The bungalow would provide accommodation for the higher officials and Unon and State ministers visiting Tiruchi. As per the plan, the two-storey building will feature two suite rooms, a conference hall, a lounge, a waiting lobby, a common dining hall, a kitchen, a portico, sanitation complexes, office room on the ground floor spread over 5,340 square metres. The first floor will house two suites, a waiting lobby and a balcony at 4,240 square metres. A parking area to accommodate two-wheelers and four-wheelers will be developed.
After a feasibility study, the Corporation has finalised the DPR and submitted the report to the State government seeking approval to execute the project at a cost of ₹4.65 crore. The Corporation has requested the government to release special funds for taking up the construction.
'The civic body expects the State government to accord the administrative and technical sanctions soon. A relevant scheme is yet to be decided to fund the project. The facility is expected to be constructed within a year from the date of commencement of work,' said a senior Corporation official.

CAQM holds meeting with Haryana, Punjab on air pollution mitigation actions and strategies
New Delhi [India], July 5 (ANI): In a concerted effort to accelerate coordinated action towards abatement of air pollution in the region, the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) under the Chairmanship of Rajesh Verma, held two significant high-level review meetings on July 3. The senior officials of the Commission, along with the Chief Secretaries and senior officers of the two State Governments, Haryana and Punjab, were present at the meeting. According to the release, the review aimed to strengthen interdepartmental coordination in the two States, as mentioned earlier and evaluate the implementation of key sectoral measures for the abatement of air pollution in the region. During the meeting with the State Government of Haryana, a detailed review was done on critical areas such as preparedness for the elimination of paddy stubble burning in 2025, as per the approved Action Plan; the use of paddy straw based biomass pellets in brick kilns and compliance of prescribed emission norms by thermal power plants, including a review on the progress made in r/o minimum 5 per cent biomass co-firing targets for 2025-26, as stated in the release. Other issues reviewed included road dust mitigation strategies, especially a review of the action plan formulated by the State Government for the redevelopment of identified roads and various directions issued by the Commission to curb vehicular emissions. These included the progress made towards liquidation of End-of-Life (EoL) vehicles and installation of Automated Number Plate Recognition (ANPR) camera systems in accordance with Direction dated April 23; fast-tracking of adoption of cleaner mobility vehicles services by motor vehicle aggregators, delivery service providers and E-Commerce entities; migration of all buses entering into Delhi including those operating under All India Tourist Permit and other service regimes to cleaner modes, besides such buses already covered under Direction Nos. 78 and 81; and enforcement of restrictions on the entry of polluting transport/ commercial goods vehicles into Delhi. The progress in phasing out all diesel-operated auto-rickshaws and transitioning inter-city buses to clean energy was also deliberated upon. On the same day, the Commission conducted another review meeting with the State Government of Punjab. The review revolved around the State's preparations as per the approved plan for elimination of paddy stubble burning and implementation of the plan of action for prevention and control of paddy Stubble Burning in 2025, targeting complete elimination; mandatory use of biomass pellets in brick kilns, and compliance of prescribed emission norms by thermal power plants, including the target for co-firing minimum 5 per cent bio-mass during 2025-26. The meeting also took stock of the implementation of directions related to vehicular pollution, including the migration of inter-city buses to cleaner fuel modes and restrictions on polluting transport/ commercial goods vehicles entering Delhi. The Commission emphasised the need for the proactive and timely implementation of all Statutory Directions to avoid deterioration in air quality in the region during the upcoming winter season. In addition to the review meetings held, the Commission's team also made field visits on July 4 to various projects/ installations related to ex-situ utilisation of paddy stubble, including, e.g. Pelletisation Plant, Compressed Bio-gas (CBG) Plant, Biogas Plant, 2G Ethanol Plant and Industrial Boiler in the States of Punjab and Haryana. These visits provided on-ground insights into technological and operational progress made by both States in strengthening ex-situ management of paddy stubble. The Commission reiterated the importance of enhanced coordination, targeted implementation of the Action Plans, and strict enforcement of the Statutory Directions issued by the Commission. CAQM appreciated the efforts made by both State Governments so far and urged sustained action and a shared commitment from all concerned stakeholders to ensure visible and measurable improvements in air quality in the region, particularly in view of the approaching winter season. NH construction in Himachal on track; state govt failed to use funds: Nadda
The construction of three out of four National Highways is in an advanced stage in Himachal Pradesh and major works would be completed in the next two years, Union Health Minister J P Nadda said in Bilaspur on Saturday. About 2,593 km long, four National Highways are being constructed in the state at an estimated cost of about Rs 38,000 crore. Addressing reporters, Nadda also lashed out at the state government for not utilising the funds allocated by the Union government. "The construction of three NHs is in an advanced stage and major works would be completed in 2026 and 2027 while the project for which Detailed Project Report (DPR) is under preparation would be completed in 2028", he said. Barring the Shimla-Mator National Highway for which preparation of Detailed Project Reports (DPRs) is underway and completion is slated for 2028, the Parwanoo-Shimla, Kiratpur-Manali and Pathankot-Mandi National Highways would be completed in 2026 and 2027, he added. Nadda raised the issue of the state government treating the construction of roads at par with industries, mandating no-objection certificate (NOC) from the Pollution Control Board every year which delays the work and argued that setting of crushers and burning of charcoal for metalling is temporary and stops after the works are completed. "Union Transport and Highways minister Nitin Gadkari has already discussed the issue with the state government and I will also take up the matter with chief minister Sukhvinder Singh Sukhu", Nadda said and also cautioned that if the 'dredging' of River Beas, which is responsibility of the state government was not done, the Highways constructed by the NHAI would suffer huge damage. When asked about the complaints by the people whose properties have been affected during construction by NHAI, Nadda said that these would be disposed of on a case-by-case basis, adding that the government was sensitive and receptive about these issues. Chief Minister Sukhvinder Singh Sukhu on Friday said that large companies were often awarded contracts based solely on their machinery, but they lack understanding of the fragile hill terrain of the state. As a result, they conduct hill-cutting as per their convenience, which causes damage. He advised NHAI to consider awarding such contracts to local contractors familiar with the region. The statement came after a five-storey building and a retaining wall near Kaithlighat-Dhalli four lane in the suburbs of Shimla collapsed in the ongoing week and residents cited negligence of the National Highway Authority of India (NHAI) as the main reason behind the damage. Nadda said that an atmosphere is being created by the state government that the Centre was not helping the state government but in fact the state government has failed to fully utilised the central funds and pointed out that under PM Health Infra-structure mission only 21 per cent has been spent while only 24 per cent of the funds allocated by the 15the Finance Commission for health have been utilised. Nadda also referred to the projects worth crores announced by Union minister Kiran Rijiju for tribal and remote areas and said that he got the Rs 1,000 crore JICA project sanctioned from Economic Affairs ministry under which the contribution of the state government would be only Rs 149 crore and the remaining cost would be borne by the Centre. He said that the Union government stood firmly with Himachal during the natural calamities in 2023 and released Rs 1,700 crore while Rs 1,000 crore have been announced by Union Home Minister Amit Shah for losses suffered during the ongoing monsoon fury.
