Sterling holds on to gains, investors mull rise in borrowing
LONDON (Reuters) -The pound steadied on Tuesday, consolidating after the previous day's rally, as investors took stock of data that showed UK government borrowing soared in June, a reminder of the fragility of Britain's public finances.
Sterling, which rose 0.6% on Monday, its biggest one-day gain in a month, was last at $1.3493, showing little change on the day. It was also steady against the euro, which was at 86.7 pence.
Britain borrowed more than expected in June as high inflation added to the government's debt costs, according to official data that is likely to add to speculation about the need for fresh tax increases later this year.
Public sector net borrowing totalled 20.7 billion pounds ($27.9 billion) last month, the data showed. This compares with a forecast of 17.1 billion pounds for June from the Office for Budget Responsibility, the budget watchdog.
"These overshot expectations yet again, a fact that should refocus minds on UK fiscal sustainability risks, especially after warnings by the ONS that the 20.7 billion pound figure recorded represents 'the second-highest June borrowing since monthly records began in 1993, after that of June 2020'," analysts at Monex said.
"As we have noted previously, this is not a sterling positive dynamic, leaving risks to the pound tilted to the downside ahead of Thursday's PMI release," they said.
The borrowing figures added to a sense among investors that finance minister Rachel Reeves may have to raise taxes again later this year to remain on track to meet her targets for fixing the public finances.
A separate report on Tuesday showed grocery inflation in Britain rose to 5.2% in the four weeks to July 13, up from 4.7% in last month's report and the highest since January last year, heaping more pressure on UK households.
Market researcher Worldpanel by Numerator, which published the report, said just under two-thirds of households say they are "very concerned" about the cost of their groceries, and are switching to supermarket own-label products.
The numbers align with data last week that showed nationwide consumer price inflation picked up more than expected in June, also hitting the fastest pace since January 2024.
The Bank of England is expected to cut rates by a quarter point next week and at least one more time before the end of the year.

It follows successful test train running and regulatory sign-off in recent weeks to commission the newly installed infrastructure along the 6.5-mile route between the two towns. Now complete it means cleaner and quieter trains are able to run under electric power along the route. It also enables operators to run longer trains with more carriages over further distances in future, improving train connectivity across the North West of England. Electrifying this section of railway is said to give greater operational flexibility for train operators and bring this part of the rail network in line with upgrades to a train maintenance facility at Wigan Springs Branch. It will also reduce the number of diesel trains running on the route improving air quality for local people. The platform extensions are said to have have future-proofed Westhoughton, Hindley and Ince stations for longer trains with more seats to serve those communities in the years to come. The Wigan-Lostock electrification project was announced by the Department of Transport in September 2021. It's part of the wider Manchester and North West Transformation Programme (MNTP). Family secures lawfulness certificate for Pembrokeshire site
A call to retain a leisure use of a parcel of land near the Pembrokeshire seaside, used for more than 50 years, has been given the go-ahead despite local objections. In an application to Pembrokeshire Coast National Park, Phillip Thomas of Rhydlewis, through agent Preseli Planning Ltd, sought a certificate of lawful development for land east of Bryntirion Lodge, Cippyn, St Dogmaels. An application for a certificate of lawfulness allows an applicant to stay at a development if they can provide proof of occupancy over a prolonged period. A supporting statement said the application had been made after the refusal of a partly retrospective application for the siting of a holiday pod on the land. It said: 'The land has been in family ownership for decades and the applicants have witnessed and enjoyed the use of the land for leisure purposes for over 40 years. Originally established by their grandfather, the site has been handed down through the generations. Resolving the matter is therefore a highly sensitive matter for the family.' It added: 'Based on the evidence available, it has been established that the leisure use of the land commenced in the 1970s and the use has existed in some form since this time, as the land has been passed down through three generations of the same family.' It said that part of the site was used to store builders' materials temporarily in circa 2019, but the leisure use had not been abandoned. Objectors also said they have never witnessed any family activities at the site, saying it was primarily used as a dumping ground for builder's debris, the report added. 'Officers recognise the concerns raised by local residents regarding the use and condition of the site, including issues related to dumping and unauthorised development,' it said, adding: 'However, the statutory test for a Certificate of Lawfulness is whether the use has occurred for the relevant period to render it lawful, not whether the use is desirable or appropriate.' It said, based 'on the totality of evidence submitted' the applicant had 'demonstrated on the balance of probabilities that the use of the land for leisure purposes has been carried out continuously for at least ten years prior to the submission of the application'.
