Beachside hotel, conference centre and apartments part of Tasmanian developer's latest plans

A Tasmanian developer has laid out his plans for a suite of new projects across the state, including a beachside hotel, apartment buildings, a conference centre and even a childcare centre.
Errol Stewart, the businessman behind the Stewart Group and car dealership JMC, launched the plans — totalling more than $100 million in potential investment — in Launceston this week.
But he foreshadowed the possibility of "significant delays" in the planning stages and said he would not pursue plans local communities oppose.
The proposals include a $35 million hotel and apartment complex on the foreshore at Camdale, near Burnie, and residential apartment buildings in Hobart and Launceston, as well as a convention centre at Invermay in Launceston.
Mr Stewart said the Burnie project was the "major" announcement of the suite of proposals.
He said his company bought 3 hectares of coastal land from the Burnie City Council in 2024, where he intends to build the Strait Hotel.
The land is directly across the Bass Highway from an existing JMC car dealership, which he said would also soon undergo a $3 million redevelopment.
But, Mr Stewart said, the company was seeking feedback and engagement from the community before pressing ahead with the plans.
"We'll be saying to the community, 'Do you think this is a good thing, do you really support it?'," he said.
"And if the answer was a strong 'no', we'd have to revise it.
Concerns are already being raised about the Strait Hotel, which would be built on a site which is known little penguin habitat.
Penguin ecologist Perviz Marker said the Camdale penguin colony was a "good news story" as its population had grown by five times in the past 30 years.
"I think this is a fantastic opportunity to leave it as a restored, rehabilitated site."
Mr Stewart said he intended to leave half the site dedicated to the penguin colony, but Dr Marker said that would not be suitable as it was "still a loss of 50 per cent of the penguin habitat".
The site is currently zoned for environmental management, and Mr Stewart said the company would be requesting a planning scheme amendment if the project received positive community feedback.
In a post on Facebook, Burnie mayor Teeny Brumby said Mr Stewart's plans were "exciting".
"Of course, there's still a body of work to be done including permits, rezoning, council applications, and environmental considerations," she said.
"But the concept plans released yesterday offer a glimpse into something quite special for our city."
Launceston Chamber of Commerce chief executive Alina Bain said Mr Stewart's plans outlined a "level of confidence in Tasmania and his optimism for the future".
She said the proposal for a conference centre was exciting, as it would generate visitor numbers to the city, something particularly needed during the winter.
Enthusiasm for a new conference centre in the city has been growing in recent years, and a demand study prepared for tourism body Visit Northern Tasmania earlier this year noted a shortage of accommodation and facilities in Launceston.
Mr Stewart said his company would commit $10 million to such a conference centre, but estimated it would be a $25 million facility that would need government support.
Ms Bain said it was great to see Mr Stewart "stepping up".
"But we absolutely need to see all three levels of government to come together to develop this project," she said.
"It would be a game-changer for the city, and we know that the figures support this."
She said other facilities such as the Launceston airport would need to be upgraded, and that more hotel offerings in the city would also need to be developed.
Mr Stewart's suite of plans includes residential apartment buildings across the state, including in Launceston and Burnie, but he believes demand is greatest in Hobart.
There his plan is for the City Scape Towers — two five-storey apartment buildings on Campbell Street costed at $20 million.
He said he expected demand would "ripple" throughout the state if the AFL stadium at Macquarie Point was realised.
"We'll do our Hobart project irrespective of the outcome of the stadium, for sure, providing we can get a permit," Mr Stewart said.
He said a possible development boom could be likened to the tourist lure Hobart's Museum of Old and New Art (MONA) had proved to be.
"When MONA got going, everybody came down and said, 'We want to go to MONA,'" he said.
"Then they jumped in their car, and they drove north and south and all over the place. And it was just [a] MONA effect that just rippled through the island.
"And that'll be exactly the same … when and if we get the stadium up."
But Mr Stewart said he was concerned about how the state's current "planning quagmire" may present challenges to his ambitions.
He said he was hopeful that whichever party forms government next would cut red tape to allow for greater "development potential".

