Gurgaon: Haryana govt has directed authorities in four districts with the state's lowest sex-ratio at birth (SRB) – Gurgaon, Palwal, Karnal and Charkhi Dadri – to scrutinise all abortion cases in the past six months to check for any signs of illegal practices.
Haryana govt's latest data for Jan-June 2025 ranked Gurgaon at the bottom of the list, with SRB at 855. SRB in Charkhi Dadri was logged at 859, Palwal 874 and Karnal 906.
Sex-ratio at birth (SRB) is the count of girls born for every 1,000 boys.
Additional chief secretary (health and family welfare) Sudhir Rajpal on Tuesday directed these districts to review all medical termination of pregnancy (MTP) cases, and investigate further if there is any suspicion of pre-natal sex determination.
Civil surgeons have been asked to oversee the probe.
Rajpal sought reports on abortion cases from senior medical officers (SMOs) deployed at community health centres across Haryana.
Disciplinary action was initiated against the SMO of Uttawar in Palwal for dereliction of duty after the state task force identified several lapses in protocol at the facility.
Tuesday's orders are the latest in a series of measures announced amidst growing concern over declining SRB in Haryana.
In 2024, thirteen out of the state's 22 districts reported a drop in the number of girls born per 1,000 boys, bringing the state's overall SRB down to 910 — the lowest since 2016.
Govt has warned doctors that any involvement in pre-natal sex determination or illegal abortions will prompt authorities to cancel their medical licences. Similarly, health department officials have been tasked to identify quacks who pose as doctors and facilitate abortions.
Rajpal also directed the deputy commissioners of the four districts to crackdown on illegal abortion centres and halt any unauthorised sale of abortion kits. Chief medical officers and senior health officials will be held accountable if these districts don't improve their SRB, Rajpal said.
Govt has told community health workers – in an initiative called 'SAHELI' – to counsel pregnant women against any reluctance to have a girl child.
Community health staffers will also be held responsible if illegal abortions are carried out under their watch, the ACS said at the meeting on Tuesday.
Districts have been told to take police help for raids at suspected abortion centres. And the ACS on Tuesday issued show-cause notices to DSPs of the four districts for negligence in duty.
"Officials have been instructed to track repeat offenders and monitor their activities closely.
Additionally, all IVF centres in the state will undergo data revalidation and operational audits to detect and prevent illegal sex selection practices," said Rajpal.
According to govt data, recent measures have shown some improvement. Haryana's SRB improved to 943 in the first week of June, from 910 last year. The number of MTP kit wholesalers in Haryana has also dropped to 3, from 32, in the past six weeks.

KOLLAM: Kerala has recorded an over 76% jump in abortion cases over a nine-year period, given the improved access to reproductive healthcare, according to data with the Health Management Information System (HMIS) portal. The state reported 30,037 abortions in 2023-24, compared to 17,025 in 2014-15, marking a 76.43% increase. In the latest period, 21,282 abortions were conducted in private hospitals, while government hospitals accounted for only 8,755 cases, indicating a growing reliance on private healthcare facilities. The data includes both spontaneous and induced abortions. In 2023-24, the state reported 20,179 induced abortions and 9,858 spontaneous abortions. In 2014-15, abortion procedures were almost evenly split between public and private hospitals, with 8,324 and 8,701 cases respectively. However, since 2015-16, private hospitals have consistently recorded a higher share of cases. From 2015-16 to 2024-25, Kerala reported a total of 1,97,782 abortion cases, of which only 67,004 were in government hospitals. Private hospitals accounted for 1,30,778 cases during this period. The report also noted a steady rise in induced abortions over the period under under review, reflecting better access to reproductive healthcare. Health experts, however, express concern over the increasing dependence on private hospitals and stress the need to strengthen the public health sector. Speaking to TNIE, Dr Leema, senior gynaecologist at the Women and Children Hospital, Thiruvananthapuram, said more patients now prefer private institutions due to better facilities and enhanced privacy. 'Medical termination of pregnancy (MTP) is a high-risk procedure,' said Leema. 'It is high time govt invested in better infra' 'Under the MTP (Amendment) Act, 2021, the permissible abortion limit has been extended from 20 to 24 weeks. Most women seeking abortions today are aware of their rights. They trust private hospitals for better operational care, post-procedure support, and, importantly, privacy — something often lacking in government institutions. Women today don't want to take risks with their lives and naturally lean towards private care,' she said. Dr Pandu R, senior gynaecologist at Kannur MCH, said it is high time the government invested in better infrastructure to regain public trust.

