LS Speaker to lead Indian delegation to 11th BRICS Parliamentary Forum in Brazil

New Delhi, May 29 (PTI) Lok Sabha Speaker Om Birla will lead a parliamentary delegation to the 11th BRICS Parliamentary Forum to be held in Brazil next week.
The Lok Sabha Speaker will address the forum on 'Inter-Parliamentary Cooperation for Responsible and Inclusive Artificial Intelligence' and 'BRICS Parliaments United for the Reform of the Multilateral Peace and Security Architecture'.
The BRICS Parliamentary Forum will be held from June 3-5 at Brasilia with the theme 'The Role of BRICS Parliaments in Building a More Inclusive and Sustainable, Global Governance'.
Presiding officers and members of parliament from BRICS countries — Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, United Arab Emirates, Ethiopia, Indonesia and Iran will participate in the forum meetings.
Presiding officers from invited nations — Belarus, Bolivia, Kazakhstan, Cuba, Nigeria, Malaysia, Thailand, Uganda and Uzbekistan — along with the President of the Inter-Parliamentary Union (IPU), Tulia Ackson, will also participate in the forum meetings.

The Indian delegation will also participate in the proceedings during the plenary sessions on the sub-themes of 'BRICS Parliamentary Action in Search of New Paths for Economic Development '; 'Towards Stronger and More Durable BRICS Inter-Parliamentary Cooperation'; 'BRICS Inter-Parliamentary Alliance for Global Health'; and 'BRICS Inter-Parliamentary Dialogue on Climate and Sustainability'.
The delegation will comprise Rajya Sabha Deputy Chairman Harivansh, Rajya Sabha member Surendra Singh Nagar, Lok Sabha members Vijay Baghel, Vivek Thakur and Shabari Byreddy.
Lok Sabha Secretary General Utpal Kumar Singh and Rajya Sabha Secretary General P C Mody will also be part of the delegation.
The Lok Sabha Speaker is also likely to hold bilateral meetings with the presiding officers of participating parliaments on the sidelines of this forum. PTI SKU KSS KSS

