After Pahalgam Attack, Modi Govt Scales Up Grassroots Push In J&K With 970 Panchayat Bhawans
In the wake of the Pahalgam terror attack, the Narendra Modi government has now doubled down on its grassroots administrative expansion in Jammu & Kashmir. The strategic move is aimed at increasing the presence of the administration through political participation which may, in a way, deter youth radicalisation and cut off recruitment pathways for OGWs (Overground Workers) of terror outfits.
In an instance of massive infrastructure rollout under the Support for Panchayat Infrastructure programme in J&K, the Ministry of Panchayati Raj (MoPR) has approved a staggering 970 Gram Panchayat (GP) Bhawans for construction in the 2024–25 cycle alone, along with 1,606 community service centres with digitally equipped infrastructure. The government has sanctioned Rs 216 crore for current projects, which are in different phases of implementation.
A team of Union government officers led by a senior officer from the Prime Minister's Office (PMO) will be in J&K on Monday to make further outreach in the region and take stock of the situation.
Of all the sanctioned infrastructure, 470 GP Bhawans were carried over from the previous year, which includes 330 Bhawans as already completed, and 140 under active construction. An additional 500 new GP Bhawans have been sanctioned this year, of which 370 have already been tendered out. Land identification for 130 of these has also been completed, said the official document, exclusively accessed by News 18.
The plan is to flood the rural and remote landscape with visible, active governance infrastructure and make enhanced outreach.
To accelerate pace and to keep track of the work, the MoPR has instructed its CB Division teams to verify physical progress of at least 20 per cent of these projects before further release of funds.
Parallelly, another major push is underway for digital integration at the village level across the region. The government has approved 1,606 Common Service Centre (CSC) co-locations within GP Bhawans to promote digital governance and efficient citizen services access.
Of the 1,106 CSCs carried over from 2023–24, 926 are now functional in the area, with 180 expected to be operational soon. Another 500 new CSCs have been approved for the current year, with 370 tendered and land identified for 130.
For this phase, the UT administration has received approval for 680 CSC co-locations, backed by Rs 68.67 crore in funding.
In administrative and strategic terms, this is more than an infrastructure update for the J&K. It is a visible assertion of state authority in high-risk zones.
With security forces tackling militants and their backers on the ground, these administrative centres are being designed to take on the longer battle of increasing governance, countering misinformation, and turning the tide on radicalisation.

TMC, BJP in war of words over fact-finding team's recommendations
New Delhi/Kolkata: Trinamool Congress and BJP were locked in a war of words on Tuesday after the latter's fact-finding team recommended a probe by a central agency into the alleged gang rape of a law student in Kolkata. The team claimed the state police's handling of the case raised suspicion of attempts being made to save the culprits. The team also recommended that a request be made to the Centre for "effective measures" to control the situation in the state, said former Union minister and former Mumbai Police chief Satya Pal Singh at a press conference. Trinamool spokesperson Kunal Ghosh told reporters: "This BJP fact-finding committee, led by Satyapal Singh, is shamelessly lying and distorting the truth. What happened is a social crime, and an inquiry is underway. Police arrested the culprits within a few hours, an investigation is ongoing; so why do they need to create drama?" A few days ago, a police constable in UP raped a student, and two days before that, a nurse was murdered inside a hospital in MP. Does this fact-finding team go there or not?" he added. Sharing the findings of the team with the media, Singh alleged that the handwritten complaint submitted by the survivor was tampered with to remove names of the accused. Rajya Sabha MP Manan Kumar Mishra claimed the Kolkata Police commissioner (Manoj Jha) was evasive in his reply when the inquiry committee asked him to clarify why names were erased. Ghosh said: "BJP fact-finding teams don't go to BJP-governed states because they only get travel allowances to visit Bengal. If political tourists come to Bengal and want to find facts, why didn't they include the woman who spoke out against Karthik Maharaj?"

BDPO faces pay cut, disciplinary action over repeated non-compliance of info panel's orders
1 2 Chandigarh: Punjab State Information Commission (PSIC) has recommended strict disciplinary action and salary deduction against a block development and panchayat officer (BDPO)-cum-public information officer (PIO) for repeatedly ignoring commission directives under the Right to Information (RTI) Act, 2005 and bailable warrants. State Information Commissioner (SIC) Dr Bhupinder Batth issued the directions during a hearing on an appeal filed by a resident of Patiala. The appellant was awaiting information since Dec 14, 2022, despite multiple hearings and official notices spanning over two years. During the initial hearing on Dec 14, 2022, the respondent sought time to furnish the requested information. The matter was adjourned to March 28, 2023, when another delay was sought. On April 24, 2023, a show-cause notice was issued to the PIO, and the case was further deferred to May 29, 2023. When the PIO, Krishan Singh, failed to appear on May 29, the commission imposed a penalty of Rs 25,000 and issued bailable warrants against him. Despite this, he remained absent on July 18, Aug 16, and Sept 20, 2023. After the retirement of former SIC Maninder Singh Patti, the case was reallocated to SIC Dr Bhupinder Batth, with the next hearing scheduled for Jan 29, 2025. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Free P2,000 GCash eGift UnionBank Credit Card Apply Now Undo On that day, the appellant was unable to attend due to his wife's illness, but panchayat secretary Jarnail Singh appeared on behalf of the respondent. He informed the commission that Krishan Singh is now posted as BDPO, Chogawan, Amritsar. The commission directed both Krishan Singh and the present PIO of BDPO, Patran, to appear with point-wise replies. However, neither officer appeared, nor did they inform the commission of their absence. The appellant reiterated that no information was provided to him to date. The commission, upon reviewing the case file, noted that despite repeated notices and hearing orders, Krishan Singh consistently failed to comply. Moreover, the Rs 25,000 penalty imposed over a year ago remains unpaid, underscoring, as the commission observed, a "complete lack of regard for the RTI regime." Taking serious note of what it called a "deliberate and disrespectful" dereliction of duty, the commission recommended disciplinary action under Section 20(2) of the RTI Act, 2005 against Krishan Singh, now BDPO, Chogawan. The order was forwarded to financial commissioner, rural development and panchayats, with directions to ensure recovery of the Rs 25,000 penalty by deducting it from Krishan Singh's salary. They were instructed to initiate strict disciplinary proceedings under applicable service rules and submit an action taken report within 30 days of receiving the order. In addition, the commission granted a final opportunity to the current PIO (BDPO, Patran, Patiala) to appear before the commission on the next date of hearing with the complete information. Failing this, action under Section 20(1) of the RTI Act will be initiated. The case has been listed for further hearing on Oct 14. MSID:: 122319348 413 |
