
Target of 1m affordable homes viable: Experts
UTM real estate economy expert Dr Muhammad Najib Razali said current data supports the target viability because about 180,000 units have been completed this year, with an additional 235,000 under construction, bringing the total to approximately 415,000 homes.
'If this rate of development can be accelerated, the one million target is well within reach.'
However, he said a unified coordinating agency is urgently needed to avoid overlapping responsibilities among stakeholders and ensure streamlined implementation.
He recommended scaling up the use of technologies such as the Industrialised Building System and Building Information Modelling to reduce costs and accelerate delivery timelines.
'Inclusive financing mechanisms, such as expanding the Rent-to-Own scheme and Credit Guarantee Housing Scheme, must also support B40 and M40 buyers.'
He added that under the 12th Malaysia Plan, about 57.8% of the 500,000 unit target was achieved by March 2024, with progress surging this year.
He said achieving the 13MP goal requires building 585,000 units over the next decade, about 58,500 annually.
He also said past schemes such as PR1MA, while aimed at lower income groups, were undermined by speculation and unsustainable financing.
'Some buyers resold their units immediately after the moratorium, undermining the purpose of affordable housing. Others depleted their EPF savings to qualify for loans, putting their financial security at risk.'
He said the government must improve long term ownership monitoring, balance supply with real local demand and enforce clearer boundaries to prevent speculation.
'Between 2020 and 2025, units priced under RM300,000 made up over 55% of total housing transactions, yet only 23% of unsold units were in this price range.
'This reflects strong demand and affirms the importance of aligning supply with real affordability.'
Housing community expert Assoc Prof Dr Noorsidi Aizuddin Mat Noor said the one million target is possible, but warned that poor delivery models could undermine the effort.
He said many past initiatives were built in so-called 'strategic' locations without considering whether residents could actually live and work there.
'Too often, feasibility studies are based on outdated or inaccurate data. We need to assess real readiness, such as whether jobs, schools and clinics are nearby, not just label a site as 'promising''.
Noorsidi said speculation remains a threat, and called for a transparent, tech-driven
one-stop system for housing allocation and monitoring of resales.
'If people don't feel these homes are meant for them, we're not building communities. We're building shells.'
UiTM Shah Alam Built Environment expert Assoc Prof Dr Rohayu Abdul Majid said public-private partnerships and tech like 3D printing could speed up delivery, but only if homes are built where they are needed.
'Affordable housing must go beyond visibility, it must be habitable, accessible and sustainable for long term use.'
She stressed the need for micro-level demand mapping and stronger federal-state-private sector collaboration to prevent mismatches between supply and demand.
'Rising land and material costs remain a challenge, but fast approvals, tax breaks and digital tools could help, if homes are to stay truly affordable for B40 and M40 buyers.'

Teresa Kok concerned over new KL planning rules gazetted without public consultation
KUALA LUMPUR: A member of parliament has raised concerns over the gazettement of new planning regulations for the city, claiming it was done without public consultation and gave excessive power to the mayor. Teresa Kok (PH-Seputeh) said the Federal Territory of Kuala Lumpur Planning Rules 2025 were gazetted on June 13 and came into force three days later. She said it took almost one and a half months for civil society to realise the change had come into effect. "I would like to ask the government why this new procedure was gazetted without any consultation with the public or relevant stakeholders, especially in terms of public participation? "According to the 2025 planning procedures, the mayor may consult relevant parties only if he or she deem it necessary, meaning there is no guarantee that the public will be given the opportunity to voice their views or objections before any development is approved." Kok raised the issue during the debate on the 13th Malaysia Plan in the Dewan Rakyat. She said the rules, which replace the decades-old planning framework, should reflect how society has become more aware and engaged. She said this move has sparked public concern as it reduces transparency in decision-making and limits opportunities for communities to scrutinise or oppose development plans. "It also grants excessive authority to the mayor, allowing them to approve developments regardless of public sentiment. "I urge the government to review this new planning procedure and provide an explanation to the public on how this policy was formulated and approved," she said.

KUALA LUMPUR: Malaysia is strengthening its position as a premier destination for high-quality, high-value investments in Southeast Asia under the 13 Malaysia Plan (13MP or RMK13), said Finance Minister II Datuk Seri Amir Hamzah Azizan. He said Malaysia is channelling its focus to sectors that will shape the future such as artificial intelligence (AI), semiconductors and renewable energy to drive this ambition. 'These industries are not just growth drivers; they are the building blocks of a resilient, future-ready economy,' he said in his speech at MyFintech Week 2025 today. Amir Hamzah said Malaysia is also accelerating the development of other industries, revitalising the global services sector and enhancing retail and logistics efficiency. 'We are also breathing new life into our creative economy, or 'orange economy', by promoting high-value local content rooted in Malaysia's rich art, culture, and heritage,' he added. Malaysia must strengthen its capabilities and rethink strategies to stay competitive amid global uncertainty and domestic challenges, Amir Hamzah said. 'To navigate this, we must strengthen our core capabilities and boldly reinvent strategies to stay ahead.' Amir Hamzah said Malaysia's financial sector has made commendable strides over the decades. 'Most recently, under the Financial Sector Blueprint 2022-2026, it has strengthened its foundations, broadened access, and embraced digital transformation.' He said Malaysia's financial sector now contributes meaningfully not only to gross domestic product (GDP), but to national development outcomes, from SME financing and Islamic finance leadership to digital payments and social protection mechanisms. 'Yet, progress must continue. Under RMK13, the financial sector is identified and recognised as one of seventeen high growth, high value and high impact strategic sectors that will support enhanced economic diversity.' In doing so, Amir Hamzah said, the financial system must evolve as a catalyst for Malaysia's transition to a value-creation based economy, by fostering a culture of innovation. 'Turning the aspirations of RMK13 into reality will require unwavering commitment, innovative policies, and close cooperation across all sectors of society.' The government unveiled the 13MP on July 31, setting the course for the next five years. In the 13MP, RM611 billion worth of investments are earmarked for the country, with over a third (RM227 billion) allocated to boost economic sectors. Government-linked investment companies and government-linked companieswill allocate RM120 billion to support this initiative. The government will develop an AI-driven ecosystem through the National AI Action Plan 2030 to drive talent development, research and technology commercialisation to support AI adoption. It targets RM1 trillion in electrical and electronic product exports by 2030 (above RM600 billion in 2024), driven by the National Semiconductor Strategy to attract multinational corporations, develop local firms, drive investments, research and development and skills development. To support the digital economy, the government aims to achieve 98% 5G coverage across populated, industrial and rural areas. It also plans to digitise public services by rolling out MyDigital ID and offering 95% of federal public services online. The 13MP targets 35% renewables by 2030 via a new electricity market, energy storage systems, smart grids, inter-region integration, green hydrogen and the exploration of nuclear through the National Energy Transition Roadmap (NETR).
