Fuel prices in Houthi-controlled areas are nearly double those in government-controlled zones, with a 20-liter canister of gasoline selling for approximately $18.70, compared to $10.30 elsewhere. In addition to direct fuel revenues, the Houthis have collected an estimated $789 million in customs and taxes on oil derivatives imported via Hodeidah port during a single year. Yemeni Minister of Information, Muammar Al-Eryani, described the fuel trade as a 'lifeline for war financing,' accusing Houthi leaders of enriching themselves at the expense of ordinary Yemenis.

The funding, earmarked for emergency food assistance and nutrition support, will be channeled through EU humanitarian partners including the World Food Programme (WFP) and the Food and Agriculture Organization (FAO). It targets vulnerable communities in conflict-affected regions such as Hajjah, Taiz, and Hodeidah, where acute food insecurity has reached alarming levels. EU officials say the initiative is designed to bolster local resilience and mitigate the impact of climate-induced shocks, displacement, and economic collapse. The package includes provisions for malnutrition treatment, livelihood restoration, and agricultural support, with a focus on women and children. 'Millions of Yemenis are on the brink of starvation. This funding is a lifeline to those most at risk,' said Hadja Lahbib, EU Commissioner for Crisis Management. 'We urge all parties to facilitate humanitarian access and uphold international humanitarian law.' The €9 million allocation is part of a larger €80 million EU humanitarian commitment to Yemen for 2025. He added, 'Every beneficial national currency made available to the people is a bridge toward sovereign decision-making. Every economic victory achieved is an unshakable fortress in the face of enemy. And every financial success is a protective shield in the battle for dignity—a sword that splits the conspiracies of Yemen's enemies, by God's grace, and with the resolve of men who know no impossibility.'
