DoT proposes new cybersecurity rules to combat mobile number fraud
The Department of Telecommunications (DoT) has proposed changes to the country's cybersecurity framework to reduce fraud involving the misuse of mobile phone numbers.
In a draft proposal released on June 24, the DoT has suggested the creation of a new verification system for mobile numbers. This platform would allow authorised parties, such as telecom operators and licensed entities, to verify whether a number is valid and listed in the database of a recognised operator.
The proposed platform, referred to as the Mobile Number Validation (MNV) platform, aims to help organisations — such as banks using mobile numbers for UPI transactions — verify the authenticity of those numbers.
Entities using numbers to be classified as TIUE
Under the draft rules, organisations that use mobile numbers to identify users or validate transactions will be classified as Telecommunication Identifier User Entities (TIUE).
The draft also details the cost of validating numbers using the MNV platform. Government-authorised entities will be charged ₹1.50 per request, while other organisations will pay ₹3 per request.
The proposed rules will grant greater powers to government-approved bodies and law enforcement agencies, allowing them to access details of transactions conducted through non-telecom entities.
Pilot project already underway
A pilot initiative is already in progress, according to PTI sources. At least one bank is testing the new validation process, under which mobile numbers linked to fraudulent activity are flagged.
If a number is flagged, it will be deactivated for 90 days. 'The history of the number will automatically get deleted after 90 days so that an individual who procures the same number after 90 days is not impacted,' said a source.
The DoT has invited feedback on the proposed changes. Stakeholders have 30 days from the release of the draft to submit their comments.
DoT measures to prevent cybercrime
Earlier this year, the Ministry of Communications outlined a range of measures taken by the DoT to protect citizens from cybercrime and financial fraud. These included developing a system to detect mobile connections obtained through fake documents and launching the Sanchar Saathi platform — available via web portal and mobile app — which enables users to report fraud, check mobile connections issued in their name, and block stolen devices.
Additionally, the Digital Intelligence Platform (DIP) was launched to facilitate information sharing among 540 organisations, including banks, police, and security agencies, to combat misuse of telecom resources.
To counter the growing threat of international spoofed calls mimicking Indian numbers, the DoT and telecom service providers have implemented a system to identify and block such calls, which are often linked to scams such as fake digital arrests and impersonation of officials.
The Ministry of Home Affairs has also launched the National Cyber Crime Reporting Portal, while the DoT notified the new Telecom Cyber Security Rules and established a Telecom Security Operation Centre (TSOC) to monitor and alert stakeholders about potential threats.

Last Updated: The high court said there is no evidence that the accused said 'I love you' with a sexual intent and, hence, this does not fall under purview of molestation or sexual harassment The Nagpur bench of the Bombay High Court has acquitted a 35-year-old man accused of molesting a teenager, while observing that saying 'I love you' is merely an expression and does not in itself amount to 'sexual intent". Explaining a sexual act in the order, a bench of Justice Urmila Joshi-Phalke on Monday said it includes inappropriate touching, forcible disrobing, indecent gestures or remarks made with an intent to insult the modesty of a woman. 'Words expressed 'I love you' would not by itself amount to sexual intent as contemplated by the legislature. There should be something more to suggest that the real intention behind saying 'I love you' was to drag the angle of sex," the bench observed. The court said in this case, there is no evidence that reveals the accused had said 'I love you' with a sexual intent and, hence, it does not fall under the purview of molestation or sexual harassment. The HC quashed the man's conviction, noting there was no circumstance to indicate his real intention was to establish sexual contact with the victim. 'If somebody says that he is in love with another person or expresses his feelings that in itself would not amount to an intent showing some sort of sexual intention," the order said. According to the complaint in the 2015 case, the man had accosted a 17-year-old girl in Nagpur, held her hand and said 'I love you'. A sessions court in Nagpur had convicted him under relevant sections of the Indian Penal Code and the Protection of Children from Sexual Offences (POCSO) Act in 2017 and sentenced him to three years' imprisonment. The prosecution's case is that the man accosted the girl when she was returning home from school, held her hand, asked her name and said 'I love you". The girl managed to leave the place and went home, and told her father about the incident pursuant to which a FIR was lodged. (With PTI inputs)

