Raj in top 5 states in rescue from child labour, sexual exploitation

Jaipur: Rajasthan, with 3,847 child labour rescues, is in the top five states that reported the highest number of child labour rescues, states a report released by India Child Protection's (ICP) Centre for Legal Action and Behaviour Change (C-LAB) Monday.
Telangana reported the highest number of child labour rescues at 11,063, followed by Bihar (3,974), Rajasthan (3,847), UP (3,804), and Delhi (2,588).
The details are released as part of a report titled, 'Building The Case For Zero: How Prosecution Acts As Tipping Point to End Child Labour'. C-LAB is the research wing of Just Rights for Children partner body ICP. As part of the report, JRC, through its partner organisations across the country, analysed prosecution in 27,320 cases, including 9,595 FIRs and 6,959 General Diary (GD) entries.
Apart from this, 11,068 FIRs pertaining to kidnapping/trafficking of children in 2024-25 were also analysed.
The report identified spas, massage parlours, orchestra troupes, placement agencies as emerging high-risk sectors for child labour.
"Just Rights for Children, through its partner organisations, assisted in rescuing 53,651 child victims of trafficking and kidnapping (including 8,749 traced missing children).

Of the 44,902 children rescued (excluding traced missing children), 90% were engaged in the worst forms of child labour," states the report.
Apart from child labour, a total of 2,971 children were rescued from sexual exploitation, with West Bengal standing at the top with 1,005 rescues, followed by Bihar (454), Odisha (232), Maharashtra (194), and Rajasthan (191). "These findings confirm that while rescue operations are widespread and impactful, prosecution and legal accountability remain the cornerstone of sustainable change," the report notes.
The report suggested formation of a National Mission to End Child Labour, with proper funding, focusing on prosecution of offenders and rehabilitation of children. The report also suggests that legal action is a critical part of the child protection system, and "without arrests and prosecutions, rescue alone cannot bring justice or prevent future harm."

"Along with financial loss, he also suffered physical and mental trauma," Dharma Sharma, Soni's counsel, argued before the tribunal. The defence – comprising truck driver Vijay Kumar, Suraj Transport Service and ICICI Lombard Insurance Company – contested the compensation claim on multiple grounds. Rajesh Bhardwaj, representing the truck driver and the transport company, argued that his clients were being falsely implicated and questioned the high compensation amount. Deepak Gupta, counsel for the insurance company, argued that details of the truck and its registration number were not mentioned in the original FIR. He also raised objections on Soni's age and salary drawn by him before the accident. But Soni's counsel presented an eyewitness – Bijender, who runs a scrap shop near the accident site. Bijender said in his testimony that he saw the accident and had noted down the truck's registration number. A day later, the shop owner told the tribunal, he provided details about the truck and the accident to cops who were investigating the case. Noting these details, the tribunal's presiding officer on Thursday ruled in favour of Soni and directed the truck driver, the transport company and the insurance firm to jointly pay Rs 30.7 lakh as compensation along with 7.5% annual interest.

Thiruvananthapuram: Around 50% of surveillance cameras installed under Smart City project across the state capital are reportedly not functioning, says a report by city police. According to the report, nearly all cameras are currently offline, severely limiting the city's real-time monitoring capabilities. Sources close to the police indicate that only a handful of the integrated cameras, meant to oversee traffic flow, public spaces and environmental violations are operational. Civic activists and citizens have expressed concerns about the lack of monitoring, particularly regarding traffic rule violations, illegal dumping of garbage and unauthorised parking. The police commissioner has also written to Smart City CEO detailing the issue. A senior police officer has confirmed the issue. "At present, more than 50% of the cameras under Smart City infrastructure are out of service. This hampers our ability to respond quickly to violations and emergencies across the city. "The city police certified in 2024 that all the cameras were functional. Now, the police team has changed and the new team is levelling allegations. We will counter it with the details we have," the official said. The official added that the city police commissioner sent a letter to Smart City CEO in Sept 2024 stating that after a technical inspection, all cameras were found working. "Now, when they checked four cameras, two were found defunct and they concluded that 50% of the cameras in the city are damaged. It is completely wrong," the official said. The company responsible for the maintenance, which has a five-year annual maintenance contract, said that they were rectifying the issues based on the defects reported by the police. "It is not true that most of the cameras were damaged. In total there are over 1,000 cameras in the city and 98% of them are functional. If any defects are reported, we will rectify them as soon as possible," a company official said. Under the city's smart surveillance initiative, high-definition cameras feed back to the integrated command and control centre (ICCC) and traffic and safety command centre (TSCCC), where real-time AI analysis triggers alerts and sends automatic penalty notices. However, with many cameras offline, the automation is largely suspended. "Now we are physically monitoring major junctions and hotspots. But on-ground enforcement cannot substitute for automated coverage, especially when human resources are limited," a senior officer said.

Man loses 8L in city's first mobile malware cyber fraud

Lucknow: Lucknow recorded its first case of mobile malware cyber fraud on Friday when a Nishatganj resident alleged that he was duped of Rs 8.70 lakh. Though the crime took place on July 20, the case was lodged only on Friday. Cyber experts said mobile malware cyber fraud is often referred to as an APK (Android Package Kit) scam or remote access trojan (RAT) attack. According to a complaint filed with the Cyber Crime Police Station, the victim received a call on his mobile on July 20 from an unknown number regarding Aadhaar card upgradation. Subsequently, an APK file named " was sent on his WhatsApp, which he downloaded and installed. Shortly after, the victim alleged that his mobile phone was hacked, enabling unauthorised access to his private savings account. Using his debit card, five separate fraudulent transactions were carried out on the same day: Rs 1.99 lakh, Rs 1.99 lakh, Rs 1.98 lakh, Rs 1.50 lakh, and Rs 1.23 lakh. The total siphoned amount stands at Rs 8.70 lakh. The victim also lodged a complaint via the National Cyber Crime Helpline (1930).
