Qatar, Saudi Arabia, and Egypt —alongside 14 other countries, the EU, and the Arab League —have publicly called for Hamas to disarm and step down from ruling Gaza.
The bold move was made during a UN conference focused on reviving the long-stalled two-state solution between Israel and Palestine.
Declaration Pushes for PA to Take Over Gaza
The joint statement urged Hamas to hand over control of Gaza to the Palestinian Authority (PA) with international backing, aiming to pave the way for a sovereign and independent Palestinian state.
This comes after the Palestinian delegation itself requested both Hamas and Israel withdraw from Gaza to allow the PA to govern.
Condemning Hamas, Opening Doors
What makes this stand out? For the first time, Arab states condemned the October 7 Hamas attacks and clearly called for the group's disarmament and removal from Palestinian governance.
France, which co-hosted the event with Saudi Arabia, called the move ' historic and unprecedented.' The statement even hinted that some countries may be open to normalizing ties with Israel —a big deal in the region.
What's Next? Possible Foreign Forces in Gaza
The declaration also proposed a temporary international stabilization mission in Gaza, under UN leadership, once the war ends. The UN Security Council would have to greenlight it, and regional backing would be key.
UK May Recognize Palestine Soon
On the sidelines of the conference, Britain said it could recognize a Palestinian state by September —if Israel meets conditions like a Gaza ceasefire and increased humanitarian aid.
The War Isn't Over Yet
It's been 21 months since the latest war in Gaza began, following Hamas' October 2023 attack and Israel's massive military response. The fighting has caused widespread destruction and tens of thousands of Palestinian casualties.
At the conference, UN Secretary-General António Guterres admitted the truth: ' The two-state solution is farther than ever. '

A UN official commended the United Arab Emirates for its remarkable efforts in combating trafficking in persons. ''The UAE has made significant progress in combating this crime, actively collaborating with the international community. It has ratified vital international agreements, including the United Nations Convention Against Transnational Organised Crime and its protocols – especially the Protocol to Prevent, Suppress, and Punish Trafficking in Persons, particularly Women and Children, adopted in 2000,'' Dr. Mohannad Fayez Salim Aldweikat, Regional Coordinator for Human Trafficking Programmes at the United Nations Office on Drugs and Crime (UNODC) for the GCC Region, told a seminar organised by Dubai Police to mark the World Day Against Trafficking in Persons on 30th July in cooperation with the Anti-Human Trafficking Committee at the Ministry of Interior. Moreover, Dr Fayez said, the UAE has enacted national legislation specifically targeting human trafficking, ensuring compliance with these protocols, protecting victims' rights, enforcing stringent penalties, and promoting national and regional cooperation for effective prevention. The seminar, themed 'Together Against Human Trafficking: Strict Legislation, Smart Technologies, and a Safe Work Environment Free from Exploitation,' highlighted the UAE's robust laws that impose severe penalties for trafficking offences. It also examined how artificial intelligence and big data can aid authorities in identifying perpetrators and recognising patterns related to this cross-border crime, as well as the efforts of the Ministry of Human Resources and Emiratization to protect domestic workers from exploitation. Dr. Aldweikat added: 'We have partnered with the Human Rights Department of Dubai Police to develop a specialised diploma in combating human trafficking, resulting in the graduation of over 754 participants from across the Arab world. Additionally, we prepared top graduates through train-the-trainer courses, allowing them to lead regional training initiatives as national and regional experts for the United Nations Office on Drugs and Crime. Together, we have organised targeted training programmes for all sectors.' He emphasised, 'I want to highlight that, in addition to establishing robust institutional and legislative frameworks, we greatly appreciate the UAE's focus on practical solutions to this pressing issue. This is exemplified by forming the National Committee to Combat Human Trafficking, implementing a comprehensive national strategy, and your ongoing commitment to strengthening the rule of law. This includes establishing specialized courts, public prosecution units, police task forces, and trained labour inspectors.' Dr. Aldweikat concluded, 'We must also acknowledge your belief that victims are at the heart of migration challenges and your dedicated efforts to create shelters across all emirates for their protection. Skilled and experienced professionals manage these shelters, and we have had the privilege of training some of them in alignment with human rights standards and United Nations criteria.' The event, held in the Dubai Police Officers Club, commenced with remarks from Major General Dr. Saleh Abdullah Murad, Acting Assistant Commandant for Excellence and Pioneering Affairs at Dubai Police. In his opening remarks, Major General Dr. Saleh Abdullah Murad stated, 'Human trafficking is one of the most pressing crimes threatening our societies, infringing fundamental human, religious, and ethical values. Tackling this issue necessitates a united effort from all of us – both institutions and individuals – especially in light of the challenges posed by modern technologies and transnational organised crime.' He continued, 'We, Dubai Police, in collaboration with the Ministry of Interior, the National Committee to Combat Human Trafficking, and the United Nations Office on Drugs and Crime for the GCC Region, are dedicated to implementing concerted and impactful initiatives at all levels. We aim to ensure that our nation remains a safe oasis where everyone enjoys their legally guaranteed rights, positioning the UAE as a model for the region and the world in this vital area.' Dr. Murad added, 'Those who observe the state's efforts to combat human trafficking will recognise the seriousness of the measures being implemented at all levels. This reflects a strong commitment to upholding human rights. The UAE and Jordan carried out the 59th airdrop operation of humanitarian aid into Gaza on Friday, alongside seven aircraft from France, Germany, Italy, and Spain. The efforts were part of Operation Chivalrous Knight 3, which aims to deliver food and relief supplies to the most affected areas in the strip. Sheikh Abdullah bin Zayed, Deputy Prime Minister and Minister of Foreign Affairs, spoke by phone with Ayman Safadi, Deputy Prime Minister and Minister of Foreign Affairs and Expatriates of the Hashemite Kingdom of Jordan. The two sides discussed the latest developments of the humanitarian situation in the Gaza Strip, and ways to enhance joint co-ordination in relief efforts. UAE aid to Gaza The UAE has provided more than $1.5 billion in humanitarian support to Gaza since the start of the war with Israel, authorities revealed on Friday. The Ministry of Foreign Affairs set out the scale of the country's commitment to the enclave and pledged to continue to deliver support amid 'continuing catastrophic conditions'. According to the UN's financial tracking Service, the Emirates has delivered more aid to Gaza than any other country. The assistance includes providing medical support to 72,280 patients at hospitals in the UAE and the floating hospital in Al Arish, Egypt. In addition, over 78,000 tonnes od food, medicine, and emergency supplies have been distributed in co-ordination with international humanitarian organisations. At least 60,249 Palestinians have been killed and 147,089 wounded since the war with Israel began in October 2023, according to the Hamas-run Gazan health ministry.
