50% of Smart City cameras non-functional: Police report

Thiruvananthapuram: Around 50% of surveillance cameras installed under Smart City project across the state capital are reportedly not functioning, says a report by city police.
According to the report, nearly all cameras are currently offline, severely limiting the city's real-time monitoring capabilities.
Sources close to the police indicate that only a handful of the integrated cameras, meant to oversee traffic flow, public spaces and environmental violations are operational. Civic activists and citizens have expressed concerns about the lack of monitoring, particularly regarding traffic rule violations, illegal dumping of garbage and unauthorised parking.
The police commissioner has also written to Smart City CEO detailing the issue.
A senior police officer has confirmed the issue. "At present, more than 50% of the cameras under Smart City infrastructure are out of service. This hampers our ability to respond quickly to violations and emergencies across the city. These AI-powered systems were designed to detect offences such as red-light jumping, illegal parking and roadside waste dumping, many of which go unchecked due to the non-functional cameras," he said.

Meanwhile, a senior Smart City official told TOI that the police report was incorrect and the majority of the cameras were functional. "The city police certified in 2024 that all the cameras were functional. Now, the police team has changed and the new team is levelling allegations. We will counter it with the details we have," the official said.
The official added that the city police commissioner sent a letter to Smart City CEO in Sept 2024 stating that after a technical inspection, all cameras were found working.
"Now, when they checked four cameras, two were found defunct and they concluded that 50% of the cameras in the city are damaged. It is completely wrong," the official said.
The company responsible for the maintenance, which has a five-year annual maintenance contract, said that they were rectifying the issues based on the defects reported by the police. "It is not true that most of the cameras were damaged. In total there are over 1,000 cameras in the city and 98% of them are functional.
If any defects are reported, we will rectify them as soon as possible," a company official said.
Under the city's smart surveillance initiative, high-definition cameras feed back to the integrated command and control centre (ICCC) and traffic and safety command centre (TSCCC), where real-time AI analysis triggers alerts and sends automatic penalty notices. However, with many cameras offline, the automation is largely suspended.
"Now we are physically monitoring major junctions and hotspots. But on-ground enforcement cannot substitute for automated coverage, especially when human resources are limited," a senior officer said.

Puri girl dies two weeks after sustaining burns

Bhubaneswar: A 15-year-old girl from Puri district with 75 per cent burn injuries, who was airlifted and admitted to AIIMS New Delhi, died on Saturday. The girl initially alleged she was set on fire by three bike-borne men who poured kerosene on her two weeks ago on July 19. However, police said she set herself ablaze. Police said the girl has made a statement regarding the same before a magistrate, which was video-graphed. Stating the police conducted the investigation with utmost sincerity, Odisha Police, in a post on X, said, "The investigation has reached its final stage. According to the investigation conducted so far, it is clear that no other person is involved." Police sources said the girl didn't name anyone to blame for her extreme step. In AIIMS Delhi, the girl was admitted to the Burn ICU in the Burns and Plastic Surgery block of the hospital on July 20. She underwent two surgeries for the management of her deep burns. Bhopal: Nearly 10 days after assistant sub-inspector (ASI) Pramod Paawan, 51, died by suicide, police have registered a case against the in charges of two police stations, a constable, and a local resident he accused in a video recorded shortly before his death. No arrests have been made so far. The FIR was filed after a preliminary investigation and legal review of both the video message and a letter written by the deceased on July 22, addressed to the superintendent of police (SP), Datia. In the letter, ASI Paawan made similar allegations of harassment, illegal sand operations, and caste-based abuse. The ASI, who was posted at Godan police station for a year, died by suicide in the early hours of July 22. Just before taking the extreme step, he sent videos to his son and posted them on social media, accusing senior officers and a local sand mafia member of mentally harassing him after he stopped a vehicle involved in illegal sand transportation. In the video, Paawan alleged that the tractor he intercepted belonged to Bablu Yadav, a resident of Godan village, who was allegedly involved in the sand mafia and also operated gambling dens. He claimed that shortly after the vehicle was seized, Godan police station incharge Arvind Singh Bhadoria and constable Roop Narayan Yadav -- allegedly a relative of Bablu Yadav -- had the vehicle released and began harassing him. He also named Thorat police station in charge Hasan, alleging that he too was acting under pressure from Bablu Yadav due to the gambling activities in his jurisdiction. Paawan also stated that he was subjected to caste-based abuse and was being prevented from reaching senior officers. When his son tried to contact him after receiving the videos, Paawan did not respond. The family alerted police, who broke into his govt quarters and found him hanging in his room. Following the incident, SP Datia Suraj Kumar Verma removed Godan police station in charge Bhadoria from his post and assigned the probe to DSP AJK Umesh Garg. Speaking to TOI, DSP Garg said, "A case for abetment to suicide and under relevant sections of the SC/ST (Prevention of Atrocities) Act was registered against the incharges of Godan and Thorat police stations, a constable posted at Godan, and a local named by the deceased in the video, after a detailed probe on Friday night. Arrests are yet to be made."
