The Himachal Pradesh High Court has issued notices to the Union Ministry of Railways, the State government, and others, seeking their response to a petition that has raised concerns over fissures in houses in some villages of Bilaspur district allegedly caused by ongoing tunnelling work for the Bhanupali-Bilaspur-Beri railway line project.
In its direction on July 2, a Division Bench comprising Chief Justice G.S. Sandhawalia and Justice Ranjan Sharma has asked the respondents to file their reply within four weeks to the Public Interest Litigation plea filed by social activist Rajnish Sharma.
A 63-km broad gauge railway line from Bhanupali near Anandpur Sahib in Rupnagar district of Punjab to Beri in Bilaspur district of Himachal Pradesh is being constructed.
The petition alleges that unscientific excavation and blasting for the railway project have caused significant damage to homes in Nog, Bamta, and Kallar panchayats in Bilaspur, endangering the lives and livelihoods of villagers, many of whom are from below poverty line (BPL) families.
Villagers have reported big cracks in their homes due to the construction of the tunnel, which is located just 10 metres from some residences, the petition stated.
The petitioner alleged that authorities have failed to rehabilitate or resettle affected families. He urged the court to direct authorities to immediately halt the tunnelling work, acquire the affected land, and rehabilitate villagers in accordance with Corporate Social Responsibility and Rehabilitation and Resettlement norms.
Residents of Badhiyad village in Nog panchayat have been staging a 'chain hunger strike' near the tunnel's entrance since June 1 to raise their concerns. 'This village is right above the tunnel and has posed a serious threat to the houses of about 20-odd families. We are not against the railway line, which is for public benefit, but their homes and lives are at stake,' the petitioner said.

A farmers' federation has expressed shock over the contradictory policies of the State Government in bringing arid land in 2,482 villages into farming activity even as it was trying to acquire fertile land of the Regional Agricultural Research Centre at Kovilankulam. In a statement, Virudhunagar district functionaries of Cauvery Vaigai Kiruthumal Gundar Farmers' Federation, said the State Government should not weaken agricultural research in the name of industrial development. The Tamil Nadu Government in its first-ever budget on agriculture in 2021 had announced that 11.75 lakh ha of arid land should be brought into farming activities in the next 10 years as part of efforts to increase farming coverage. In 2024-25, the Government planned to retrieve arid land in 2,482 villages under Kalaignar All Villages Integrated Agriculture Development programme. 'However, contradicting such a programme with a long-term vision, 129 acres of invaluable land of the research centre in Kovilankulam has been proposed to be taken up for establishing industrial estate,' federation's Virudhunagar district president R. Rampandian and secretary Gopalakrishnan, said. The land in the research centre was being used for development of rain-fed crops like millets, pulses, cotton, horticultural crops and for rain-fed farming methodologies. The centre was supplying around 50 tonnnes of certified seeds to the region covering the 10 southern districts. Besides, the centre was biodiversity home for native breeds of animals, deer, peacocks and several varieties of trees. The farmers wondered why the Government was after this parcel of land for industrial development while 30 lakh hectares of arid land were available in the State. With climatic changes forcing uncertainty on the farmers, the State Government should not reduce but strengthen its support for farmers of rain-fed regions. 'We are in a state of compulsion of protecting the existing agricultural research and also expanding it,' The State Government should give up its proposal which will break the faith of farmers and agricultural scientists, the statement said.

A spokesperson of the State Government said that the Mandi administration had distributed 1,317 food kits having 5 kg flour, 5 kg rice, one litre edible oil, one kg salt, one kg sugar, two kg pulses, 100 gm Haldi, 100 gm Mirch powder and 100 gram tea each among the affected families in the disaster hit areas. Live Events He stated that 197 food kits were made available in Thunag, 69 in Janjehli, 1,000 in Bagsaid, 40 in Dharampur, and 11 in the Chauntra area of Mandi district. He said that 160 food kits had been sent for the Janjehli area and 176 kits for the Thunag area of the Seraj assembly constituency of Mandi district today for further distribution among the disaster-affected families. He stated that 665 kits are still in stock and will be distributed as needed. On Saturday, a team of the State Disaster Response Force (SDRF) conducted a field visit to a village in Panchayat Jarode to extend emergency assistance to residents in disaster-affected areas. During the visit, the SDRF team surveyed the impacted areas and identified vulnerable individuals in urgent need of aid. Relief materials, including basic need kits and medical kits, were distributed to the affected families as part of the immediate response effort. The team also assessed the medical conditions of several villagers and provided essential medicines on-site to those requiring immediate care. As part of the outreach, SDRF personnel interacted with local residents to gather information about unmet needs and additional support requirements. These findings have been shared with the District Administration to ensure timely and continued relief measures. Himachal Chief Minister Sukhvinder Singh Sukhu has directed the Mandi district administration to conduct relief and rescue operations on a war footing in the disaster-affected areas of the district, ensuring that relief reaches all those in need. The death toll in Mandi district has risen to 14 amid widespread destruction and loss of lives caused by cloudbursts and flash floods triggered by heavy rainfall. The most affected areas are the Thunag subdivision, Karsog Gohar subdivision and Dharampur subdivision, DC Mandi, Apoorv Devgan said.

Kurnool: The State Government is fully committed to eradicating poverty and building a prosperous, inclusive society, Industries, Commerce, and Food Processing Minister TG Bharath said on Saturday. Speaking at the inaugural General Body meeting of the Swarnandhra–P4 (Public, Private, People, Partnership) initiative held at the Kurnool Municipal Office, the Minister stated that the administration, under the leadership of Chief Minister N Chandrababu Naidu, is progressing with a clear, strategic roadmap aimed at sustainable development. As part of the Swarnandhra Vision–2047 programme, he emphasized the need for rigorous implementation and directed officials to fast-track the identification of eligible families under the Margadarsi and Bangaru Kutumbalu schemes. He announced that by 2029, all eligible families in the constituency would be provided with housing. He further instructed officials to devise an action plan for development projects to be undertaken in the next five years, modernize municipal schools, improve urban parks, and resolve electrical hazards in older parts of the city. He also stressed the importance of beautifying city spaces, including cleaning and painting compound walls along main roads and accelerating tree plantation drives. Directions were issued for the establishment of parking and vending zones, including a new vending facility behind the Punnami Restaurant. He ordered the removal of encroachments on major roads to ease traffic congestion and called for focused efforts in upgrading TIDCO housing colonies. Speaking to the media, he reaffirmed the government's objective of creating a poverty-free society through a systematic and visionary approach. He stated that the meeting discussed key issues concerning the implementation of the P4 framework and various public welfare measures. He reiterated his commitment to fulfilling the 'Super 6' promises made during the elections.
