Trump's new trade order is here. Will it work?

The beginning of August marks the latest deadline for US President Donald Trump's 'Liberation Day' tariff policy.
This era of chaos and uncertainty began on April 2, and the situation remains fluid. With the deadline for partners to secure a deal with Washington now passed, it's a good time to take a broader view and consider if Trump's trade gamble is paying off.
The objectives of the tariff policy include raising tax revenues, delivering lower prices for American consumers, and boosting American industry while creating manufacturing jobs. The president has also vowed to get better trade deals for the US to reduce its trade deficit and to face down China's growing influence on the world stage.
But recently the US Federal Reserve voted to keep interest rates unchanged at 4.25% to 4.5%, despite pressure from Trump to lower them. In his monthly press briefing, Federal Reserve chair, Jerome Powell, said they were still in the early stages of understanding how the tariff policy would affect inflation, jobs and economic growth.
On tariffs, Powell did say that revenues had increased substantially to US$30 billion a month. However, only a small portion of the tariffs are being absorbed by overseas exporters, with most of the cost being borne by US import companies.
In comments that will concern the Trump administration, the Fed said the cost of the tariffs was beginning to show up in consumer prices. The Fed expects inflation to increase to 3% by the end of the year, above its 2% target. US unemployment remains low, with Powell saying the economy is at or very close to full employment.
While Powell's decision to hold interest rates probably irritated Trump, economic theory suggests that lowering them with the US economic cycle at full employment would be likely to increase inflation and the cost of living for US consumers. A survey by Bloomberg economists suggests that US GDP growth forecasts are lower since April 2025, specifically because of its tariff policy.
In terms of boosting US employment, the US administration can point to significant wins in the pharmaceutical sector. In July, British-Swedish drugmaker AstraZeneca announced plans to spend $50 billion expanding its US research and manufacturing facilities by 2030.
The announcement follows a similar pledge from Swiss pharmaceuticals firm Roche in April to invest $50 billion in the US over the next five years.
The impact of tariffs on traditional US manufacturing industries is less positive.
The Ford Motor Company has warned that its profits will see a sharp drop. This is largely down to a net tariff impact that the firm says will cost it $2 billion this financial year. This is despite the company making nearly all of its vehicles in the US.
Firms such as Ford are seeing an increase in tariff-related costs for imports. This dents their profits as well as dividends to shareholders.
In recent weeks and months, the US has announced major new trade agreements, including with the UK, Japan, South Korea and the EU. Talks on a trade deal with China continue. But rather than trade deals, these announcements should be thought of as frameworks for trade deals. No legally binding documents have been signed to date.
It will take many months before a clear picture emerges of how these bilateral deals will affect the US trade deficit overall. Meanwhile, in Washington, a federal appeals court will hear a case from two companies that are suing Trump over the use of his International Emergency Economic Powers Act (IEEPA) of 1977.
VOS Selections Inc, a wine and spirits importer, and Plastic Services and Products, a pipe and fittings company, are arguing that the president has 'no authority to issue across-the-board worldwide tariffs without congressional approval.'
With so much in play, it is difficult to judge whether Trump's tariff policy can be viewed as a success. Higher tariff revenues from imports, as well as significant investments from the pharmaceutical industry, can be seen as clear wins.
But increasing consumer costs through rising inflation, as well as tariff costs hurting US manufacturers, are clear negatives. While several framework trade deals have been announced, the real devil will, of course, be in the details.
Perhaps the greatest impact of the tariff policy has been the uncertainty of this new approach to trade and diplomacy. The Trump administration views trade as a zero-sum game. If one side is winning, the other side must be losing.
This view of international trade harks back to mercantilism, an economic system that predates capitalism. Adam Smith and David Riccardo, the founders of capitalist theory, advocated for free trade. They argued that if countries focused on what they were good at making, then both sides could benefit – a so-called positive-sum game.
This approach has dominated global trade since the post-war period. Since then, the US has become the largest and wealthiest economy in the world. By creating the institutions of global trade (the IMF, World Bank and World Trade Organization), the US has advanced its interests – and American-based multinationals dominate, especially in areas such as technology.
But China and others now threaten this US domination, and Trump is tearing up the economic rulebook. But economic theory clearly positions tariffs as the wrong policy path for the US to assert and further its economic interests in the medium to long term. That's why Trump's course of action remains such a gamble.

