New Oireachtas Committee on Infrastructure is an absurd culmination of a dysfunctional system

The chronic inability of the State to get big projects done was on display in Monday's edition of The Irish Times.
On page one we read how a decades-long failure to invest in water and wastewater infrastructure in the Dublin region has now put the ambitious plan to build 6,000 homes in the former Dublin Industrial Estate in Glasnevin under threat.
Uisce Éireann
(otherwise known as Irish Water) had to remind Dublin City Council of this unfortunate point after the local authority published its draft Ballyboggan master plan, which covered the 77-acre site.
Sitting beside it on the front page was a story about how the costs of the yet-to-be-built
National Maternity Hospital
, Dublin, has increased tenfold to €2 billion during the 10 years since the project was announced.

Turn to page three and there is a piece about how the first tower block on the site of the former Irish Glass Bottle factory site in Ringsend, Dublin, may not contain any affordable housing.
Planning permission for the development – which provides for up to 3,800 houses – is contingent on 15 per cent of the apartments being affordable housing. It appears, however, that nobody nailed down the when, where and how much of this.
The council is now in negotiations with two multibillion-dollar US property funds – Lioncor and Oaktree – which are fronted by the precociously litigious
Johnny Ronan
. Hard to see that ending well. This particular bit of bad news seems to have been brought to the Government's attention by the
Sinn Féin
housing spokesman
Eoin Ó Broin
.
A few pages further on we read that the Government's plans for four large offshore wind farms that are the keystone of its strategy to hit net zero are in disarray.
The promoters of one farm – on the Sceirde Rocks off Connemara – have already pulled it
amid planning delays. The proximate reason is that the weather in Connemara turned out to be worse than they thought.
The other three projects are now in doubt following the cancellation of similar project off the coast of Yorkshire, northern England, because of rising costs and the risk of delays. The read-across for the Irish projects – which have locked in the price they will get for the energy they will generate at a lower cost than the British project – is not very encouraging.
Given that none of them has got through planning and all are opposed by fringe interests who would happily take their campaigns the whole way to the
United Nations
if they were let, it must be tempting to just cut and run.
Finally, a few columns over on the same page was a report that the
Dublin Metrolink
railway project to connect Dublin Airport to the city centre is likely to cost a fifth more than its budget of €9.5 billion and is unlikely to be completed by 2035. This particular wake-up-call was delivered by Seán Sweeney, the New Zealander brought in to run the project.
It's hard to know exactly what all this proves.
There is no shortage of culprits for this sorry state of affairs of which planning is the favourite. As Sweeney succinctly put it: 'The situation in Ireland where pretty well anyone can object to anything and stop it for six months or nine months is not good for Ireland.'
The planning system is, however, only an outworking of a political system that seems to overly promote the concerns of individuals over the common good. Clientelist politics supercharged by an electoral system that fosters intraparty competition for Dáil seats gets the blame for this.
The effect is without a doubt corrosive. A new Oireachtas Committee on Infrastructure has been established, which in theory is meant to address the problem of why we are so bad at delivering large projects.
It is unlikely to add much to the sum of human knowledge, but it will provide a valuable platform for TDs and senators who need to make headlines out of problems rather than solve them if they want to get re-elected. Expect to hear a lot of special pleading on behalf of constituents alongside the scolding of executives.
In many ways, the committee is the absurd culmination of this dysfunctional system. It actually needs failure if it is to function effectively for its members.
There is little mileage in committee hearings where Uisce Éireann executives come in to tell TDs and Senators about the excellent progress being made on upgrading the sewers in north Dublin because the Oireachtas had passed the necessary reforms and had cleared the way for the funding to be provided.

