Can cash handouts replace aid? Kenya offers some answers

KILIFI: Three years ago, Thomas Kazungu Karisa was struggling to make ends meet as a petrol station attendant in the Kenyan county of Kilifi, when a sudden cash donation changed his life.
'My family often went to bed hungry, my children were sent home from school for unpaid fees and I was buried in debt,' said Karisa, a father of five.
Now he beams at his lush farm blooming with okra, the result of a one-off donation of 110,000 Kenyan shillings (roughly $930 at the time) from a New York-based NGO, GiveDirectly.
He used the cash to lease a plot of land with two neighbours in his village of Milore, install an irrigation system and start farming.
He built up credit and bought two cows, as well as a chainsaw he rents out for 2,000 Kenyan shillings at a time.
'If they had given me food, it would have been long gone by now,' Karisa told AFP.
'But with the money, I have been able to change my life.'
GiveDirectly believes charities and NGOs should stop handing out things like food and school books, and start just sending people cash.
It has given donations to almost 1.5 million Africans, and has carried out 25 studies across the continent to measure the impact.
Fears the money would be misused or wasted were unfounded, it said. One Kenyan study found that families generated $2.50 for every $1 received.
'We can show evidence of cash having reversed domestic violence, improved child mortality, improved business outcomes, made families healthier, children accessing more education,' said Caroline Teti, GiveDirectly's vice president for risk in Africa.
'Poverty doesn't wait'
With the United States and other Western countries sharply cutting aid in recent months, GiveDirectly believes cash handouts offer a way to do more with less.
Traditional aid systems spend vast amounts on planning, supplies, transport, offices and expensive Western staff.
A 2022 study by the University of Washington found that back-office costs in the United States ate up 30 to 60 percent of budgets for global health projects. Much more was lost getting supplies to the final endpoint.
GiveDirectly still has overhead costs, but says 80 percent of donations goes directly into the hands of recipients.
'Cash is not a magic bullet,' Teti said. Governments are still needed for fundamentals like schools, health facilities and electricity.
But for improving livelihoods of the poor, cash can be effective and fast.
'Poverty doesn't wait,' Teti said. 'One year is enough for a girl to drop out of school... for a mother or child to die.'
Other aid agencies have embraced the concept over the past 10-15 years as hundreds of studies have shown its efficacy.
The Norwegian Refugee Council now gives 20 percent of its aid in cash, but could easily give as much as 45 percent, said Tariq Riebl, its strategy and innovation director.
Even USAID -- before being gutted by the administration of President Donald Trump -- finally backed the use of cash payments in a policy paper last October, after years of internal pushback.
The only real obstacle, Riebl told AFP, is 'latent conservatism' in the aid sector: 'There's something more comforting about handing over a kit of non-food items or a sack of rice, than giving cash.'
'Dilemma'
Cash is not suitable everywhere, such as war zones where markets barely exist, or when specialist items are needed like ID cards for refugees, or HIV medication.
Doctors Without Borders (MSF), a medical organisation, has twice used cash transfers when markets collapsed: in Syria in the mid-2010s and recently in Sudan's Darfur region.
But they were exceptions.
'Cash for healthcare remains very rare,' said MSF's advocacy head, Tarak Bach Baouab. 'We want to be sure of the quality of our programmes so we prefer sourcing the drugs and equipment ourselves.'
Nonetheless, there is a dilemma.
'We're not there to tell people what to do with their lives. It's not very empowering and it creates a lot of dependency,' Baouab said.
'But if you give cash to a family and they don't spend it in the right way, then we might see health outcomes diminish.'
GiveDirectly sees this as a selling point for giving cash wherever possible.
'Lives can only be changed by the people who are living that life,' Teti said.
'We are giving them dignity and we are giving them choice.'

The first MoU, between the Farmers' Organization Authority (LPP) and Desa Keningau Livestock Industries Sdn Bhd (DKLI), involves a project to boost local grain corn production through a corporate approach and transfer of technology (ToT). Under the five-year partnership, LPP will provide land development and machinery support using a matching grant of RM3 million, while DKLI will oversee planting, planning and implementation. The second MoU, between the Keningau Area Farmers' Organisation (PPK) and Absolute Moringa Sdn Bhd, focuses on a RM10 million agricultural input marketing initiative. This collaboration aims to enhance PPK's services in Sabah by supplying higher-quality agricultural inputs to increase yields and improve business operations. Meanwhile, the third MoU was signed between LPP and Sawit Kinabalu Farm Products Sdn Bhd (SKFP) for a ToT-based integrated cattle breeding project. SKFP will serve as a reference model and provide technical expertise, while LPP coordinates implementation at the Farmers' Organization level. Deputy Agriculture and Food Security Minister Datuk Seri Arthur Joseph Kurup, who witnessed the exchange, said the initiatives would reduce Malaysia's dependence on imported products such as grain corn. He said the projects are expected to expand accessibility for breeders and lower food prices, especially for livestock. 'This collaboration between the government and private sector is crucial to ensure the economic benefits reach local communities,' he said. Arthur also praised the initiative for supporting Malaysia's target of achieving 50 percent self-sufficiency in the ruminant industry by 2030, up from the current 16 percent.

