Can you imagine that just a word has the potential to create a law and order situation? Worse, just an alteration of a word can put a strife-torn state at risk? While it may seem unbelievable, something similar has happened in Manipur, where staggered ethnic violence has been ongoing since May 2023 and the state is currently under President's Rule.
WHAT'S THE FUSS?
Former Manipur chief minister N Biren Singh has strongly objected to what he calls a 'distorted version" of the Manipur Legislative Assembly (Hill Areas Committee) Order, 1972. He alleges that this altered version has caused a rapid and unregulated increase in the number of villages and has resulted in the illegal appointment of village chiefs and headmen in the hill regions of the state.
For the uninitiated, the Kukis—one of the ethnic tribes and sides of the Manipur ethnic clashes—live in the hills.
Singh shot off a letter to Governor Ajay Kumar Bhalla, urging him to immediately intervene and address this critical discrepancy between the original Gazette of India notification and the version published in the State Assembly's Rules of Procedure and Conduct of Business. 'There appears to be a serious and potentially deliberate alteration in the text," Singh wrote.
Elaborating on the discrepancy, Singh said the Gazette of India notification bears the word 'of" in the clause—'The appointment of succession of Chiefs or Headman"—while the manipulated version printed in the Rules of Procedure and Conduct of Business by the Manipur Legislative Assembly has the word 'or" in the clause—'The appointment or succession of Chief or Headman."
Singh insists that this seemingly simple alteration is 'distortion with profound administrative and political implications". By changing the word 'of" to 'or", the meaning of the rule has been expanded, making it possible to allow fresh appointments of chiefs or headmen, instead of just overseeing the traditional system of succession, he insists.
Singh alleged, 'This change, whether intentional or inadvertent, has given rise to an environment where new villages can be declared and new village chiefs or headmen can be appointed without the customary legitimacy or legal clarity."
What makes it even more serious is Singh's charge that it may open unchecked proliferation of villages, 'many of which may not have existed historically or traditionally". India's Northeast, particularly Manipur, is extremely sensitive to preserve ethnic status quo, particularly when there has been a long and violent conflict that hasn't been solved.
Manipur's violent conflict broke out in May 2023 between two major communities—the predominantly Hindu Meitei community and the mostly Christian Kuki-Zomi tribal groups. Meiteis mostly live in the Imphal Valley while the Kuki-Zomis live mainly in the hill districts surrounding the valley. The immediate trigger was a protest by tribal groups on May 3, 2023, against a demand by Meiteis for Scheduled Tribe (ST) status. The tribals feared this would give Meiteis access to land and benefits meant for hill tribes, kicking off a long cycle of violence in which more than 200 were killed and at least 60,000 displaced.
No wonder Singh rushed to the Governor, urging him for an independent inquiry to find out how and when this wording was altered and who is responsible for it.

When contacted, BJP MP Raju Bista, who is a member of the committee, told ThePrint: 'The committee should have disclosed the list of members they have invited to gather oral evidence beforehand. They did not do that. Instead some people who were not even in the official list of invitees landed up. Parliamentary committee meetings cannot be used to gain political mileage.' Bista also denied calling Patkar 'anti-national'. According to a Lok Sabha secretariat notice, the agenda of the Rural Development and Panchayati Raj Standing Committee meeting was 'Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 — Implementation and Effectiveness'. Its objective was to gather 'oral evidence of the representatives of the Department of Land Resources (Ministry of Rural Development), Ministry of Environment, Forest and Climate Change, Ministry of Tribal Affairs, Non-government Organisations, experts and other stakeholders'. Two Opposition MPs part of the committee said soon after the BJP MPs walked out of the meeting, it was cancelled citing lack of quorum, or the minimum number of MPs required to be in attendance for it to be held. Under the Rules of Procedure and Conduct of Business in Lok Sabha, the quorum to constitute a sitting of a committee shall be, 'as near as may be, one-third of the total number of members of the Committee'. Of the 29 members of the committee, 17, including 11 BJP MPs, turned up for the meeting Tuesday. Once the BJP members walked out, there were six MPs, including four from the Congress, who remained. BJP MPs who walked out include Sanjay Jaiswal, Parshottam Rupala, it is learnt. Former Prime Minister and Janata Dal (United) leader H.D. Deve Gowda, who is also a committee member, and CPI(M) MP K. Radhakrishnan, were the other members who did not walk out, sources said. 