Stray dog menace claims another life: Canines tear apart flesh of 70-year-old Bengaluru man
Tearing his flesh and gnawing his bones, the pack of at least eight stray dogs caused serious injuries to his hands, legs and face. Seethappa's cries alerted his neighbours who claimed to have witnessed the chilling happenings. According to Times of India report, the victim, a farmer, had stepped out for a walk wrapped in a black blanket at around 3:30 AM but was mauled to death minutes later.
He was rushed to KIMS Hospital with open wounds but was declared dead. The victim's 43-year-old son named Venkatesh Seethappa claimed that his father was healthy and active and had no history of diseases except mild asthma.
"He had a morning routine. He'd have his tea, a couple of biscuits, and take the cows out for grazing. Never once had we imagined that something like this would happen to him, especially in our locality," TOI quoted his bereaved son Venkatesh as saying.
'Today, he's gone, because of stray dogs,' he said, adding, "Even at that hour, hearing the shrieks, neighbours rushed out, tried to chase the dogs away by throwing water, banging gates, and hitting sticks on the ground, but the dogs wouldn't relent. They mauled his face, hands, legs… It was brutal," he said.
This follows the death of a six-year-old girl in Delhi's Rohini due to rabies after a dog bite. In another incident, a three-year-old girl suffered serious injuries after she was attacked by stray dogs in Shimla Nagar of Old Hubballi in Karnataka.
These incidents come in the wake of rising stray dog attacks across the country. Recently, the Supreme Court bench took suo Motu cognisance of the concerning issue. The court observed that hundreds of dog bite cases are reported daily in Delhi and its outskirts. The most vulnerable group from stray dog bite menace are children and elderly.
Amid rising stray dog menace, Chief Minister Rekha Gupta-led Delhi government is taking steps to control the situation, seeking a change in law, PTI reported. Currently, the laws do not allow relocation of stray dogs, instead provide for the sterilisation through Animal Birth Control (ABC) Rules, 2023.

Those found violating will face strict penalties without exception,' the Commissioner added. Chennai shocker: Man beheads wife over suspected infidelity; heads to TV channel to talk of it
CHENNAI: A Central Reserve Police Force (CRPF) constable, who beheaded his wife in Tuticorin district, was arrested in Chennai on Saturday moments after he approached a news channel to talk about the murder. The accused, Tamil Selvan, a native of Thalavaipuram village near Eral in Tuticorin district, was nabbed by Teynampet police near Nungambakkam High Road after an alert from the media personnel. He was later handed over to the Tuticorin district police for further investigation. Police said Tamil Selvan murdered his wife Uma Maheshwari, 32, suspecting her of infidelity, on July 31 at their home in Thalavaipuram. He then severed her head. He then took their nine-year-old son and seven-year-old daughter to his father-in-law's house before absconding. Govt asks dists to enforce ban on sale of petrol in bottles
1 2 Bhubaneswar/Balasore: State govt on Saturday directed district collectors to strictly implement the ban on sale of petroleum products in plastic bottles, on a day when a 38-year-old woman died and a 34-year-old man suffered critical burn injuries after they allegedly doused themselves in petrol and set themselves on fire in Mayurbhanj district. This marks the fourth case of self-immolation involving petroleum products since July 12, when a college student in Balasore set herself ablaze. More than a dozen individuals have since threatened self-immolation to seek resolution of their grievances. A 15-year-old girl from Puri district, who police said had set herself ablaze on July 19, succumbed to her injuries in AIIMS Delhi on Saturday. On the latest incident, Mayurbhanj SP Varun Guntupalli said the man and woman were married to others. "Preliminary investigation suggests they were involved in a relationship that led to family tensions," he said. The woman, a friend of the man's wife, was declared dead at a local hospital. The man remains in critical condition at SCB Medical College and Hospital in Cuttack. Inspector Anadi Charan Pattayat said that both individuals were reportedly in a romantic relationship, which may have contributed to the incident. The woman leaves behind a 7-year-old daughter, while the man has a son. In response to a rise in self-immolation case, the govt has directed district collectors to enforce the ban on selling petroleum products in plastic bottles. Sanjay Kumar Singh, principal secretary, food supplies and consumer welfare department, issued a directive emphasising the prohibition on the sale, supply, transport and storage of petroleum products in plastic bottles. The govt action follows recent incidents in Balasore, Puri and Mayurbhanj, where victims used petrol or kerosene to douse themselves and set themselves ablaze besides self-immolation threats issued across different parts of the state. The govt has cited various legal frameworks, including the Petroleum Act, 1934, and the Environment (Protection) Act, 1986, to ensure strict enforcement of the ban. Collectors have been instructed to coordinate with key enforcement agencies to review the prohibition's enforcement. Field officers are directed to conduct spot checks and surprise inspections at retail outlets and fuel stations, taking immediate action against violators. Fuel stations are required to display warnings in both Odia and English, stating: "Petrol/diesel shall not be sold in plastic bottles or unauthorised containers. Violators will be prosecuted." The govt mandated strict compliance with the instructions and sought a monthly action taken report on enforcement status, including inspections conducted, violations found and measures taken.
