Stampede deaths put spotlight on cop ‘failure' in crowd control measures

Bhubaneswar: Death of three devotees in a stampede near the chariots at Gundicha Temple in Puri early on Sunday has raised questions about the effectiveness of police's crowd control measures, despite deployment of advanced AI cameras and substantial manpower.
On Friday, the chariot of Lord Jagannath could not be pulled till evening due to the influx of thousands of devotees following a reported breach of security cordon.
Although the chariot pulling ceremony proceeded smoothly with the participation over 12 lakh devotees on Friday and Saturday, alleged mismanagement of a smaller gathering of around 20,000 people near the Gundicha Temple led to the stampede early Sunday morning.
Local devotees claimed the deployment of police was very thin during the incident.
Police had earlier announced the deployment of 275 AI-enabled cameras and drones for real-time crowd monitoring, security and traffic management during the nine-day Rath Yatra festival that commenced on Friday.
While at least two IPS officers were assigned to oversee crowd management, 5 companies of Rapid Action Force (RAF), 6 SP-rank officers, 7 ASPs, 24 DSPs, 42 inspectors, 189 sub-inspectors/assistant SIs, 12 havildars, 110 home guards and 52 platoons of state police were deployed specifically to handle crowds.

The confined and congested space at Saradha Bali in front of Gundicha Temple was a major factor behind the incident, official sources said.
"Unlike the spacious chariot parking area near Jagannath Temple, the location in front of Gundicha Temple can accommodate a maximum of 5,000 or 6,000 devotees. Stampedes can occur when chariots are moving. However, tragedy struck before stationary chariots near Gundicha Temple, a first in the history," said Binayak Dasmohapatra, a senior servitor of Jagannath Temple.
Security experts and devotees criticised the police for failing to anticipate the massive weekend crowd and lowering their guard after the chariot-pulling ceremony on Friday and Saturday.
"Police should have anticipated the Sunday rush and made appropriate arrangements. The restricted space combined with inadequate crowd management created a perfect storm for disaster," said Sahadeb Mohanty, a retired police DSP.
"I suspect the personnel lowered their guard after the successful chariot pulling on Friday and Saturday, and did not take any pre-emptive measure for the remaining days of the festival," he said.
"Govt has already taken prompt action against negligence. Senior police officers are on the spot to ensure comprehensive security and crowd control measures," law minister Prithiviraj Harichandan said.
Previous crowd mismanagement had led to tragedies during Rath Yatra in 2008 (six deaths), 2010 (one death), 2011 (one death), 2015 (two deaths), and 2024 (one death).

A devotee named Anita, who got the opportunity to pull the chariot, shared her excitement and said, 'We have been feeling lucky for the last two days because when we first came here, the Lord gave us darshan on the chariot. There was a huge crowd, but even amidst that, it seemed like he was protecting us.' 'After the stampede yesterday morning, our family members were worried. However, we don't feel any chaos here. Everything is good here and everyone is kind. We are very blessed to see such beautiful scenes,' she further added. Another devotee, Deepak Rawat, who was attending the Rath Yatra for the first time, said, 'I have come here for the first time and Lord Jagannath has given me a wonderful opportunity to pull the chariot. I want to thank Lord Jagannath so that he can provide such opportunities to everyone and fulfil everyone's wishes.' Three devotees lost their lives and several others were injured in Sunday's stampede at the world-famous Rath Yatra of Lord Jagannath in Puri. Odisha Law Minister Prithiviraj Harichandan called the stampede 'very unfortunate' and said that appropriate action will be taken after the completion of investigation. 'The incident is very unfortunate. The state government has taken strict action and a senior officer will investigate the incident. We will take action once we get the report of the investigation,' Harichandan told reporters. He added, 'Mahaprabhu, with his wish, he gives darshan to his devotees. Tomorrow, the devotees will have the opportunity to offer prayers. I prayed to Mahaprabhu for the well-being of everyone.' Chief Minister Mohan Charan Majhi expressed deep sorrow over the incident and announced a financial assistance of 25 lakh to the families of each deceased devotee. He also assured that strict action would be taken against those responsible and pledged to prevent such tragedies in the future. Following the incident, the state government has ordered a high-level administrative inquiry to be supervised by the Development Commissioner. Puri Superintendent of Police Pinak Mishra has been appointed in place of the previous SP, and Puri Collector Siddharth Shankar Swain has been replaced by Chanchal Rana. RAIPUR: The Chhattisgarh HC has commuted the life imprisonment of a man convicted of raping his minor daughter to 20 years of rigorous imprisonment. The court, while upholding the conviction, found the original sentence too harsh considering the facts and circumstances of the case. 'While dealing with the said case, where the victim all throughout maintained her allegation against her father to be the person who committed forcible sexual intercourse with her and thus robbed her chastity. Version of the minor victim, in the facts and circumstances of the case, merits acceptance, inasmuch as, the evidence of rape victim is more reliable than even that of an injured witness. The minor contradictions and discrepancies in her testimony are insignificant and immaterial and are liable to be ignored,' the court observed. A division bench of Justice Rajani Dubey and Justice Sachin Singh Rajput pronounced the order, in an appeal filed by the 38-year-old father. He had challenged the judgment dated September 19, 2019, passed by the Special Judge (POCSO Act), Baikunthpur. The lower court had convicted the father under Section 376(3) of the Indian Penal Code (IPC) and sentenced him to life imprisonment along with a fine of Rs 1 lakh. During the trial, the prosecution examined eight witnesses. The victim testified that she had pain and bleeding following the rape by her father. She also stated that her father had threatened her not to disclose the incident. Dr. Ayushree Rai, who medically examined the victim, found signs of recent hymen rupture, supporting the prosecution's case. The defence argued that there was an unexplained delay of 15 days in lodging the FIR and that medical evidence did not support the prosecution's claims as no external injuries were found. The High Court, after reviewing the evidence, noted that while there was a delay in reporting the incident, such delays are common in cases involving sexual assault on minors due to social stigma. The court emphasized that the victim's testimony remained consistent and trustworthy across all stages, from the FIR to the cross-examination. The court cited a Supreme Court ruling which states that conviction can be based solely on the testimony of the prosecutrix if it inspires confidence and is reliable. The bench concluded that the prosecution successfully established its case beyond all reasonable doubt and found no fault in the trial court's decision to hold the accused guilty. However, on the matter of sentencing, the High Court referred to a similar case, Khemchand Rohra v. State of CG, and deemed the life imprisonment sentence to be excessively harsh. The court, therefore, reduced the sentence to 20 years of rigorous imprisonment, while maintaining the fine of Rs 1 lakh. Fire broke out following a reactor explosion at Sigachi Chemical Industry - PTI Image NEW DELHI: At least 12 people were killed and left 34 people injured after a devastating reactor explosion at Sigachi Industries Pvt Ltd in Telangana 's Pashamylaram on Monday morning. Earlier, Inspector General of Police V Satyanarayana confirmed to PTI: "Six bodies have been recovered from the accident site and two people died while undergoing treatment in a hospital. As many as 26 people were injured, out of which two to three people are seriously injured." According to factory sources, approximately 150 people were present in the facility, with 90 individuals near the blast site. The explosion occurred between 9.28 am and 9.35 am, prompting immediate response from local police and fire services. Ten fire engines were deployed, alongside NDRF and SDRF personnel for rescue operations. While the fire was contained, authorities worked to rescue about 10 workers trapped inside a room. The exact number of workers present during the incident remained unclear, as the record keeper was believed to be among the deceased.