The business case for Tasmania's biggest ever infrastructure project details significant power price increases for industrial businesses and warnings that the government may be exposed to "very significant" financial risk in the future. But it also says proceeding now "maximises the opportunities from the state's natural competitive advantages in renewable energy, improves energy security and increases economic growth". The state was signed up to Marinus Link on Thursday night by the Liberal government, which is governing in caretaker mode, and which promised — but failed — to release the business case beforehand. The project is a proposed multi-billion-dollar undersea cable connecting Tasmania and Victoria, designed to futureproof energy and communications needs on both sides of Bass Strait. Tasmanian Energy Minister Nick Duigan signed the deal on Thursday night and he and Premier Jeremy Rockliff announced it in Burnie as a summary of the whole-of-state business case was made public. A decade in the making with the federal and Victorian governments, and signed as crossbench MPs and the Labor opposition cried foul about secrecy, it can now be seen by the public. Mr Duigan said the silence was necessary during the negotiations to ensure the government did not "trade away Tasmania's advantage". Mr Rockliff said the deal that had been struck was "a bloody good deal for Tasmania". "We're not going to show our hand and give away Tasmania's best interests," he said. He said the state's portion of the investment was capped at $103 million, for 17.7 per cent of the project equity, which can be sold back to the federal government once the project is completed. Mr Duigan said the deal negotiated in recent weeks with the federal government included a $346 million GST-free grant to develop the north-west transmission lines that would feed power to the Marinus Link, which would deliver a "substantial benefit to customers". However, he could not detail how that would affect the average Tasmanian household energy bill. He did say the "typical household" would see an annual power price reduction of between $25 and $34, before the figures in the new deal were included. Mr Duigan could not put a number on how the new deal would affect household power bills, but he expected them to be "somewhat better" off. A 25-page executive summary was published by the Treasury department shortly before Mr Duigan and Mr Rockliff made their announcement. Mr Duigan said the full business case — which is about 400 pages long — was still being worked through by Treasury, which he said needed to redact certain information that was not Tasmania's to publish. The executive summary does detail how Marinus Link would affect electricity bills through the cost of building new transmission infrastructure, and wholesale energy costs. "Future government policy on the Tasmanian regulatory framework and customer rebates, together with decisions of the Tasmanian Economic Regulator, will be critical in determining the final electricity bill outcome for Tasmanian customers," the report reads. Although Mr Duigan has claimed lower power prices for households and small businesses, the report details "very large increases" for the state's major industrials — which include Bell Bay Aluminium, the Nyrstar zinc smelter and the Boyer paper mill. Together, the major industrials would see their prices rise about $20 million in the years beyond 2030 with construction of Marinus, compared with the past financial year. That is an increase of about 45 per cent on their combined spend of $42 million in 2024-25, and would come at a time "when there appears to be a range of pressures building on major industry nationwide". Mr Rockliff said the project would provide an extra $470 million to the state's bottom line each year, in the form of Hydro Tasmania's trade in electricity. He said this would allow for greater investment each year in the state's schools, hospitals and roads, and said it would create more than 2,000 jobs in the state. But the business case notes further costs and the possibility of significant risk if the project does not proceed as smoothly as is hoped. More than $100 million in equity contributions to the Marinus Link company after the final investment decision (FID) "may be required", which would need to be considered in this year's budget. And the governments involved are exposed to "increasing financial risks and potentially very significant additional equity calls" if environmental or planning approvals are not achieved. "The previously agreed sole underwriting of such risks by the Australian government fall away once notices-to-proceed are made to suppliers subsequent to a positive FID in the third quarter of 2025," the business case reads. It also notes that Hydro Tasmania would face "increased competition" in the renewable energy space in the future, which may affect its potential revenue opportunities. Tasmanian Chamber of Commerce and Industry chief executive Michael Bailey welcomed the news the deal had been signed and said it would be "a pivotal moment" for the state. "Tasmania's energy generation isn't keeping up with demand. "Marinus Link will underpin new generation projects and help grow the economy and support businesses around the state that need more energy," Mr Bailey said. The Tasmanian end of the undersea cable will be in Burnie. The city's mayor, Teeny Brumby, said it was a "catalytic" moment. "It unlocks unprecedented economic, environmental and social benefits for our region," Councillor Brumby said. The announcement was also welcomed by Hydro Tasmania and the Marinus Link company, as well as by the state's telecommunications advocacy group, TasICT. However, the announcement also signalled the end of independent Braddon MP Craig Garland's potential support of a future Liberal government. Long outspoken against Marinus, Mr Garland said he now believed only Labor could deliver stable government for Tasmania. For his part, Labor leader Dean Winter said Tasmanians "won't have confidence" in Marinus until all relevant information is released, and said the Liberals had been "needlessly secretive". But Mr Rockliff said he would stand by Marinus, even if it cost him his job.

Speaking to ABC Radio Hobart on Friday morning, Mr Duigan said he signed a new deal with the federal government on Thursday night. The Marinus project will see a second underwater electricity cable and transmission line built in the Bass Strait between Victoria and Tasmania. It is designed to give the mainland greater reciprocal access to Tasmania's renewable energy resources. The state government has yet to release the business case for the project, despite earlier in the year promising to release it 30 days before a final investment decision. The decision to sign onto the project comes during the caretaker period almost two weeks after a state election in which no party has yet formed a new government.

Leon Compton Okay, let's talk about that. That's news that is new to Tasmanians as you talk to them this morning. You've signed a deal that commits Tasmania to Marinus. It'll now go ahead. Nick Duigan It's a really historic day, Leon. This is a massive deal for Tasmania and our future energy security, our energy supply, but also the Tasmanian bottom line and, you know, prosperity for our state. Marinus represents, I think, a game-changing circumstance for our state. In terms of the new deal that's been negotiated with the Commonwealth, it includes a grant of some $346 million GST free for the north-west transmission development. It also includes capping Tasmania's equity position at $103.5 million, which has already been committed, so Tasmania will pay no more equity into Marinus Link. But importantly, Tasmania will retain its seat at the table. We'll continue to have a position on the board and we will maintain our reserve rights on various matters that are important to the state, so that's a key consideration. And there are a number of other things that we have also secured in terms of another $650 million potentially of concessional finance for Tarraleah should that project go ahead, taking that number up to $1.3 billion and some other concessions as well. So look, that is the new deal. The old deal was pretty good. The new deal is fantastic because, as I say, Marinus is a game-changer for Tasmania. Leon Compton Minister, notwithstanding the sensitivity of negotiations, the partners in this are all state entities. You promised to show Tasmanians and you didn't. Would it have been better to show Tasmanians exactly what was on the table as you promised for 30 days before signing this deal? Nick Duigan I think in a perfect world, it's important to recognise, Leon, that these negotiations with the Commonwealth have been going on for months and it was, you know, the original timeline would have had us signing a new shareholders agreement and a new FFA agreement prior to the 1st of July, at which point we had hoped to share the whole estate business case publicly. That didn't occur, so these negotiations continued. You know, obviously then you've got the election being called, which obviously adds complication to that, but the necessity to continue to negotiate with the Commonwealth and protect Tasmania's position, I think, was the most important thing. As I say, I signed that deal last night and it has improved Tasmania's position, you know, by circa half a billion dollars and that's going to, you know, substantially offset, whatever, you know, any cost to Tasmanian customers and that's the piece that we've been working really hard on.