10 years of Digital India: Made many strides in digital payments, says Narendra Modi
NEW DELHI: Prime Minister Narendra Modi on Tuesday said that the country has made several achievements in the digital payments system, led by collective efforts of all citizens. 'India has made many strides in digital payments, powered by the collective resolve of 140 crore Indians. Sectors like health and education have also benefited from this initiative,' Modi said on social media platform X. The comments come following the completion of a decade of ambitious Digital India initiative, originally launched on July 1, 2015. "Ten years ago, Digital India began as an initiative to transform our nation into a digitally empowered and technologically advanced society," Modi said on the microblogging site. Under the 'Digital India' umbrella program, transformation of payment systems including Unified Payments Interface or UPI , a real-time payment system allows users to instantly transfer money between bank accounts using a mobile device. The UPI platform recorded 1,867.7 crore transactions worth ₹24.77 lakh crore in April 2025. India handled 49 per cent of global real-time transactions in 2023. UPI is now live in over seven countries, boosting global digital payments and financial inclusion, as per the ACI Worldwide Report 2024. Several other countries are also looking to adopt this platform, to facilitate instant transactions. Following the showcase during the G-20 Summit in New Delhi, more than 12 countries wanted to implement India's digital public infrastructure (DPI). The foundation of India's Digital Public Infrastructure is based on the identity layer (Aadhaar), payments layer Unified Payments Interface (UPI), and Data Empowerment and Protection Architecture (DEPA). India has also launched Open Network for Digital Commerce (ONDC), as a part of ambition to democratize e-commerce. Under the pilot program across multiple cities, it aims to bring 30 million sellers and 10 million merchants online. Over a period of a decade, internet connections in India increased to nearly 98 crore. 4.74 lakh 5G towers installed, covering 99.6 per cent of districts, according to the government statistics. The number of total telephone subscribers in India increased to 1,192.03 million at the end of January 2025, the Telecom Regulator Authority of India, in its recent study said. The digital economy contributed 11.74 per cent to the country's GDP in 2022–23 and is expected to reach 13.42 per cent in 2024–25, according to the State of India's Digital Economy Report 2024, released by the Indian Council for Research on International Economic Relations (ICRIER). The prestigious BharatNet program connected as many as 2.25 lakh gram panchayats (village blocks) with high-speed internet. It has a target to offer optic fibre-based digital connectivity to more than 6 lakh villages, providing government-to-citizen (G2C) and other utility services. Powered by innovations in artificial intelligence, cloud computing, and strong digital infrastructure, Digital India has created new opportunities, the statement added. Ashwini Viashnaw-headed Ministry of Electronics & Information Technology (MeitY), launched two flagship initiatives -- India Semiconductor Mission (ISM) and IndiaAI Mission -- to further strengthen India's leadership in Global South in line with the Viksit Bharat 2047 vision The semiconductor mission aims to build a strong semiconductor and display ecosystem, offering the world a strong alternative to China and Taiwan. With a ₹76,000-crore outlay, the mission supports local chip and display manufacturing. It offers up to 50 per cent support for fabs and incentives for chip design and production. As many as six semiconductor projects worth ₹1.55 lakh crore have been approved under the initiative. Unveiled in March 2024, the IndiaAI Mission aims to build a strong and inclusive AI ecosystem with a budget of ₹10,371.92 crore over five years. It focuses on enabling access to computing, innovation, improving datasets, funding startups, and ensuring ethical AI use. In May this year, the national compute power crossed 34,000 GPUs, indicating a robust AI infrastructure growth.

Kolkata gangrape accused was arrested for assaulting on-duty cop 2 months ago
Monojit Mishra, the prime accused in the gang-rape of a first-year law student inside South Calcutta Law College last week, has a known history of violence, intimidation, and abusive conduct and was even arrested on assault charges just two months ago. Sources told India Today TV that Mishra, a Trinamool Congress Chhatra Parishad leader, was arrested by the Kasba Police in April 2025 for allegedly assaulting a police officer and vandalising a police to sources, on April 13, Manojit Mishra went to an HDFC Bank ATM near the law college in Kolkata's Kasba area to withdraw cash. An argument reportedly broke out when Mishra allegedly tried to enter the ATM kiosk while holding a lit cigarette. When the security guard on duty objected, Mishra is said to have verbally abused and physically assaulted him. The guard then called the police control room for help. A police patrol van arrived at the scene shortly after. However, when officers attempted to detain Mishra, he allegedly got into a scuffle with them, vandalised the windshield of the police vehicle and assaulted an assistant sub-inspector who was part of the patrolling team, sources revealed. Police subsequently arrested Mishra and took him to the Kasba police station for further action. There, too, Mishra allegedly abused officers and displayed aggressive behaviour. A case was registered against him for assaulting an on-duty police officer and obstructing police was produced before the Alipore court the following day, April 14.
