West Bengal governor from July 2019 to July 2022 and associated with the development of NEP 2020, which 'has really changed the landscape of our education.' He said that the policy was shaped by the inputs of thousands across the nation. 'The policy resonates with our civilizational spirit, essence, and ethos. It is a bold reaffirmation of India's timeless belief that education is the awakening of the self, not just for education of skills. I have firmly believed that education is a great equaliser. Education brings about equality as no other mechanism does. Education decimates inequities. As a matter of fact, education gives life to democracy,' he said. NEP 2020 was launched by the union government on July 29, 2020 with an aim to transform the country's education system — aligning it with needs of the future while keeping it 'rooted in Indianness'. The NEP 2020, which replaced an education policy that had been in place since 1986, recommended a major overhaul in India's education system at all levels from school to higher education. The territorial Assembly had also adopted resolutions with the unanimous support of all political parties and more importantly the people of Puducherry for statehood, he pointed out in the memorandum. The chief minister emphasised that the elected government of the Union Territory of Puducherry is a limited government, not by the Constitution but by the decades-old law of the Parliament, through the Government of Union Territories Act of 1963 which is still in force. He stated in the memorandum that even though the government is elected democratically with a Council of Ministers and an assembly, it is unable to function and execute various developmental activities quickly because of a lack of powers at the level of the Council of Ministers. He also brought to the notice of the vice president that Puducherry is currently not included in the Finance Commission on the ground, resulting in improper devolution of funds for development. He also pointed out that if statehood is granted to the Union territory about Rs 1,500 to Rs 2,000 crores under additional devolution of funds as per the existing formula can be expected which will be helpful to take up various infrastructural activities to improve Puducherry as a fast-growing place as a tourism destination. 'With limited powers now we are unable to attract investors for industrial development to generate employment opportunities,' Rangasamy said. He requested the vice president to discuss the granting of statehood whenever possible at higher levels for enhanced tourism and for industrial development. We need springing of hospitals, healthcare centres, both in public and private sector,' Dhankar said. He added, 'Health of the nation is fundamental for growth. A person may be very talented, very keen, committed. He wants to give everything to society, he doesn't have self interest. But what if he's not in good health! The District Bar Association of Gurugram recently passed a resolution restricting non-advocates from wearing white shirts and black pants, the prescribed attire for enrolled advocates, on the district court premises. The decision seeks to address concerns over misidentification and aims to uphold the professional decorum of the legal fraternity, the bar association stated in its resolution on June 5. The resolution noted that 'a number of individuals who are not enrolled advocates or recognised law interns are frequently seen on the District Court premises wearing attire identical or similar to the prescribed professional dress of advocates, namely white shirts and black pants.' It has caused 'confusion, misidentification, and in some cases, resulted in disruption to the decorum and discipline of court proceedings', the resolution noted. Outlining strict guidelines, the resolution stated that 'only enrolled advocates and bona fide law interns duly authorised and registered with advocates' will be allowed to wear what is considered lawyer's attire. 'No other individual, including clerks, touts, litigants, or members of the general public, shall be allowed to wear white shirts and black pants in a manner resembling advocate attire,' it added. To ensure compliance, the Bar Association will coordinate with court administration and security staff. Violators may face a fine of Rs 5,000 and further action, it said. The resolution emphasises the bar body's intent 'to preserve the identity, dignity, and discipline of the legal profession, and ensure that the trust and privileges associated with the advocate's uniform are not misused.' Speaking with The Indian Express, the association's secretary, Rahul Dhankar, said the move was aimed at preventing touts from duping the litigants. 'Even today (Monday), many alleged touts wearing (black) surgical coats were let off with a warning. Earlier this week, two had entered a courtroom pretending to be lawyers. We had been getting several such complaints. Our aim is to help people not get trapped by them,' Dhankar added. When asked whether the association had the power to impose and collect fines, and pass a resolution on clothes, he said, 'We will do whatever is needed to be done to help innocent litigants. As for fines, they will go to welfare funds, and (for everything) we will take necessary permissions from the judiciary as well as the police, because impersonation is a serious offence. The court staff is with us; we will speak and coordinate with them.'