Japan fears both Trump abandonment and entrapment

During all the decades of the US-Japan security alliance, which has been one of the closest security partnerships anywhere in the world, Japan has had to worry about two contradictory dangers: abandonment and entrapment. Abandonment would involve Japan's interests being ignored by its partner amid a deal with one of its enemies; entrapment would mean being forced to fight alongside the United States in a war chosen by the Americans but not by the Japanese. These worries about extreme outcomes have tended to alternate, depending on the political mood in Washington, DC, at the time. Yet currently, Japan finds itself worrying about both abandonment and entrapment simultaneously. This may be as good a sign as any that the Trump administration represents a sharp break with the postwar past. The entrapment fear has always felt the likelier danger. It has now reared its head again in a surprising way, as senior US defense officials have been reported to have been pressing Japan and Australia to make explicit commitments about whether they would fight to defend Taiwan in the event of an attempted Chinese invasion or coercion. The surprise is that American officials are pressing such close allies for an explicit commitment when not even the United States itself, and especially not its commander in chief, President Donald Trump, has made its own intentions clear. This is not a total break with recent American administrations, but it does put Japan in a potentially awkward position. During the Biden administration, a mutual concern over the security and stability of Taiwan did begin to feature in the US-Japan communiques issued after meetings between the Japanese prime minister and the US president, showing that some sort of explicit commitment to working together to preserve the status quo was being sought by the United States. However, that is not the same, at least not politically the same, as actually committing yourself to fight a future war, in circumstances that cannot be predicted and without knowing what America's own stance would be. To do so would be politically extremely difficult, especially for a government that now lacks a majority in both houses of the Diet. Beyond domestic politics, the immediate risk would not be of a war itself but rather of such a commitment causing a further worsening of Japan's relations with China, to no obvious purpose. Abandonment has always looked the less likely of the twin dangers, for having Japan as its largest overseas military base has mattered so much to America and its regional presence in the Indo-Pacific that the idea of it deserting its Japanese ally has looked implausible. This remains true, especially given the emphasis being laid by leading figures in the Pentagon and the Republican Party on the contest with China for both regional and global supremacy. However, Trump is well known to be highly transactional, especially in foreign policy. He has also indicated a strong sympathy for the very 19th-century idea that great powers are entitled to have 'spheres of influence' in the areas around their own borders. He has, for example, expressed a determination that America should gain control over Greenland, the icy territory that is part of Denmark but adjacent to the north-east coast of the United States, has declared that Canada should become the US's '51st State', and has insisted the US should regain control over the Panama Canal. This makes it conceivable, even if still improbable, that at some point Trump could be tempted to accept Chinese control over its 'sphere' of Taiwan and the South China Sea in return for China accepting US control over territories in its region. That would give China control over the main sea lanes surrounding Japan and a greatly increased ability to intimidate other countries in the region, including Japan, South Korea and the Philippines. This is, admittedly, a rather extreme scenario. The identification by most members of Trump's Republican Party of China as America's leading global adversary, and the strong support for Taiwan held by those same Republicans, makes it feel especially unlikely. Yet the fact that the idea of such a 'grand bargain' with China is talked about at all simply underlines how unpredictable the foreign policy of this American president is, with the range of actions and outcomes during the remaining three and a half years of his term looking wider than under any US president in living memory. The governments of every longstanding ally of the United States are having to live with this uncertainty, one which reflects a broader question: using a meteorological metaphor, does Trump represent a temporary extreme-weather event, like an especially severe typhoon, or does he represent climate change, a trend that will endure? The safest answer is that he is a bit of both: his extreme volatility and hostile manner can be seen as personal and thus temporary, but some of the ideas he is purveying have a broader resonance in the United States that could persist after he is gone. The central role that America plays in the security of the Indo-Pacific gives Japan little choice other than to adapt to whatever extreme weather emerges from Washington, DC. The more forward-leaning stance Japan has taken on defense, first under Prime Minister Shinzo Abe and then with the new National Security Strategy under Prime Minister Fumio Kishida in 2022, has had the dual purpose of increasing Japan's contribution to joint deterrence operations with America and creating more long-term options for national security in case relations with Washington become more fractured. Continuing and even enhancing this strategy remains Japan's only viable plan. What Japan could perhaps invest even more time in is its already impressive diplomatic efforts in Northeast and Southeast Asia. To cope with the Trump typhoon and to increase Japan's own leverage over Washington at any time of crisis, it makes sense to work more closely with other countries that face the same pressures, starting with South Korea but also extending south to Vietnam, the Philippines, Indonesia and Taiwan itself. All these countries are facing hostility from Trump over trade while also needing to invest more in their own security and economic resilience, in a region in which the two superpowers, China and the US, are both unavoidable presences but also habitual bullies. It therefore makes sense to work together on trade, technology, security and other issues as much as possible, to increase bargaining power as well as resilience. Japan has a key role, as well as an opportunity, to drive this regional collaboration. The contradictory fears of entrapment and abandonment can never be eliminated, but through collaboration they can perhaps be mitigated. Republicans hold a narrow 220-212 majority in the House of Representatives, with three Democratic-held seats vacant after members' deaths. In a video shot in front of an airport, Democratic Representative James Talarico said the redistricting plan amounted to "rigging" the 2026 elections. "If you're seeing this video, my Democratic colleagues and I have just left our beloved state to break quorum and stop Trump's redistricting power grab," Talarico said in the video posted on X on Sunday. Several other Texas Democrats said on X they were headed to Illinois, whose governor is Democrat JB Pritzker. Republican governor Greg Abbott said in a statement late Sunday that any Democrat House member who did not return would be removed from the Texas House. "Democrats hatched a deliberate plan not to show up for work, for the specific purpose of abdicating the duties of their office and thwarting the chamber's business", he said in his statement, adding that leaving amounted to an abandonment of the office. States are required to redistrict every 10 years based on the US Census but the Texas map was passed just four years ago by the Republican-dominated legislature. While mid-cycle redistricting occasionally takes place, it is usually prompted by a change in power at the legislature. Republicans have pursued redistricting in a special legislative session that will also address funding for flood prevention in the wake of the deadly July 4 flash flooding that killed more than 130. Under the current lines, Republicans control 25 seats, nearly two thirds of the districts in a state that went for Trump last year by a 56 percent to 42 percent margin. Redistricting experts have said the plan could backfire if Republicans try to squeeze too many seats out of what is already considered a significantly skewed map. (Reuters)
