
Web of systems exploited for insidious financial abuse

Courts, banks and Centrelink are being used as a web of systems to perpetrate financial abuse, with experts calling for meaningful reforms to protect victims.
An estimated one in six women and one in 13 men experience financial abuse by a partner, according to the Australian Bureau of Statistics.
This form of abuse can include making a partner liable for a debt they did not accrue, withholding funds such as child support, accessing superannuation early, making a partner a company director without their knowledge or falsifying tax returns.
Swinburne University researchers analysed submissions to a 2023 parliamentary inquiry by people who had experienced intimate partner financial abuse.
Perpetrators continued to be afforded privacy in their handling of personal finances while victim-survivors were often left with public debts, research author Kay Cook said.
"Private systems of financial wealth, like banking institutions, private businesses, superannuation and trust accounts give perpetrators of financial abuse opportunities to extract financial benefits and inflict financial harms on victim-survivors," she said.
Researchers also found auxiliaries such as bank managers, personal tax accountants and family lawyers opened the door to continued financial abuse, as they could inadvertently facilitate a perpetrator through legal pathways and continued client services.
Meanwhile, victim-survivors often experienced the consequences of the financial harms for years to come.
"Victims' financial resources are diminished, safe housing is compromised and they are bound to public systems and public debts, through Centrelink child support, the Australian Taxation Office and the family courts," Professor Cook said.
The Albanese government has pledged to crack down on perpetrators weaponising financial systems, proposing law reform in the superannuation, tax and social security systems to stop them being weaponised against survivors.
But experts say the family law system must also be examined as it is consistently used to inflict financial abuse after separation.
Perpetrators had embarked on an "insidious weaponisation" of the family law system, Southern Cross University academic Georgina Dimopoulos said.
"The family courts are enabling financial abuse through the misuse of court processes, victim-survivors not being able to afford legal representation and perpetrators draining victim-survivors' financial resources through prolonged litigation," she said.

Almost none was affordable for a person on JobSeeker wanting a room in a share house, and none for a person on Youth Allowance. Median advertised rents have risen 35 per cent since this government came to office, more than three times the rise in wages. Another recent report, Rights at risk: Rising rents and repercussions, by ACOSS and the University of NSW, carries further alarming findings. Almost seven in 10 people who rent privately worry about asking for repairs in case they face a rent increase, with 56 per cent fearing it would lead to eviction and 52 per cent fearing being placed on a blacklist that would prevent them renting another property. Half of all renters live in homes that need repairs, one in 10 urgently. Almost one-in-five bathrooms has mould, which is a major health risk. Some 82 per cent of renters would find a 5 per cent rent hike "difficult or very difficult". A significant problem, and a major eyesore, is that many potential rentals are left empty - around a million Australia-wide. If occupied, these so-called "speculative vacancies" could greatly assist would-be renters. St Vincent de Paul Society calls for taxation reform to incentivise the use of long-term vacant residential properties and land. Homes that are rented have the added benefit (to owners) of generous tax concessions, both during ownership and at point of sale. This creates a considerable loss to the Treasury, with the Parliamentary Budget Office calculating that tax revenue foregone over the decade to 2034-35 due to negative gearing deductions and the capital gains tax (CGT) discount on residential investment properties will total a massive $165 billion. This is money lost to healthcare, education, housing and other social essentials. St Vincent de Paul Society regards housing as a basic human right and we firmly believe all Australians deserve a secure place to live. Properties should be treated primarily as homes, not investment opportunities. The Society supports reducing CGT concessions from 50 per cent to 37.5 per cent to generate revenue that could be used to improve social services, plus a review of negative gearing. The government should increase needs-based funding of homelessness services and permanent supportive housing, including client-led support services. If not now, when? The last census recorded 122,494 people experiencing homelessness, and that was four years ago. Governments should