Chow vows to leave term with ‘battle-ready' RM1bil in reserves

GEORGE TOWN : Chief minister Chow Kon Yeow has expressed hope to leave Penang in solid financial health, with RM1 billion in reserves by the end of his final term in office.
His remarks follow confirmation that the state received a RM100 million cash advance from Putrajaya to offset a projected deficit this year.
'With these achievements and our continued commitment, I am confident our Penang 2030 agenda will be fulfilled,' he said during his winding-up speech on the motion of thanks to the governor at the state assembly today.
'I hope to hand over the state in strong financial standing, what I call surrendering the state in a battle-ready condition.'
Chow, who assumed his chief ministership in 2018, will leave at the end of this term.
He said the RM1 billion goal would give the next administration fiscal room to fund development and public welfare before quipping 'not for salary hikes'.
According to Chow, the RM100 million advance was approved and disbursed last year and will be repaid through reduced federal grants between 2027 and 2029.
He also confirmed that Putrajaya had rejected Penang's long-standing demand for 20% of federal tax revenue collected in the state to be returned.
'We accept that they've rejected it, but we will continue to demand it,' he said.
As of May 20, Penang recorded RM374.4 million in revenue and RM296.2 million in expenditure, resulting in a surplus of RM78.2 million. Its consolidated fund account currently stands at RM235.5 million.
According to a handout, 67% of the state's revenue came from non-tax sources like land premiums and investment returns, while taxes contribute 26%.
Despite this year's surplus, Chow said, Penang ran deficits from 2020 to 2024, with the worst in 2023 when spending reached RM951.7 million against RM592.9 million in revenue.
He attributed the shortfall to increased welfare programmes and grants to agencies.
Chow also noted that Penang recorded the highest reserves in 2019 at RM1.15 billion, which was largely driven by proceeds from the Bayan Mutiara land deal.
Of that, he said, RM621.5 million was actual state revenue after accounting for the Penang Development Corporation's share.

Dozens of world leaders and more than 4,000 representatives from businesses, civil society and financial institutions are gathering in the city of Seville for the June 30-July 3 conference to seek fresh impetus for the crisis-hit aid sector. But the United States is snubbing the biggest such talks in a decade, underlining the erosion of international cooperation on combating hunger, disease and climate change. Guterres told delegates at the opening of the conference that two-thirds of United Nations sustainable development goals set for 2030 were 'lagging' and more than US$4 trillion (RM16.8 trillion) of annual investment would be needed to achieve them. US President Donald Trump's gutting of his country's development agency, USAID, is the standout example. But Germany, Britain and France are also making cuts while they boost spending in areas such as defence. International charity Oxfam says the cuts to development aid are the largest since 1960. More than 800 million people live on less than US$3.0 a day, according to the World Bank, with rising extreme poverty affecting sub-Saharan Africa in particular. Disruption to global trade from Trump's tariffs and ongoing conflicts in the Middle East and Ukraine have dealt further blows to the diplomatic cohesion necessary for concentrating efforts on helping countries escape poverty. The crisis meant children going unvaccinated, girls dropping out of school and families suffering hunger, said Guterres. He urged the international community to 'change course' and 'repair and rev up the engine of development to accelerate investment' in 'a world shaken by inequalities, climate chaos and raging conflicts'. The total external debt of the group of least developed countries has more than tripled in 15 years, according to UN data. Critics have singled out US-based bulwarks of the post-World War II international financial system, the World Bank and the International Monetary Fund, for reform to improve their representation of the Global South. Painstaking talks in New York in June produced a common declaration to be adopted in Seville that only went ahead after the United States walked out. The document reaffirms commitment to the UN development goals such as eliminating poverty and hunger, promoting gender equality, reforming tax systems and international financial institutions. The text also calls on development banks to triple their lending capacity, urges lenders to ensure predictable finance for essential social spending and for more cooperation against tax evasion. Coalitions of countries will seek to spearhead initiatives in addition to the so-called 'Seville Commitment', which is not legally binding. But campaigners have criticised the text for lacking ambition and have rung alarm bells about rising global inequality. Hundreds of demonstrators braved the sizzling heat in Seville on Sunday to demand change in international tax, debt and aid policies. 'Global South countries will never be able to decide how they want to do development if they are bound to the new colonial debt,' protester Ilan Henzler, 28, told AFP. — AFP