Why new homes may not get planning in Dublin after 2028

"The chain is only as strong as its weakest link." Eighteenth century philosopher Thomas Reid's quote could be applied to building houses in Dublin. That weak link is water. Local authorities in the capital will be unable to grant planning for new homes from 2028 onwards unless Uisce Éireann, formerly Irish Water, gets the green light for a massive new drainage scheme. For a city facing an acute housing crisis, that would be catastrophic. The Ringsend treatment plant in Dublin's south inner city is currently approaching maximum capacity. Other facilities are near or above their limits. If Dublin continues to build homes without additional wastewater capacity it risks polluting the sea around the capital, putting Ireland in breach of EU water standards affecting users of amenities such as beaches and swimming areas. If there is not sufficient water treatment, councils may have to turn down planning applications. Uisce Éireann's plan is called the Greater Dublin Drainage scheme. It would provide water treatment for half a million people in the capital and in parts of Meath and Kildare. It includes a 14km orbital sewer from Abbotstown which would connect a treatment plant in Clonsagh with an 11km outfall pipe running far out to sea north of Howth. But the project has been tied up in the planning process for seven years at a time when the housing crisis has worsened. A planning application was originally lodged for the scheme in 2018, it was subject to a judicial challenge in 2020, and due to one legal defect went back to An Coimisiún Pleanála in 2021. Uisce Éireann submitted further information last year and is still waiting for approval. This lengthy process was triggered by an appeal by one sea swimmer. The seven-year delay has seen costs for the project rise from €600m to €1.3bn. Even if the planning board gives permission for the drainage scheme, it could still be delayed again by another judicial review. If that happens, local authorities are unlikely to be able to give planning approval for new homes in many parts of north Dublin. This is an area where there are plans for significant numbers of new housing projects. Undoubtedly wastewater is the most acute issue facing Uisce Éireann. But the provision of water itself is a huge challenge too. Currently the River Liffey supplies 85% of the requirements for 1.7m people, and that is not viewed as sustainable. Uisce Éireann says the impact of climate change is already evident, and it will worsen. It says: "Extreme weather in the form of both droughts and intense rainfall will affect both the availability and quality of water." There are serious concerns about supplies for the capital and the midlands with residents in Mullingar already living with restrictions. The current sustainable production of water in the Greater Dublin Area is 620 million litres daily. In the week up to Sunday 22 June this year, the average usage was 635 million litres with storage in treated water reservoirs also used to meet demand. Supplies are very tight and there is little headroom for more housing with the population expected to grow by 25% by 2040. Uisce Éireann's plan is to use 2% of the water flowing from the River Shannon and pipe it to Dublin. It would be sourced from the Parteen Basin in Lough Derg which lies between Co Clare and Co Tipperary. Parteen is a reservoir which holds water used at the Ardnacrusha hydroelectric plant. The water would be treated nearby at Birdhill, Co Tipperary and transferred by gravity to a reservoir in south Dublin via a buried pipeline. This is not a new plan. The current iteration dates back to 1996. It has been agreed by the Government, and Uisce Éireann expects to submit a planning application at the end of this year. But there are objections to its environmental impact. The schemes to address water supplies and drainage to keep up with the demands for housing will require more money. Some €10.3bn has been allocated to Uisce Éireann for capital projects between now and 2029. The organisation says it requires a further €2bn. Next month the National Development Plan will be published by the Government and it is likely to address funding for Uisce Éireann. But even if the money is allocated, the organisation has a steep hill to climb if it is to make sufficient progress to meet growing requirements for more homes.

Where is the value in increasing the Help-to-Buy scheme threshold?

Pre-budget submissions are all about pleadings. Every special interest group in the State makes a pitch for more resources. They all consider their proposals to be in the wider public and economic interest. Some are worthy, many more are largely self-interested. This year the whole process appears to have kicked off earlier than usual, perhaps on the understanding that the largesse of recent years is unlikely to be repeated this time around. In the first place, there is no election. Worries for the medium-term health of Europe's most open economy in a climate where tariffs, trade wars and an absence of consistency on policy are increasingly the norm also will inevitably push Ministers towards a more cautious approach. And for what money is available, the need is to prioritise investment in infrastructure. Expensive upgrades to electricity, water and sewerage networks that are increasingly being cited by foreign direct investors among factors counting against Ireland Inc are needed. READ MORE An EY survey on Friday found that more than two-thirds of Irish businesses 'are worried about securing enough energy to meet future needs', which is an extraordinary number. Put together, it means more things are going to be a tough ask to get over the line. [ First-time buyers in Dublin now locked out of Help-to-Buy scheme, warns Savills Opens in new window ] It seems a strange time then for estate agent Savills to be picking CSO house price data to press for an increase in the upper threshold for the Help-to-Buy scheme. Savills says first-time buyers in Dublin are paying an average of €515,000 for a home, putting them beyond the €500,000 ceiling for Help-to-Buy. It wants that ceiling increased to at least €621,000 to take account of inflation, it says. First, averages are notoriously prone to manipulation by singular expensive property sales. Second, the more reliable median data from the same CSO note shows that prices exceed €460,000 only in Dún Laoghaire Rathdown among the four Dublin local authority areas. [ Developers are bluffing when they say lower prices would undermine viability of house building Opens in new window ] Then there is the maximum available tax refund under Help-to-Buy, which is €30,000. Ignoring that when calling for a higher ceiling is not making property more affordable for first-time buyers in general, only for the very wealthy. It is worth remembering that while the marketing speaks about providing a helping hand for first-time buyers – with even the scheme's name selected for the same reason – Help-to-Buy was from the start a scheme put together to help developers make the numbers stack up on building starter homes. That's not happening, as supply constraints (and prices rising at their fastest rate in 10 years) attest, so for the State – and those first-time buyers – what is the value of widening the incentive?
