Kerala mulling credits, semester system for higher secondary classes
A conclave held in the State capital on Friday to hold discussions with stakeholders and garner public opinion on the higher secondary curriculum revision that is set to begin soon underlined the need to consider the recent changes in the higher education sector, particularly the implementation of the four-year undergraduate programme (FYUGP) in the State, when deciding on the direction of the higher secondary curriculum reforms.
Even though the credit system has not been fully realised nationally, the State is pondering if students can earn credits not only through project and assignments but also National Cadet Corps and National Service Scheme activities.
Language subjects optional
Reducing the academic burden on students is also under consideration. Making language subjects optional is one way being explored. Higher secondary students can study Indian or foreign languages online and earn credits.
This will also allow students to focus more on core subjects. For instance, Humanities students currently unable to pursue Economics and Mathematics together can do so if they choose to study one language through SCOLE-Kerala.
Decisions though will have to be taken on aspects such as the number of credits that students can earn and if schools have the wherewithal to implement such proposals – such as faculty and infrastructure.
National, State levels
Presenting the concept note for the higher secondary curriculum revision, State Council of Educational Research and Training (SCERT) director Jayaprakash R.K. pointed out that curriculum revision at the national level was guided by the National Education Policy under which the National Credit Framework provided for 1,200 hours of learning and 160 credits for classes XI and XII. The FYUGP provided more choice to students in pursuing courses and gave importance to skill education. 'When thinking about higher secondary curriculum reforms, the transformations in higher education in the State have to be taken into account.'
21st century skills
He also pointed out that importance of skill courses and competency development. The reforms also raised the question of how the 21st century skills could be passed on to students in the classroom, especially at a time when technology was making huge leaps and artificial intelligence had found its way into classrooms, he said.
Dr. Jayaprakash explained the schedule for the revision process. Public discussions would be held at the district-levels from August 1 to 15. Workshops on conceptualising ideas, textbook writing, and editing will follow. Expert committee meetings will be held in December. Scrutiny and curriculum subcommittee meetings will follow. The curriculum steering committee will meet in February and the textbooks will be ready for printing by March 10.
Minister for Finance K.N. Balagopal who inaugurated the conclave said the achievements in the public education sector could be carried forward only through constant improvements. Minister for General Education V. Sivankutty presided.

The CM held talks with Indian High Commissioner Shilpak Ambule, who shared insights into Singapore's achievements in diverse areas, its robust economic growth and the effective public policies being implemented there. Naidu shared details of the state's newly introduced policies, aimed at attracting investments across various sectors. The state has set an ambitious target of producing 160 gigawatts of green energy, he added. He informed the High Commissioner that green hydrogen projects have already been launched in Visakhapatnam (in partnership with NTPC) and Kakinada. BSF gets 5k body cameras, biometrics capturing devices for Bangladesh border

New Delhi, Jul 27 (PTI) More than 5,000 body-worn cameras are being provided to Border Security Force troops guarding the India-Bangladesh international border as part of a measure to record visuals and evidence of deporting illegal Bangladeshis apart from instances of criminals attacking the personnel on duty. The sources said the Union home ministry recently approved these two proposals of the BSF headquarters following a 'comprehensive review' of the security situation along the Bangladesh border. About 5,000 body-worn cameras are being sent in two batches to BSF troops guarding the India-Bangladesh international border. These cameras are night-vision enabled and can record about 12-14 hours of footage, the sources said. The cameras will be helpful in recording the facts and evidence when BSF troops deport illegal Bangladeshis or engage with miscreants to stop cross-border crimes like drugs, cattle and fake Indian currency notes (FICN) smuggling apart from human trafficking and infiltration, they said. The recordings will also act as evidence in cases where BSF troops are attacked by criminals from both the countries, the sources said. Bangladesh and its force Border Guard Bangladesh (BGB) has been claiming at bilateral forums that their nationals are being killed by the Indian side using extraordinary force and in an unjustified manner while the BSF has always maintained it opens non-lethal or lethal fire as a last resort to save the life of the troopers, the sources said. These instances will be recorded now by these body-worn cameras and act as proof when required for an investigation, they said. The sources said some select and 'vulnerable' BSF BOPs from the point of view of cross-border infiltration are also being installed with biometrics data recording machines that will capture the fingerprints and eye scans of illegal Bangladeshis caught by the BSF on this front. This biometric data will be shared with the FRO to create an evidence-based database against infiltrators and illegal Bangladeshis trying to sneak into India, they said. The Union home ministry, post the Pahalgam terror attack, has asked all states to check and deport illegal Bangladeshis living in their jurisdictions. As per official data, the BSF, till July 15 this year, has apprehended 1,372 Bangladeshis infiltrating into India from this front while it caught or was handed over by various state police forces over 3,536 such men and women while crossing over from India to the other side. The recorded figures for last year were 2,425 (incoming) and 1,049 (outgoing). As many as 77 instances of attack on BSF personnel by miscreants from both India and Bangladesh have been recorded last year at the border while 35 such incidents have been reported till June this year on this front, according to the data.