This disparity is linked to poverty levels. Improvements are greater in low-poverty areas. High-poverty counties are lagging behind. The study highlights the connection between poverty and mortality. In the United States, the life expectancy has been increasing, and overall death rates have been declining over the past 30 years. Despite this progress, a new study shows that these improvements are not evenly distributed across counties. A new study from the American Cancer Society (ACS) reveals a growing gap in death rates across US counties, and they have also found a common risk factor that plays a significant role in health outcomes. The research is published in the journal Med . The study shows disparities in mortality rates for all causes, and how eight of the top 10 leading causes of death are linked to poverty. Poverty and mortality rates The study analyzed death rates across US counties (excluding Alaska and Hawaii) from 1990–1994 and 2016–2020 (excluding the COVID-19 period). They measured county poverty levels by how many residents earned less than the Federal Poverty Level (FPL): Low-poverty counties had fewer than 10% of residents below the FPL. High-poverty counties had 20% or more of residents below the FPL. The researchers studied the link between poverty levels and death rates across counties for all causes and for the 10 leading causes of death in 2020. The 10 causes of death, they focused on were: Heart diseases (heart attack, heart failure, peripheral artery disease, arrhythmias, and others) Cancer Cerebrovascular disease (such as stroke, blood clots, or artery blockage, stenosis, aneurysm) Pneumonia/influenza Unintentional injury (such as falls, motor vehicle accidents, poisoning, and drug overdose) Chronic obstructive pulmonary disease (COPD), including emphysema and chronic bronchitis. Alzheimer's disease Type 2 diabetes Suicide Kidney disease Improvement in death rates The study found that the death rates improved across the US. From 1990-1994 to 2016-2020, death rates improved across all poverty levels for all causes and four leading causes: heart disease, cancer, cerebrovascular disease, and pneumonia/influenza. However, there was a disparity among countries. The improvements were greater in counties with lower poverty levels, widening the mortality gap with higher-poverty counties. Worsening death rates The study found that the death rates worsened for six conditions: unintentional injury, COPD, Alzheimer's disease, type 2 diabetes, suicide, and kidney disease. For diseases such as COPD and type 2 diabetes, death rates improved in low-poverty counties but worsened in high-poverty ones. Unintentional injury, driven by the opioid crisis, and Alzheimer's disease, linked to an aging population and increased dementia reporting, saw the largest increases in death rates across all poverty levels. They also noticed a difference between the genders. Type 2 diabetes death rates improved for females across all poverty levels. In males, the COPD death rates improved. Why disparities are growing The researchers observed that the largest disparities in death rates between high- and low-poverty counties were for type 2 diabetes, pneumonia/influenza, COPD, kidney disease, and heart disease. The risk factors such as smoking and obesity, prevalent in the South, contribute to these disparities. Limited Medicaid expansion in some Southern states may also exacerbate inequities. This study's findings are crucial as they could lead to further research on how poverty shapes death rates and help identify ways to reduce health inequalities.

Chandigarh: STF orders chargesheet against 2 senior doctors for dip in sex ratio

The special task force (STF) of the Haryana health department, set up to improve the state's sex ratio, on Tuesday decided to chargesheet the former chief medical officer (CMO) of Charkhi Dadri, Dr Rajvinder Malik, for 'persistent non-performance' in duties related to sex ratio monitoring, a government spokesperson said. Directions were also issued for a similar action against Dr M Nehra, officiating SMO of CHC-Gopi, Bhiwani, due to low sex ratio in his jurisdiction. The STF, headed by additional chief secretary (ACS-Health) Sudhir Rajpal, also directed close monitoring of 'SAHELIs' associated with pregnant women, especially in cases where abortions have been reported. The spokesperson said that the ACS (health) ordered strict surveillance of community health centres (CHCs) and instructed that senior medical officers' (SMOs) accountability be fixed in areas where illegal abortions are being reported. The STF also ordered cancellation of the registration of an AYUSH doctor in Kharkhoda, Sonipat, against whom an FIR has been filed over illegal abortion practices. The ACS (health) further directed that any woman arriving at a hospital with bleeding symptoms must undergo reverse tracking and be tested for consumption of Medical Termination of Pregnancy (MTP) pills. 'If any violation of the law is detected, appropriate legal action must be taken without delay,' Rajpal said. Between June 17 and June 23, at least 28 inspections were carried out across the state to check the illegal sale of MTP kits. One shop was sealed and two FIRs were registered. The number of wholesalers selling MTP kits has come down from 32 to 3, and a significant decline in MTP kit sales was reported in 15 districts. The ACS directed officials to ramp up raids on ultrasound and MTP centres and increase birth registration drives, particularly in Charkhi Dadri district, where targeted interventions are needed. He also emphasised the need to expand the 'Beti Bachao-Beti Padhao' campaign to urban areas. Officials were instructed to identify SAHELIs who have played a key role in ensuring the successful delivery of girl children. These SAHELIs will be incentivised by the respective CMOs to recognise their efforts and encourage greater community participation in this important cause.
