
Panchayati raj ministry holds workshop on spatial development plan for villages
New Delhi, Jul 17 (PTI) The Panchayati Raj Ministry on Thursday said it has brought together 19 partner institutes of planning and architecture to prepare spatial development plans for 36 gram panchayats across 14 states as a pilot project.
A two-day workshop in this regard, titled 'Navingram –� Re-Imagining the Village', commenced in Madhya Pradesh capital Bhopal on Thursday, the ministry said in a statement.
A Gram Panchayat Spatial Development Plan (GPSDP) is a comprehensive plan that guides the physical and spatial development of a gram panchayat. It outlines how land should be used, what infrastructure should be built, and how development should be managed to achieve social and economic goals.
'Spatial development plans must be realistic, sustainable and aimed at empowering gram panchayats to become self-reliant," an official statement quoted Panchayati Raj Secretary Vivek Bharadwaj as saying while delivering the keynote address at the workshop.
Bharadwaj stressed on panchayats generating their own revenue.
'We must include strategies to enhance the panchayats' own revenue generation, and ensure that village development becomes a model of self-sufficiency and innovation," he said.
According to the statement, the ministry will create a valuable knowledge repository for Panchayati Raj transformation.
'The initiative reflects the evolution from traditional village development approaches to scientifically designed spatial planning methodologies that integrate modern planning principles with Panchayati Raj governance structures," it said.
The workshop witnessed participation from elected representatives of Panchayati Raj Institutions from the spatial planning gram panchayats, officers from Departments of Panchayati Raj in various states, faculty and students from planning and architecture institutes, Town and Country Planning Department officials, and government agencies, the statement said.
'The workshop emphasises the critical importance of Own Sources of Revenue (OSR) generation and Corporate Social Responsibility (CSR) partnerships in creating financially sustainable gram panchayats that can effectively implement their spatial development plans," it said.
The partner institutes will make presentations, showcasing the enhanced GPSDPs prepared for the 36 gram panchayats.
The institutes will also present land use plans based on land suitability analysis, and propose physical and social infrastructure interventions envisioned for the next 7-�10 years, aligned with projected population growth in these gram panchayats.
Alok Prem Nagar, Joint Secretary to the Ministry of Panchayati Raj, delivered comprehensive insights on spatial planning for rural areas and the way forward, highlighting the ministry's strategic interventions and innovative approaches.
Principal Secretary in Panchayati Raj Department of Madhya Pradesh, Dipali Rastogi highlighted that Bilkisganj and Murvas gram panchayats in the state are progressing well with their comprehensive spatial planning implementation. Five more gram panchayats will adopt similar approaches with complete support from the state's Panchayati Raj Department, Rastogi said. PTI AO RUK RUK

Aditya Birla Real Estate posts net loss of Rs 27 cr in Jun qtr
Last Updated: New Delhi, Jul 23 (PTI) Aditya Birla Real Estate Ltd (ABREL) on Wednesday reported a consolidated net loss of Rs 27.08 crore for the first quarter of this fiscal. The company had posted a net profit of Rs 17.35 crore in the year-ago period. Total income also declined to Rs 157.41 crore during the April-June period of FY26 from Rs 365.24 crore in the corresponding period of the preceding year, according to a regulatory filing. During the first quarter of 2025-26 fiscal, ABREL posted a net loss of Rs 47.30 crore from continued operations while it clocked a profit of Rs 20.22 crore from the discontinued operations. ‘Unsustainable levels…': Pakistan economy drowning in debt with record $26.7 billion in loans last year; dependency on creditors deepens

(AI image) Pakistan's economy is deeply troubled, and its drowning in debt - its dependency on external support increasing every year. Pakistan got a record $26.7 billion in foreign loans in the previous fiscal year - a fact that clearly highlights its growing reliance on multilateral and bilateral lenders. Approximately 50% of these borrowings comprised refinancing of existing loans, PTI quoted a report from The Express Tribune saying. Pakistan's Debt Trouble in Numbers Pakistan's foreign exchange reserves of $14.5 billion at end-June consist primarily of refinanced loans, rollovers and new borrowings. This situation demonstrates the country's increasing dependence on external lenders, which poses risks to economic stability, the PTI report said. The fiscal year 2024-25 saw disbursements of $26.7 billion, which is a marginal increase from the previous fiscal period, according to combined data from the Ministry of Economic Affairs, the State Bank of Pakistan (SBP) and the Ministry of Finance. Pakistan's Ministry of Economic Affairs has said that of the total $26.7 billion foreign loans, roughly 13% or only $3.4 billion has been allocated for project financing. This small allocation towards project financing is indicative of the repayment challenges plaguing Pakistan economy . The majority of foreign borrowings at present support budgetary needs and foreign exchange reserves, neither of which generate funds for debt servicing. According to the Ministry of Finance, Pakistan's current debt-to-GDP ratio and gross financing requirements as a proportion of GDP have surpassed sustainable thresholds. When gross financing requirements exceed 15% of GDP, it indicates an unsustainable position. The Ministry of Economic Affairs has booked $11.9 billion in federal government accounts, exceeding the previous fiscal year by $1.2 billion. Whilst the IMF provided $2.1 billion, an additional $12.7 billion was secured through cash deposit rollovers from Saudi Arabia, China, the UAE, and Kuwait. Saudi Arabia has around $5 billion in cash deposits with the Pakistani central bank, with a 4% interest rate on the loans. These deposits have annual rollovers, because Pakistan is unable to repay. Even the IMF's three-year programme assumes a continuous rollover of the $12.7 billion loans. This raises concerns about the sustainability of external sector stability. The UAE has placed $3 billion with the Pakistan central bank. The finance ministry got $4.3 billion in commercial loans, which is majorly made up of refinanced Chinese loans and additional borrowings which are backed by Asian Development Bank (ADB) guarantees. The ADB provided $2.1 billion in new loans, above the budget by $500 million. The total contribution from multilateral institutions was $6.9 billion. The World Bank provided $1.7 billion, falling $300 million below the planned allocation, whilst not declaring any fresh budget support funding for the ongoing fiscal period. The Islamic Development Bank released $716 million in funds, whilst Saudi Arabia extended $200 million through an oil financing arrangement at a steep 6 per cent interest rate, rendering it a costly borrowing option. The government and central bank resorted to obtaining costly foreign commercial loans, supported by multilateral guarantees, to address the funding gap. Due to Pakistan's poor credit rating at junk level, the nation remains excluded from global capital markets and faces high interest rates for commercial loans and cash deposits.