SOUTH-EAST ASIA (AFP): Global markets reeled Friday from President Donald Trump's tariffs barrage against nearly all US trading partners as governments looked down the barrel of a seven-day deadline before higher duties take effect. Trump announced late Thursday that dozens of economies, including the European Union, will face new tariff rates of between 10 and 41 percent. However, implementation will be on August 7 rather than Friday as previously announced, the White House said. This gives governments a window to rush to strike bilateral deals with Washington setting more favorable conditions. Neighboring Canada, one of the biggest US trade partners, was hit with 35 percent levies, up from 25 percent, effective Friday -- but with current exemptions remaining in place. The tariffs are a demonstration of raw economic power that Trump sees putting US exporters in a stronger position while encouraging domestic manufacturing by keeping out foreign imports. But the muscular approach has raised fears of inflation and other economic fallout in the world's biggest economy. Stock markets in Hong Kong and London slumped as they digested the turmoil. Trump's actions come as debate rages over how best to steer the US economy, with the Federal Reserve this week deciding to maintain interest rates unchanged, despite massive political pressure from the White House to cut. Two Fed officials who dissented in Wednesday's decision warned Friday that the economy was being put at risk. Data Friday showed US job growth missing expectations for July, while unemployment ticked up to 4.2 percent from 4.1 percent. - Canada singled out - Trump raised duties on around 70 economies, from a current 10 percent level imposed in April when he unleashed "reciprocal" tariffs citing unfair trade practices. The new, steeper levels listed in an executive order vary by trading partner and go as high as 41 percent. Any goods "transshipped" through other jurisdictions to avoid US duties would be hit with an additional 40-percent tariff, the order said. The American leader separately singled out Canada for harsh tariffs. He had warned of trade consequences for Canada after Prime Minister Mark Carney announced plans to recognize a Palestinian state at the UN General Assembly in September. Trump's order cited Canada's failure to "cooperate in curbing the ongoing flood of fentanyl and other illicit drugs" -- although Canada is not a major source of illegal narcotics. Carney said his government was "disappointed" with the hike. Trump gave more time to neighbor and major trading partner Mexico, delaying for 90 days a threat to increase tariffs from 25 percent to 30 percent, after holding talks with President Claudia Sheinbaum. Exemptions remain for a wide range of Canadian and Mexican goods entering the United States under an existing North American trade pact. - 'Tears up' rule book - With questions hanging over the effectiveness of bilateral trade deals already struck -- including with the European Union and Japan -- the outcome of Trump's overall plan remains uncertain. "No doubt about it -- the executive order and related agreements concluded over the past few months tears up the trade rule book that has governed international trade since World War II," said Wendy Cutler, senior vice president of the Asia Society Policy Institute. "Whether our partners can preserve it without the United States is an open question," she added. Notably excluded from Friday's drama was China, which is in the midst of negotiations with the United States. Washington and Beijing at one point brought tit-for-tat tariffs to triple-digit levels, but both countries have agreed to temporarily lower these duties and are working to extend their truce. Beijing warned that US protectionism "harms the interests of all parties". "There is no winner in a tariff war or trade war," foreign ministry spokesman Guo Jiakun said. Those who managed to strike deals with Washington to avert steeper threatened levies included Vietnam, Japan, Indonesia, the Philippines, South Korea and the European Union. Among other tariff levels adjusted in Trump's latest order, Switzerland now faces a higher 39 percent duty. - AFP

Inari, Sanan jointly acquire Lumileds International for RM1.03bil

KUALA LUMPUR: Inari Amertron Bhd and Sanan Optoelectronics Co Ltd have jointly acquired 100 per cent equity interest in Lumileds Holding BV (Lumileds International) and its 11 Asian and European subsidiary companies for an enterprise value of US$239 million or equivalent to RM1.03 billion. Inari said in a filing with Bursa Malaysia that the company together with Sanan today entered into a share purchase agreement (SPA) with Dutch-based Lumileds Subholding BV for the proposed acquisition. Lumileds International was incorporated on Oct 30, 2014 in Amsterdam, the Netherlands and is a globally recognised leader in the LED industry, specialising in the production and sales of mid-to-high-end LED products. "The proposed joint acquisition will strengthen Inari group's existing captive business strategy while enabling the company to expand and enhance its current product portfolio. "This strategic move will allow Inari group to diversify its product offerings and customer base, thereby creating additional revenue and earnings streams," it said. Inari had also entered into collaboration agreement (CA) and shareholders' agreement (SHA) with Sanan for the purpose of regulating the respective rights and obligations in Lumileds International and the relationship with one another upon completion of the proposed joint acquisition. It said a special purpose vehicle will be incorporated in Hong Kong (HK SPV) and co-owned by Sanan (74.5 per cent) and Inari (25.5 per cent), either directly or indirectly through their respective wholly owned subsidiaries, and the HK SPV will undertake the proposed joint acquisition. In addition to the capital contribution towards the payment of the enterprise value, Inari and Sanan have agreed to inject a further estimated US$41 million (RM176.3 million) into HK SPV and/or Lumileds International for working capital purposes. This brings the total investment outlay for the proposed joint acquisition and estimated working capital to US$280 million (RM1.2 billion).
