NEW DELHI: Parag Jain, a seasoned intelligence officer credited with masterminding the high-stakes Operation Sindoor, has been appointed the new chief of the Research and Analysis Wing (R&AW).
His appointment was approved by the Appointments Committee of the Cabinet, with his two-year tenure set to begin on July 1, a day after incumbent Ravi Sinha retires.
Jain, a 1989-batch Indian Police Service (IPS) officer from the Punjab cadre, is widely regarded as an expert in both human and technical intelligence. According to the official government order, 'The Appointments Committee of the Cabinet has approved the appointment of Shri Parag Jain, IPS to the post of Secretary, Research & Analysis Wing (R&AW) under Cabinet Secretariat for a tenure of two years from the date of assumption of the charge of the post until further orders, whichever is earlier.

Before this, he headed the Aviation Research Centre (ARC), an elite wing known for its work in aerial surveillance, SIGINT (signals intelligence), PHOTINT (photo reconnaissance), IMINT (imagery intelligence), and border monitoring. His operational depth and leadership were most recently seen in the planning and intelligence behind Operation Sindoor, which targeted nine terror camps in Pakistan and Pakistan-occupied Kashmir (PoK), including the headquarters of Jaish-e-Mohammed and Lashkar-e-Taiba, on May 7.

Jain's operational experience in Kashmir makes him an ideal fit to deal with Pakistan's attempts to revive cross-border terror infrastructure. His involvement during the 2019 reorganisation of Jammu and Kashmir was significant, particularly in security coordination.
Apart from domestic intelligence, Jain has served at Indian missions abroad — in Sri Lanka and Canada. In Canada, he monitored the activities of Khalistani terror modules operating from foreign soil, further strengthening his credentials as a neighbourhood specialist.
He was promoted to the rank of Director General of Police (DGP) in Punjab on January 1, 2021, though he was on central deputation at the time. During the height of terrorism in Punjab, Jain served as SSP and DIG in multiple districts, contributing to critical counter-insurgency operations.
With a reputation as a no-nonsense operator in the intelligence community, Jain now takes charge at a time when India's external security challenges — from Pakistan and China to cross-border terror financing and transnational extremist networks — demand sharp strategic responses.

The ban, imposed on May 2, 2025, following the Pahalgam terror attack, prohibits both direct and indirect movement of Pakistani goods through Indian ports. As per news agency PTI, this comprehensive restriction has not only impacted maritime logistics but also prompted intensified enforcement by Indian agencies to detect violations. 'Mother vessels are not coming to Pakistan due to this Indian action, which delays our imports by 30 to 50 days,' said Javed Bilwani, president of the Karachi Chamber of Commerce and Industry, in comments reported by Dawn. He said importers now rely on feeder vessels, resulting in increased transportation costs. Exporters, too, confirmed a spike in logistics expenses, especially in insurance costs. 'There is no significant impact on exports, except for a rise in insurance costs. Shipping charges had already gone up even before the escalation,' said Aamir Aziz, a textile exporter, as cited in the Dawn report. The Indian government's stance has been reinforced through multiple enforcement drives. In one such action, the Directorate of Revenue Intelligence (DRI) launched 'Operation Deep Manifest' to target illegal imports of Pakistani goods routed through third countries like the UAE. The finance ministry said that so far, 39 containers carrying over 1,100 metric tonnes of goods valued at Rs 9 crore have been seized under the operation. These goods were falsely declared as UAE-origin but were found to have originated from Pakistan, transshipped via Dubai. The DRI discovered money trails and financial links connecting Indian importers with Pakistani entities, and arrested one of the partners of a trading firm involved in the operation. According to the ministry, this complex modus operandi was designed to obscure the true origin of the goods using a web of intermediaries in Pakistan and the UAE. The crackdown is part of broader national security operations such as 'Operation Sindoor', aimed at tightening border trade oversight in response to regional threats. India had already raised import duties on Pakistani goods to 200% after the 2019 Pulwama terror attack. Since then, formal trade relations have remained frozen. Bilateral trade between the two countries dropped from $2.41 billion in 2018 to just $1.2 billion in 2024, as per PTI. Naveen Patnaik slams Odisha govt's ‘incompetence' over stampede, BJP hits back
Former Odisha Chief Minister Naveen Patnaik on Sunday lashed out the state government over a stampede during the Jagannath Rath Yatra in Puri that claimed three lives. Later, the BJP-led government slammed the BJD for making political remarks. People during the annual 'Rath Yatra' festival celebration, in Puri, Odisha.(PTI) Naveen Patnaik extended condolences to the families of the devotees who died in the stampede, and said he was praying for the recovery of those injured. "Today's stampede, occurring just a day after the abysmal failure of crowd management during the #RathYatra that left hundreds injured, exposes the government's glaring incompetence in ensuring a peaceful festival for devotees," Patnaik wrote on X. Three people were killed and over 50 were injured in the stampede. The incident took place near Gundicha Temple in Puri, about three kms away from the main Jagannath Temple. Chaos ensued after trucks carrying Charamala wood (considered sacred) arrived near the temple, where over 1,500 devotees were seated, eyewitnesses said. However, a detailed probe into the stampede is yet to take place. As Naveen Patnaik slammed the state government over an alleged mismanagement, he also alleged there was no government staff present to control the huge crowd when the accident happened. "The inordinate delay in pulling the Nandighosha chariot on Rath Yatra day was conveniently attributed to "Mahaprabhu's wish", a shocking excuse that masks the administration's complete abdication of responsibility," Patnaik further wrote on X. Meanwhile, Naveen Patnaik has urged the government to ensure that key Rath Yatra rituals like Adapa Bije, Bahuda and Suna Besha take place smoothly. Over 700 devotees have been hospitalised with complaints of suffocation and nausea after the stampede. None of the three chariots could be pulled even halfway from the Jagannath Temple to the Gundicha Temple as a massive crowd surged. Senior police officials have visited the site, and minister Harichandan has assured that the government will conduct a detailed probe. BJP hits back Without naming Patnaik, Odisha Law Minister Prithiviraj Harichandan responded to the criticism, and reminded the BJD how it made mistakes in the management of the festival when in power. "In the past, the BJD government made mistakes and insulted Lord Jagannath. Since 1977, the chariots have always reached the Gundicha Temple on the second day," Harichandan claimed. He also said the BJD was making political statements 'while recovering from jaundice,' and warned that those doing politics the festival will face consequences, 'if not today, then tomorrow'.
