Muscat: While we see several new housing projects being announced every day, we also come across lots of apartments sparsely or hardly occupied across the capital.
Giving an insight into the situation, Khalil, Alzadjali, head of Oman, Cavendish Maxwell, said in an interview to the Observer, "Of the 38,000 residential units added to Oman's residential market in 2024, around 15,500 were apartments in Muscat. As these new units come online, many tenants opt to upgrade from older properties to newer, more modern apartments. This transition results in older units being vacated and listed for rent, contributing to the visible number of 'to let' signboards across the city."
He added, "Additionally, it takes time for both new and existing units to be absorbed by the market once they become available for rent, which can further increase the apparent vacancy rate, even when overall occupancy remains high."
The overall occupancy rate of over 80% is an average across the entire residential sector and does not reflect the variation between different locations, the age of buildings, and property types.
"If demand remains strong for newer or better-located developments, some areas and some older buildings may experience higher vacancy rates. This dynamic turnover and the ongoing addition of new supply can make vacancies more visible, even in a generally healthy market.
There is a growing demand for apartments in the new downtowns emerging across Oman. Most of these developments offer a modern, integrated lifestyle with convenient access to amenities, including retail and entertainment, all within walking distance in the community. Additionally, their advanced Infrastructure and proximity to business districts make them highly attractive to both Omanis and expatriates seeking a vibrant urban living experience.

On the demand for business properties, he said, "The demand remains steady, particularly in urban centres and newly developed commercial districts. This trend is supported by government initiatives under Vision 2040, which aims to diversify the economy and attract international investment. As a result, there is ongoing interest in modern office spaces, retail outlets, and flexible commercial properties that serve both local and international businesses."
Recent regulatory changes now restrict the operation of businesses from residential units; a move intended to professionalize and enhance the business environment and encourage companies to relocate to designated commercial spaces. This policy adjustment has contributed to increased
Demand for purpose-built business properties, Alzadjali added.
"While Oman's service industry has historically been highly local, there are indications that this may gradually change. The development of new downtowns, improved infrastructure, and government incentives is making Oman more accessible to regional and global service providers. Sectors such as
tourism, logistics, healthcare, and professional services are seeing growing interest from international participants. As Oman's economy continues to evolve, the service industry may become more international in scope, with broader participation from foreign companies and a wider range of business offerings."
There is potential to further enhance the sector by expanding zones where expatriates are permitted to purchase property. Currently, foreign ownership is limited to specific designated areas. Broadening these opportunities would likely attract greater interest from expatriates already residing in Oman, as well as increase investment from international buyers, thereby further boosting overall demand in the market.
Additionally, policies that support the development of affordable housing could help address the needs of a broader segment of the population. By increasing the availability of reasonably priced homes, the market may see more balanced growth and improved access to housing for middle-
income households. This approach could contribute to a more inclusive and sustainable real estate sector.
To achieve a more balanced distribution of real estate activity across the country, continued investment in regional infrastructure, transportation networks, and public services will be essential, he said.

Other initiatives, such as the Ministry of Transport's 'Makin' programme, help upskill Omanis with in-demand technical skills. In conclusion, Al Kindi noted that online freelancing is not just a source of income but a critical stepping stone for entrepreneurship. MUSCAT: Oman's gross domestic product (GDP) at current market prices reached RO 10.53 billion in the first quarter of 2025, marking a year-on-year increase of 4.7 per cent compared to RO 10.056 billion in Q1 2024. According to preliminary data from the National Centre for Statistics and Information, this growth was largely driven by non-oil activities, which grew by 4.1 per cent to reach RO 7.132 billion. Key contributors included service activities (RO 4.837 billion), industrial activities (RO 1.968 billion), and agriculture and fisheries (RO 326.6 million), the latter showing a robust 11.1 per cent growth. Oil activities also made a significant contribution, rising by 6.8 per cent overall to RO 3.706 billion. Although crude oil activity dropped by 7.5 per cent to RO 2.735 billion, this was offset by a substantial 89 per cent increase in natural gas activity, which added RO 970 million in value. The results reflect the Sultanate's continued push toward economic diversification while maintaining strong energy sector performance, in line with the objectives of Oman Vision 2040. — ONA

Through Vision 2040, the country has set an ambitious goal: to grow a stronger, more diverse economy that creates jobs, brings in new technologies, and improves life for its people. To get there, we need strong private-sector participation, smart partnerships, and a steady flow of capital — both local and international. In the past few years, we've seen a real push to attract investment. Government entities, businesses, and media have all played a part. Large-scale projects — some worth hundreds of millions of rials — are being announced with confidence. These stories capture attention, show momentum, and send a positive signal about Oman's economic outlook. But behind every announcement, there's an important question: Are we delivering what we're promising? This isn't about doubt — it's about alignment. Not all projects that are announced are fully funded yet. Sometimes, the companies involved are still building their operational capacity. Other times, the investment figure is a long-term estimate, not something immediately available. That's fine — many successful economies do this. What matters is how clearly we explain the difference. WHAT INVESTORS (AND CITIZENS) REALLY WANT? Investors — especially experienced ones — are not just impressed by big numbers. They're looking for reliable partners, transparent systems, and projects that actually move forward on schedule. Citizens, too, want to see how these investments improve livelihoods, create opportunities, and deliver on national goals. That's why it's time to make transparency a core part of how we talk about investment in Oman. Simple steps can make a big difference. For example: • Sharing the source of financing and the project timeline. • Clarifying whether an agreement is preliminary or final. • Publishing regular updates on major projects. When people see clear information, trust grows. When trust grows, capital follows. GOOD PROGRESS — AND ROOM TO IMPROVE To be fair, Oman has made important progress. Platforms like 'Invest Easy' have improved the investor experience. Laws are more open. Institutions are modernising. The vision is clear. But some challenges remain. Investors still report facing delays or needing to coordinate with multiple government bodies to get started. More integration and data-sharing between agencies would help. A central dashboard that tracks all major projects — their stage, status, and impact — could be a game-changer. LET'S FOCUS ON IMPACT, NOT JUST SIZE Often, the success of an investment is judged by the amount of money announced. But a smaller project that delivers real results — jobs, skills, exports — can be just as valuable. We should highlight stories of real impact, not just large numbers. The goal isn't just to say 'Oman is open for business' — it's to show how business is actually being done here, and done well. A SHARED RESPONSIBILITY Telling the right investment story isn't only the job of the government. It's a shared responsibility — between ministries, companies, media, and citizens. We all have a role in shaping how Oman is perceived by the world. Let's aim for a national conversation on investment that's realistic, honest, and inspiring. One where the numbers are accurate, the expectations are managed, and the projects are seen through to the end. Oman has everything it needs to become a trusted investment hub: stability, leadership, vision, and talent.