(Bernama pic) PETALING JAYA : The first of eight train sets for the Johor Bahru-Singapore Rapid Transit System (RTS) Link was unveiled today by transport minister Loke Siew Fook and his Singaporean counterpart, Jeffrey Siow. The transport ministries said the train sets will undergo off-site testing, which is scheduled to be completed in the fourth quarter of this year, Bernama reported. The tests will be conducted by RTS Operations Pte Ltd (RTSO), a joint venture between Prasarana RTS Operations Sdn Bhd and SMRT RTS Pte Ltd. RTSO will also operate the RTS Link service. RTSO, the ministers said, will check the integration between the train and other rail systems, including the signalling system, platform screen doors and onboard communications. 'Carrying out an initial round of off-site testing at Singapore Rail Test Centre (SRTC) allows RTSO to identify and resolve potential integration issues early, before commencing testing of the trains on the RTS Link tracks,' Bernama quoted Loke and Siow as saying. Separately, RTSO chairman Khairil Anwar Ahmad said Train 01, which arrived in Singapore in April, will undergo offsite system integration testing at the SRTC in preparation for full integration and operation. Train sets 02 to 05 have been transported to China Railway Rolling Stock Corporation's manufacturing facility in Batu Gajah, Perak, where they are being assembled, he said. Train sets 06 to 08 will undergo the same process, Khairil added. 'Once the assembly process is completed, these train sets will be transferred to the Wadi Hana Depot in Johor Bahru for further testing and final preparations before being commissioned for passenger service,' Khairil said. The RTS Link, targeted to begin passenger service by December 2026, will connect Bukit Chagar in Johor Bahru with Woodlands North in Singapore. Once launched, the RTS Link will operate with eight driverless train sets, each comprising four cars and capable of carrying over 600 passengers a trip. The RTS Link will have an overall peak capacity of up to 10,000 passengers per hour per direction. Meanwhile, in a statement, MRT Corp said as of May 31, track installation and structural works for key components of the RTS Link project — namely the Marine Viaduct, Bukit Chagar Station and Wadi Hana Depot — have been completed. Interior works at the Wadi Hana Depot are now 80% complete and on track to achieve full completion by October this year, while installation of the Bukit Chagar Station's iconic roof facade is currently under way. It also said the Immigration, Customs and Quarantine Complex is progressing well, with superstructure works now at 90% completion, while facade installation is slated to begin in September 2025. 'As per the terms of the bilateral agreement, the next key milestone will be the dynamic testing of the RTS train system, scheduled for May 2026. 'This critical phase will see the train operating along the full alignment from the Wadi Hana Depot through to the stations, paving the way for operational validation and readiness.'

'Chinese diplomats overseas always respect their host country's laws and regulations,' Chinese foreign ministry spokesman Mao Ning said. Taiwan's top China policy body, the mainland affairs council (MAC), said on Friday that Hsiao Bi-khim's motorcade was surveilled and followed in a ploy to be rammed during a visit to the Czech Republic in March 2024. Czech military intelligence spokesman Jan Pejsek told AFP yesterday that Hsiao was targeted by 'persons legalised in diplomatic positions at the Chinese embassy in Prague'. He said they tailed her and sought information about Hsiao's programme and meetings with Czech officials. China claims Taiwan as its territory and has ramped up the deployment of fighter jets and warships around the self-ruled island in recent years. In response to the Czech claims, Beijing insisted today that 'Taiwan is a part of China and has no so-called vice-president'. 'No matter how the DPP authorities try to change things up and seek independence from the outside, and drive a wedge in China's diplomatic relationships, they will not be able to cover up their sinister plot and their attempt will not succeed,' Mao said, referring to Taiwan's ruling Democratic Progressive Party.
