
Bhanupali-Bilaspur-Beri railway line project: HC issues notice to Centre, H.P. govt. over fissures in houses
In its direction on July 2, a Division Bench comprising Chief Justice G.S. Sandhawalia and Justice Ranjan Sharma has asked the respondents to file their reply within four weeks to the Public Interest Litigation plea filed by social activist Rajnish Sharma.
A 63-km broad gauge railway line from Bhanupali near Anandpur Sahib in Rupnagar district of Punjab to Beri in Bilaspur district of Himachal Pradesh is being constructed.
The petition alleges that unscientific excavation and blasting for the railway project have caused significant damage to homes in Nog, Bamta, and Kallar panchayats in Bilaspur, endangering the lives and livelihoods of villagers, many of whom are from below poverty line (BPL) families.
Villagers have reported big cracks in their homes due to the construction of the tunnel, which is located just 10 metres from some residences, the petition stated.
The petitioner alleged that authorities have failed to rehabilitate or resettle affected families. He urged the court to direct authorities to immediately halt the tunnelling work, acquire the affected land, and rehabilitate villagers in accordance with Corporate Social Responsibility and Rehabilitation and Resettlement norms.
Residents of Badhiyad village in Nog panchayat have been staging a 'chain hunger strike' near the tunnel's entrance since June 1 to raise their concerns. 'This village is right above the tunnel and has posed a serious threat to the houses of about 20-odd families. We are not against the railway line, which is for public benefit, but their homes and lives are at stake,' the petitioner said.

Farmers urge State Government to pursue Anamalayar and Nallar sub-projects of PAP system
Farmers in the region have urged the State Government to implement the Anamalayar and Nallar sub-projects of Parambikulam Aliyar Project (PAP) system without any time loss, to optimise utilisation of substantial volume of water that otherwise gets drained into Arabian sea at times when the rainfall is heavy. The PAP agreement of 1958 entailed harnessing 50 tmc ft water from the west flowing rivers that would include Kerala's share of 19.55 tmc ft. The agreement provided for start of Anamalayar project, which would pave way for diversion of 2,500 mcft every year in the PAP system, after construction of Idamalayar Dam by Kerala. Though the construction of the Idamalayar dam was completed in 1985, Tamil Nadu Government has not still taken steps for pursuing the Anamalayar project, P. Velusamy, president of PAP Vellakovil Branch Canal (Kangayam-Vellakovil) Water Conservation Association, said. Due to this, as much as 8.5 tmc ft water get drained into the sea during the years of surplus rainfall, he said. Likewise, the Nallar Neerar project will pave way for substantial increase in irrigation area, and agricultural progress in Coimbatore-Tiruppur districts. It will also reduce the distance of water flow to the Thirumoorthy Dam, minimising loss via evaporation . In the short-term, the State Government could consider enlarging the extent of flow from Sarkarpathy Power House and Thirumoorthy from 850 to 1500 cusecs, through enhancing the capacity of the contour canal. The government could undertake the task on a war-footing. Likewise, the government could also explore the utility of pumping of water from the Neerar Catchment to Thirumoorthy Dam directly through pipelines, Mr. Velusamy said, referring to the effective working of the Athikadavu-Avinashi pipeline scheme. There will only be minimal environmental impact, he said.

Karnataka aims to ban online betting; bill in next legislature session
BENGALURU: The Karnataka government has proposed to amend the Karnataka Police Act, 1963 in the forthcoming legislature session to ban online betting and gambling. If the Bill becomes an Act, it will curb the 'Game of Chance' -- any game, contest or activity where the outcome is predominantly determined by luck, randomness or uncertainty and includes online gambling, betting and wagering activities. It will also curb online betting in any form of wagering or staking of money, tokens, virtual currency or electronic funds on the outcome of a game, event or activity, conducted through the internet, mobile applications, or other digital platforms, where the outcome is predominantly determined by chance, as per the draft Bill. But it exempts the 'Game of Skill' -- any game, contest or activity where the outcome is determined by the skill, knowledge, training or expertise of the participant, as recognised by judicial precedents. 'The Games of skill, as determined by the State Government or a designated authority, shall be exempt from the prohibition, subject to regulation and licensing,' it clarified. Karnataka govt to set up Online Gaming & Betting Regulatory Authority Any person or entity operating an unregistered platform or engaging in online betting will be punished with imprisonment for up to three years and a fine of up to Rs 1 lakh. Any person aiding, abetting or promoting illegal online betting, including through advertisements or endorsements, will be punished with imprisonment up to six months and fined up to Rs 10,000. The government will constitute a Karnataka Online Gaming and Betting Regulatory Authority to oversee, regulate and enforce the Act. It will consist of a chairperson, appointed by the state government, with experience in law, public administration or technology. Three members, including one expert in information technology, one in finance and one in social welfare, will be appointed. The Authority will distinguish between games of skill and chance based on judicial precedents and industry standards. It will issue licences to operators of skill-based gaming platforms, monitor and investigate unregistered platforms and illegal betting activities, and conduct awareness campaigns to educate the public about risks of online betting. Any person or entity seeking to operate a skill-based gaming platform in Karnataka should apply for a licence from the Authority. Participants should be 18 years and above. Restrictions will be placed on predatory practices, like excessive advertising or luring users with unattainable prizes.

Over 200 illegal Bangladeshis' deported from Karnataka: Minister Dr G Parameshwara
BENGALURU: Karnataka Home Minister Dr G Parameshwara has said that over 200 illegal Bangladeshi immigrants have been deported from the state over the last few months. The minister said that there have been complaints of many such immigrants working as construction labourers. 'The State Government will take steps to deport illegal immigrants immediately... it is a continuous process,' he told reporters on Monday. He said that Foreigners Regional Registration Office officials will identify such illegal immigrants and inform the police. 'We are keeping track of construction workers... if they are found to be illegal immigrants, they will be deported,' he added. He also said that the government will not be soft on illegal immigrants. On the allegation that the Congress uses such illegal immigrants as a votebank, Dr Parameshwara said that the party has never been in such a situation where it needs votes from illegal immigrants to win elections.