'Jammu and Kashmir and all state legal services authorities should ensure that defence personnel, tribals and weaker sections of the society should get timely justice so that their lives improve and to protect their constitutional rights,' the LG said 'Justice should not be delayed, because delay in justice results in defeat of faith. I hope this important conference would discuss the interventions needed to make the common people aware about their constitutional rights,' he said. Constitution of India guarantees justice — social, economic and political, and one of the facets of providing justice is access to justice to all the citizens and it is to be ensured that justice reaches to the poorest of poor, who deserves it the most, he added. 'The justice system has been deeply rooted in the soul of India and played a pivotal to nation's progress. In our culture, the court is not merely an office of justice but a sacred temple of justice, dedicated to ensuring equal justice and access to the legal system for all, without discrimination,' the LG said. Sinha said his administration has taken three major initiatives in J-K to ensure ease of justice to the members of the armed forces and is committed to provide legal aid to the tribal community. He referred to the establishment of the Lieutenant Governor's Sainik Sahayta Kendra (LGSSK), a dedicated grievance redressal mechanism for personnel of the Indian Armed Forces and Central Armed Police Forces (CAPF). The initiative aims to address civilian grievances of soldiers either posted in the Union Territory of Jammu and Kashmir or hailing from the region but serving elsewhere in India. The LGSSK is designed as a single-window Soldiers' Assistance and Liaison Cell, operating from the Civil Secretariat offices in both Jammu and Srinagar. This institutional platform will streamline the process of receiving, assessing, and resolving grievances, ensuring timely and effective support for serving soldiers. Sinha highlighted key structural reforms taken in the past few years to establish social and economic justice in Jammu Kashmir. Before 2019, he said, various Central laws including two important central legislations namely the Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act, and the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 were not applicable to J-K. Now, these laws have become applicable and tribal community has been empowered. We are extending all constitutional guarantees and protections to the members of the tribal population including access to justice by providing free and competent legal aid to them, Sinha said. He spoke about the major initiatives taken by the J-K administration to ensure ease of justice to the members of the armed forces and reiterated its commitment to provide legal aid to the tribal community. 'Amendment has been made in J&K Legal Services Authority, Rules 2020 to include Secretary, Zila Sainik Board as member of District Legal Services Authority to provide legal aid to soldiers,' he said. On the occasion, NALSA Veer Parivar Sahayata Yojana 2025, a dedicated legal services scheme for defence personnel, ex-servicemen and their families, was launched. The scheme provides for establishing legal services clinics within Rajya and Zila Sainik Boards for rendering legal services and assistance to Veer Parivar. During the Assembly elections in Chhattisgarh in November 2023, an Improvised Explosive Device (IED) explosion killed an ITBP head constable, a statement issued by the NIA said. The blast followed a poll boycott call by proscribed terror outfit CPI (Maoist) in Badegobra village of district Gariyaband. The explosion took place when a polling team accompanied by security personnel was returning from Badegobra village after the completion of the voting process, it said. Dhruv was a headmaster in a government primary school and Markam was sarpanch of Chhotegobra panchayat in Gariyaband district that has a sizeable presence of Naxals, the statement said. Both were allegedly involved in providing logistics and financial support to members of CPI (Maoist) for carrying out the attack, according to the NIA investigation. Dhruv had allegedly actively assisted CPI (Maoist) cadres in making posters and banners for boycotting the assembly elections, among other things, the probe agency said. Markam had allegedly arranged incriminating materials, such as wires, switches, and firecrackers, for the Naxals before carrying out the IED blast, it added. NIA, which took over the probe in February 2024, said that it found the attack to have been planned by CPI (Maoist) Central Committee members Ganesh Uikey and Manoj, and Special Zonal Committee Member Satyam Gawade. It was allegedly carried out by cadres of the outfit's Gobra Dalam with the support of over ground workers (OGWs) from Badegobra-Chhotegobra village, the NIA said. 'It was the time when India made it clear that no evil intention will be allowed inside its borders, no harm will be allowed to the unity and integrity of India,' he said, referring to victory in Kargil. 'Continuing this tradition, during Operation Sindoor too, Indian military with the same indomitable courage and firm resolve targeted Pakistan backed terrorist infrastructure and thwarted other aggressive actions of Pakistan with effective pretense and achieved a decisive victory,' he said. 'Operation Sindoor is our resolve, message and answer,' he said. The Army Chief further added: 'With the unwavering trust of the countrymen and the political freedom granted by the government, the Indian armed forces gave a determined, precise and decisive response.' In his message, Chief of Defence Staff Gen Anil Chauhan said the Kargil conflict remains a stark reminder of Pakistan's 'treachery' and that India's adversaries will continue to test its resolve. But the nation will always come out victorious over the enemy's 'deceit and aggression' as was evident in Operation Sindoor, he added. Defence Minister Rajnath Singh also paid glowing tributes to the military personnel who made supreme sacrifices in the conflict. 'On Kargil Vijay Diwas, I pay heartfelt tributes to our bravehearts who displayed extraordinary courage, grit and determination in defending our nation's honour in the toughest of terrains,' Singh said. 'Their supreme sacrifice during Kargil war is a timeless reminder of the unwavering resolve of our Armed Forces. India shall remain forever indebted to their service,' he said in a social media post. Singh and the top military brass also paid tributes to the fallen heroes at the National War Memorial. In his remarks, Chief of Defence Staff Gen Chauhan said Kargil Vijay Diwas is not only about remembering the past but also about drawing inspirations for the future. 'Our adversaries will continue to test our resolve, but the legacy of Kargil reminds us that our jointness, preparedness and unwavering courage — proven once again by the success of Operation Sindoor — will always triumph over the enemy's deceit and aggression,' he said. Gen Chauhan said Kargil Vijay Diwas reminds every Indian of the unparalleled bravery and patriotism of the valiant soldiers who fought fearlessly to safeguard India's territorial integrity as also, the 'bitter truth of Pakistan's betrayal'. 'Pakistan Army's ploy to extend the conflict beyond the Great Himalayan Range by sending regular troops disguised as Mujahideens, remains a stark reminder of their treachery,' he said. Chief of the Naval Staff Admiral Dinesh K Tripathi said the legacy of the Kargil 'bravehearts' stands as a testament to the unwavering devotion to the service of the nation. 'Your sacrifice will remain a beacon of inspiration, not only for future citizens of our country but also for those who choose to serve in the defence forces with 'Duty-Honour-Courage!',' he added.
