Road Safety Alert: Centre Urges Two-Wheeler Riders To Use BIS-Certified Helmets- Details
According to data from the Ministry of Consumer Affairs, Food and Public Distribution, India has over 21 crore two-wheelers on roads. While wearing a helmet is mandatory under the Motor Vehicles Act, 1988, its effectiveness depends on quality. Sub-standard helmets compromise protection and defeat their purpose.
To address this, a Quality Control Order has been in force since 2021, mandating ISI-marked helmets certified under BIS standards (IS 4151:2015) for all two-wheeler riders. 'As of June 2025, there are 176 manufacturers across India holding valid BIS licenses for protective helmets,' the Ministry said.
"The Department has observed that many helmets sold on roadsides lack the mandatory BIS certification, posing significant risks to consumers and numerous fatalities in road accidents. Therefore, there is an urgent need to tackle this issue head-on," it added.
In a bid to enforce quality standards, BIS regularly conducts factory and market surveillance. In the last financial year, it tested over 500 helmet samples, and more than 30 search-and-seizure operations were carried out for misuse of the BIS Standard Mark.
"In one Delhi operation, over 2,500 non-compliant helmets were seized from nine manufacturers with expired or cancelled licences. Similar action at 17 retail and roadside locations led to the seizure of around 500 substandard helmets, with legal proceedings underway," the Ministry said.
Further, BIS has added a provision on the BIS Care App and BIS portal to check whether a helmet manufacturer is licensed or not and also allows users to lodge a complaint on the BIS Care App.
As part of a nationwide consumer awareness initiative, BIS organises the Quality Connect campaign where 'Manak Mitra' volunteers engage directly with consumers to provide information on mandatory certification for helmets and other products.

Thank you for your attention to this matter!," he said on his Truth Social platform. The US president had earlier said he would send formal letters to 12 countries, without naming them. The reciprocal tariffs, announced in April, were supposed to kick in on July 9 after a 90-day pause. However, Trump announced that the imposition would be pushed to August 1 to allow time for ongoing trade talks to wrap up. 'We'll be sending letters out on Monday having to do with the trade deals. Could be 12, maybe 15. And I guess, Howard (Lutnick), I would say, it could be maybe as many as 15 or so, and they'll be going out on Monday and some will go out on Tuesday and Wednesday. India-US Trade Talks India and the United States are likely to make a final decision on a mini-trade deal within the next 24 to 48 hours, CNBC-TV18 reported on Sunday, citing sources, after negotiators recently concluded a round of discussions in Washington. As per the report, the mini-trade deal is likely to have annual quotas for lower tariffs on certain labour-intensive products from India. Certain American agricultural products, such as pecan nuts and blueberries, may be provided with lower tax rates. India has shown reluctance to rush to a trade deal with the US under the pressure of deadlines, with Union Minister Piyush Goyal affirming that national interest comes first. On April 2, the US imposed an additional 26% reciprocal tariff on Indian goods but suspended it for 90 days. However, the 10% baseline tariff imposed by America remains in place. India had sought withdrawal of all reciprocal tariffs, but has reportedly accepted a partial relief for limited agricultural concessions. State unveils strategy to combat climate change
Vijayawada: In a significant move to bolster environmental resilience and align with national goals, the State government has adopted a comprehensive five-point climate strategy. This initiative aims at reducing carbon emissions, achieve sustainable development goals (SDGs), support the Union government's mission to combat climate change and reduce greenhouse gas emissions. The strategy underscores Andhra Pradesh's ambition to become a leading State in clean energy transition and climate mitigation. Chief Secretary K Vijayanand announced the plan following a high-level meeting with the Bureau of Energy Efficiency (BEE), Ministry of Power (MoP), Government of India. The Chief Secretary said that in collaboration with BEE, Energy Efficiency Services Ltd (EESL), and Convergence Energy Services Ltd (CESL), AP will significantly scale up EE adoption across key sectors. The State aims to attract Rs 8,000 crore in EE investments by FY 2031, contributing substantially to national climate action goals, given that energy efficiency alone accounts for 40 per cent of emission reduction potential. This will also help reduce energy bills and improve power quality. He also said that under the Integrated Clean Energy Policy (ICEP) 2024, the government is targeting the creation of a robust renewable energy ecosystem capable of generating 78 GW of solar power and 35 GW of wind power, positioning Andhra Pradesh as a hub for green power generation. A Statewide campaign is underway to plant one crore saplings on a single day and 5.58 crore saplings over the next year. The State will study and replicate international EE best practices, particularly in the building, industrial, and MSME sectors, with support from BEE, EESL, and the Ministry of Power and Rural Development. Apart from this, through the AP State Energy Conservation Mission (APSECM), the government will launch extensive awareness programmes involving all key departments, academic institutions, and private/public stakeholders. A special focus will be placed on student participation through the establishment of Energy Clubs in schools and colleges, recognizing youth as crucial agents of change, he said. As part of efforts to boost regional cooperation for enhancing Energy Efficiency through effective communication strategies, BEE's Southern India Media Adviser A. Chandrasekhar Reddy recently met Chief Secretary K. Vijayanand. During their discussion, the Chief Secretary shared that the Chief Minister has called for a time-bound implementation of energy efficiency programmes across various departments. In a significant development for the MSME sector, the Fisheries cluster in West Godavari district has been selected by the BEE under its 'Energy-Intensive Clusters' programme for the adoption of global best-in-class EE technologies. A high-level delegation from Delhi's Energy Efficiency division is expected to visit Andhra Pradesh shortly to further refine the department-wise action plan and ensure its timely and effective implementation.
