Karnataka High Court Orders State Government To Make Public Disclosure Of RCB Stampede Report

The Karnataka High Court has ordered the state government to publicly disclose its status report on the stampede incident outside the M Chinnaswamy Stadium that occured during the celebrations of the Royal Challengers Bengaluru (RCB) team's maiden Indian Premier League (IPL) title win. The unfortunate tragedy led to the death of 11 people and left over 50 injured. The state government had requested the High Court to keep the report confidential, but as per ESPNCricinfo, the court on Monday categorically stated that there were no legal grounds for such confidentiality and they were merely "facts as perceived" by the government.
The court has also directed the state government to furnish the reports to the other parties involved in the case, the RCB franchise, Karnataka State Cricket Association (KSCA), DNA Entertainment Networks, the event partner of the Red and Gold franchise.
The franchise is however currently awaiting details which will come out after a thorough CID investigation. The team and DNA's top authorities have submitted their testimonies over the past one month. A date for delivery of judgement is yet to be made public.
On July 1, the two-member bench of the Central Administrative Tribunal (CAT), a quasi-judicial body handling matters related to government and public servants, made some key observations about the crowd that gathered outside the team's home base.
The CAT noted that the franchise was responsible for drawing a crowd of around three to five lakhs outside the venue to participate in the celebratory victory parade, which was announced by the team on all their social media handles shortly after defeating Punjab Kings (PBKS) to end the 18-year wait for the cup on June 3.
The CAT was given a task to investigate the matter after Vikash Kumar, the Inspector General and Additional Commissioner of Police, Bengaluru (West), filed a complaint seeking redressal after his dismissal by Chief Minister Siddharamaiah after the stampede took place.
Vikash, along with four other officials, was dismissed on the grounds of "substantial dereliction of duty" and not seeking "guidance" due to which the situation "went out of control". The tribunal also stated that the franchise, which failed to seek important regulatory permissions to carry out the event, had "created a nuisance". All these remarks were made in a 29-page order issued by CAT.
RCB's Chief Marketing Officer, Nikhil Sosale, who was arrested and granted bail last month, has not issued any statement since the announcement of increased compensation for families of the dead and support to the ones who sustained injuries. The franchise also saught to form a 'RCB Cares' fund to help out people affected by the tragic stampede. There has been no update on team's social media handles since June 4, the day when the stampede took place.

Hyderabad: The Telangana Cricket Association (TCA) on Thursday sought 'deeper investigation' and also to take criminal action against the Hyderabad Cricket Association (HCA) President A Jagan Mohan Rao (now under arrest) and other Apex Council members of HCA along with BRS leaders KT Rama Rao, Kavitha, and former HCA director Vanka Pratap as conspirators of major corruption in selections and financial crimes happening in the association for the last ten years. The TCA has submitted further information to support the ongoing investigation on HCA criminal cases, attaching the two Forensic Audit Reports that were on the recommendations of Justice Anil Dave Committee in 2017 as well as Justice L Nageshwar Rao Committee in 2023 and more relevant information and more documents that would expose the connivance and criminal intent behind the consistent fraud that happened in HCA. Apart from the irregularities and corruption identified in mismanagement of public funds, cheating and corruption in team selections, exploitation of cricketers parents for money and other favours in exchange of selections, leaving the infrastructure development aside, playing with careers of cricketers instead of conducting fair and transparent Cricket in the State. The TCA representatives alleged that KT Rama Rao and Kavitha were influencing and running the show at HCA from behind the scenes ever since they were in position. The IPL tickets sales contract was given KTR's brother in law Raj Pakala's companies and several other vendorships like the food contract during IPL matches was given to Surabhi Caterers, a relative of both Kavitha, KTR and close relative of Jagan Mohan Rao, the travels contract, hotel bookings ets were also managed by the same batch of people. With regards to Vanka Pratap, Justice NA Kakru, in his report submitted to the Supreme Court had clearly narrated and expressed the fraudulent, corrupt, high headed and arrogant attitude of Vanka Pratap who was indirectly encouraging corruption in team selections, manipulation of proceedings and as a person of concocted storytelling. The TCA said that the above mentioned persons were main conspirators and kingpins behind the monopolistic and manipulative administration, corruption and forgery, breach of trust by encouraging withdrawal of funds from HCA Bank Accounts without Authorization from HCA General Body. The TCA has demanded investigation and taking necessary action against the perpetrators and help the Telangana state cricket to survive and grow without any prejudice.

The Justice D'Cunha Commission found that the organisers failed to obtain mandatory prior permissions — seven days before the event, as required under the Licensing and Controlling of Assemblies and Processions (Bengaluru City) Order, 2009. 'Blunder at gates' Meanwhile in the high court, the state govt argued that police officers handling the situation on the day of the stampede had acted like 'servants of RCB management'. Even these officers were not visible at the venue during the crisis,' it noted. Control room staff failed to alert on-ground security teams stationed at the entry gates. Despite clear signs of overcrowding, the exit gates were not opened in time, which the commission termed 'a serious act of negligence and a breakdown of emergency protocols'. The report also flagged improper and unscientific installation of barricades, combined with narrow and constricted entry gates, as a major contributing factor. Under-deployment of police at high-risk gates made the situation worse. It concluded that the organisers themselves triggered the stampede by failing to regulate entry and by making reckless announcements about stadium access. The situation, the commission said, was the result of 'hasty decisions and lack of preparation, amounting to recklessness bordering on gross negligence'. Standard protocols bypassed: Karnataka govt The 'who is responsible for the stadium stampede' debate took an interesting turn in Karnataka HC on Thursday with the state govt alleging that police officers handling the situation on the day of the tragedy had 'acted like servants of RCB management'. However, a suspended IPS officer countered it saying that govt made him a scapegoat. Vikash Kumar Vikash had challenged govt's decision to suspend him in Central Administrative Tribunal (Bengaluru branch), which recently quashed his suspension and ordered his reinstatement. Referring to CAT's move, govt told HC that CAT had exceeded its authority by conducting an unnecessary fact-finding mission whilst handling his petition. Special advocate PS Rajagopal, representing govt, noted that police officers acted without proper requisition from RCB management as if they were servants of the entity. Regarding the tribunal's decision to exonerate Vikash and advise the govt to extend the relief to four other officers, he said it had overstepped its jurisdictional boundaries. He highlighted the unprecedented events of June 3 and June 4, where RCB hastily invited people without proper procedures. He pointed out that police arrangements were made despite lacking necessary permissions, bypassing standard protocols for venue inspection and safety assessments.