fund and perhaps mandate policies that improve energy efficiency in low-income households, including apartment buildings. This goes hand in hand with funding and legislating national minimum standards for renters. The package known as "A Better Deal for Renters" was endorsed by national cabinet in 2023 with the promise that, "These changes will make a tangible impact for the almost one-third of Australian households who rent". The plan is yet to be fully implemented. Meanwhile, rent increases have accelerated, and pests are the most common tenant complaint, affecting one-third of premises. We're urging for a compassionate review of the base rate of working-age payments to lift recipients above the poverty line. So many people simply cannot afford decent housing. Achieving this basic goal is fundamental to Australia's future and for our much-prized social harmony. As the Human Rights Law Centre puts it, "every person should have a safe, secure and healthy place to call home, regardless of your postcode or bank balance. Yet too many Australians are homeless, live in inadequate, insecure or unsafe housing, or need to sacrifice other necessities - from food to school uniforms - to keep a roof over their heads." Albanese government misses every target of National Housing Accord, falling more than 55,000 homes short in first year
The Albanese government has failed to meet a single target in the first year of its flagship National Housing Accord, falling more than 55,000 homes short of its annual goal. New figures from the Institute of Public Affairs (IPA) reveal the worsening housing crisis amid construction delays and exacerbated supply issues due to immigration. The housing policy, which began in July 2024, aimed to deliver 1.2 million new homes by 2029— or 20,000 homes per month—to improve housing availability and affordability. Analysis by the IPA found that just 185,000 homes have been completed since the accord began, leaving the government over 55,000 dwellings behind schedule. The government's target included 55,000 social and affordable homes, of which just 2,600 were completed in 2024. 'The federal government's National Housing Accord is one year old and already tens of thousands of homes behind target,' Director of Research at the IPA Morgan Begg said. 'In its first year of operation, the National Housing Accord as failed to hit a single target. 'At the same time the federal government is bringing in 1.3 million new migrants over three years, Australia is being set up for a disaster.' The latest forecast from the National Housing Supply and Affordability Council projected the government will fall 250,000 homes short of its target by 2029. Meanwhile, bureaucratic red tape has strangled the number of new homes being built as the time taken to build a new dwelling continues to grow. According to findings based on Australian Bureau of Statistics data, it takes 50 per cent longer to build a house in 2025 compared to a decade ago. 'There is unprecedented demand for new homes. Yet it is taking far longer to build them, and it costs significantly more to do so,' Mr Begg said. The IPA also pointed to the contradiction between falling construction rates and rising net migration, with about 1 million migrants set to come in by 2029. The federal budget papers have forecast net overseas migration of 260,000 in 2025-26 and then 225,000 in the subsequent three years. 'There is no plan on how to house new arrivals … This is a manufactured housing disaster,' Mr Begg said. The damning findings follow similar warnings from the National Housing Supply and Affordability Council (NHSAC). In its State of the Housing System 2025 report, the council projected that only 938,000 homes would be built by June 2029—over 250,000 homes short of the federal target. It noted that no state or territory was on track to meet its share of the target, based on population. ABS figures show just 177,000 dwellings were completed in 2024—well below the estimated underlying demand of 223,000. The Albanese government increased total housing commitments to $33 billion in the 2025 federal budget, including the $10 billion Housing Australia Future Fund. Housing Minister Clare O'Neil has defended her approach, arguing 'it takes time to turn the tide on a housing crisis a generation in the making'. The Property Council of Australia (PCA) has since called on governments to redouble efforts to boost housing supply productivity. 'We're projected to be 262,000 homes behind the 2029 target but imagine the gap without these reforms,' PCA Chief Executive Mike Zorbas said in a statement. 'We … desperately need to address falls in productivity that mean we're building fewer than half as many homes per hours worked today than in the mid-1990s. 'We need to move from 170,000 homes a year into the high 200,000s to meet the Accord's target. 'That requires bold leadership to dissolve assessment and approval gridlock in key corridors.'