'We had informed the members that Medha Patkar would be coming. But BJP MPs objected. So the meeting had to be postponed. Land acquisition is a big issue. But the ruling party MPs boycotted the meeting without hearing. And it was subsequently cancelled citing lack of quorum. But the committees have been formed in a way that achieving a quorum is not possible without the presence of BJP MPs,' Ulaka said. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, commonly known as the Land Acquisition Bill, was championed by Rahul Gandhi when the Congress-led United Progressive Alliance (UPA) government was in power. Prakash Raj, who was representing a Karnataka-based NGO, was invited to speak on displacement, another member said. 'The BJP MPs insisted that their problem was with Patkar, who spearheaded the Narmada Bachao Andolan. We pointed out how Patkar has protested even against Congress governments. The chairperson said he would not object if Prakash Raj is kept out of the meeting as he was a last-minute addition. On Patkar, he requested the BJP MPs to hear her out and Lok Sabha committees are democratic platforms and members or the Lok Sabha secretariat cannot dictate terms on invitees,' one MP said. Sources said the committee has had multiple meetings on the subject which was to be taken up Tuesday. 'It has also visited Lakshadweep and Andaman and Nicobar Islands to study the subject. Multiple Shots Fired At ISKCON Temple In US, India Urges Swift Action
San Francisco: The ISKCON Sri Sri Radha Krishna Temple in Spanish Fork, Utah, renowned globally for hosting the annual Holi Festival, has come under attack in a suspected hate crime, with over two dozen bullets fired at the premises over several days, causing significant structural damage. According to ISKCON, 20 to 30 bullets were fired at the temple building and surrounding property during nighttime hours while devotees and guests were inside. The incident resulted in thousands of dollars in damage, including to the temple's intricately hand-carved arches. Condemning the attack, the Consulate General of India in San Francisco expressed solidarity with the community and urged swift action. In a post on X, it stated, "We strongly condemn the recent firing incident at the ISKCON Sri Sri Radha Krishna temple in Spanish Fork, Utah. The official page of BAPS for the United States shared the details of the March 9 desecration on the social media platform X and emphasised the community's resilience. "In the face of another Mandir desecration, this time in Chino Hills, CA, the Hindu community stands steadfast against hate... Our common humanity and faith will ensure that peace and compassion prevail," BAPS Public Affairs wrote. The Coalition of Hindus of North America (CoHNA) also pointed to the incident on X, linking it to rising anti-Hindu sentiment and noting that the vandalism came shortly before the planned 'Khalistan referendum' in Los Angeles. "Another Hindu Temple vandalised, this time the iconic BAPS temple in Chino Hills, CA... Not surprisingly, this happens as the day for a so-called 'Khalistan referendum' in LA draws close," CoHNA posted, while listing other recent temple attacks since 2022 and calling for an investigation. Last year, acts of vandalism also targeted the BAPS Shri Swaminarayan Mandir in Sacramento, California, on the night of September 25. Dalit farmer alleges land grab by SP MLA, matter in Kairana court
Lucknow: A land dispute in Shamli flared into a political storm after Roop Singh, a 52-year-old Dalit farmer from Khanpur village, accused the family of SP MLA Umar Ali Khan of grabbing his govt-allotted land through fraud and coercion. Singh also threatened self-immolation along with his family, prompting concern across political and administrative circles. The controversy stems from a 2003 govt land allotment of three bighas to Singh under a Dalit welfare scheme. The plot, located along the Delhi–Saharanpur highway in Jalalabad, was registered in Khata No. 1213. On June 1, 2018, Singh reportedly sold the land via registered deed to Maulana Ali Khan and Umar Ali Khan, sons of Sarfaraz Ali Khan. Umar is currently the SP MLA from Behat, Saharanpur. However, Singh now claims the sale deed was executed under duress, alleging forged signatures and lack of consent. He filed a civil suit in February 2025 in the Kairana civil court, contesting the legality of the transaction. The next hearing is on July 7, 2025. At a press conference on June 27, Singh alleged the land—now worth Rs 4-5 crore—was forcibly taken over, and he is facing threats and pressure to abandon the case. His dramatic threat to self-immolate drew public attention, especially from Dalit rights groups who view the matter as an example of political and social exploitation. In response, MLA Umar Ali Khan told TOI that a legal registry and full payment via cheque were made in 2018. "The farmer is being instigated by the land mafia. He accepted the money then and is now challenging the deal after seven years," Khan said. He claimed the land was undeveloped in 2018 but has gained value now due to improved connectivity.
