Punjab bill proposes life term if acts of sacrilegelead to riots, deaths
CHANDIGARH: The Bhagwant Mann-led
Punjab
government has drafted a stringent new law on sacrilege, proposing prison terms of up to life for desecration of holy scriptures and holding guardians liable if juvenile or differently abled people on their watch commit the offence.
Titled Punjab Prevention of Offences Against Holy Scripture(s) Act, 2025, the bill prescribes a minimum sentence of 10 years for sacrilege. If such acts lead to communal violence causing death or damage to property, punishment could range from 20 years to the remainder of natural life, plus fines between Rs 10 lakh and Rs 20 lakh. Parole or furlough will be barred for convicts receiving the highest punishment or defaulting on fines.
A second or repeat conviction may result in life imprisonment or incarceration for the convict's natural life.
Those tasked with religious duties - face the harshest punishment if found guilty under the proposed legislation. Parents or natural guardians who "deliberately or otherwise omit or fail to perform their duty to control and manage" juveniles or differently abled people accused of sacrilege will also be held accountable under the law.

The bill covers conspiracy, abetment, or obstruction of religious practices. Instigators or those disturbing religious ceremonies will be prosecuted under the same law. The draft defines sacrilege as any act of "insult, dishonour, damage, defacing, disfiguring, de-colouring, defiling, decomposing, burning, breaking, or tearing" of sacred texts, or any act intended to cause such damage. Holy scriptures listed include Sri Guru Granth Sahib, Srimad Bhagavad Gita, Quran Sharif, and the Bible.
The bill mandates three to five years of jail and up to Rs 3 lakh fine for attempted sacrilege.

‘Entire village ganged up to finish a family': Police arrest three of 23 named in FIR for Bihar ‘witchcraft' murders
Purnia police, which has so far arrested three people for 'torching to death' five members of a tribal family on Sunday night over suspicion of occultist practices (witchcraft), said on Tuesday that deaths of at least five children in the last one-and-half years and latest one last week could have led to the crime. The police said it was a rare case in which the entire village seemed to have 'ganged up to kill' two men and three women of a family that they believed did black magic. Those killed were identified as daily wager Babulal Oraon (65), his wife Sita Devi (60) who was suspected of practising the witchcraft, their son Manjeet Kunar (25) and daughter-in-law Rani Devi (22) and Babulal's mother Kato Devi (82). The incident took place in Tetgama village under Mufassil police station, barely 15 km from Purnia town. The village is dominated by Oraon and other tribal community families. Police have arrested fellow-villagers Mukul Oraon, Chhotu Oraon and Sanaullah from among the 23 named in the FIR, which also mentions a mob of around 150 unidentified people. 'At least five children have died in the last one-and-half years and the villagers suspected it was due to the witchcraft practised by Sita Devi,' said a villager on condition of anonymity. The village looks deserted as almost all inhabitants have fled since the crime came to the fore. Narrating the incident, Babulal's brother Jitendra Oraon said: 'In a village of 21 tribal families, members of 18 families targeted three of ours with blunt objects. After the assault, they torched our houses. While we escaped, Babulal's entire family minus a boy got trapped in the fire and died.' He said people from neighbouring settlements did not come to their rescue. Another villager alleged how Sanaullah, who lives near the village, had 'provided his tractor to other accused to remove bodies of the victims from the spot for Rs 40,000'. Raghunath Oraon of neighbouring Dargah Tola of Raziganj panchayat said: 'By the time neighbouring villagers came to know about the incident, all bodies had been removed.' The police on Monday recovered bodies from a field 2 km from the village. Purnia District Magistrate Anshul Kumar, who reached the spot on Tuesday, said: 'This incident is the result of superstition among the people. This shows that we need to work on the lack of literacy and awareness in these tribal pockets.' Purnia Sadar Sub-Division Police Officer Pankaj Kumar Sharma said: 'Our investigation so far has revealed that the incident was triggered by a dispute over traditional healing practices or alleged witchcraft. The family of Babulal Oraon, who practiced such rituals, is believed to have been targeted after a child from Ramdev Oraon's family died three days ago and another fell ill. A land dispute, a hired hitman, and a familiar routine — behind the murder of Patna businessman Gopal Khemka
Every evening, Patna-based businessman Gopal Khemka followed a familiar routine. Around 8 pm, he would leave his home at Kataruka Niwas, nestled between Hotel Panache and Hotel Maurya in the upscale South Gandhi Maidan area, and drive 1.8 kilometres to the Bankipur Club. A director and former secretary of the social club, Khemka spent late evenings with friends, dropping a companion at Bakarganj More before returning home by 11 pm. On July 4, the routine unfolded as usual until he pulled his brown Hyundai i20 Elite up to the closed gates of Kataruka Niwas. As he honked for the guard, a helmeted man on a bike weaved through parked cars, stopped beside Khemka's window, and fired a single shot. The night's silence shattered. Khemka's son and daughter-in-law rushed from their sixth-floor apartment to find him in a pool of blood. He was rushed to Mediversal Multi Super Specialty Hospital in Kankarbagh, where the 64-year-old was declared dead. The Patna police, alerted by the hospital, first headed there and subsequently to the crime scene, where a bullet and a shell casing were found. On July 7, police arrested the alleged shooter, Umesh Yadav, at his home. 'Using CCTV footage and technical analysis, we traced the bike's route to Yadav's residence,' said Patna SSP Kartikeya Sharma. The bike's number plate had been tampered with, but a search led to the recovery of the clothes, shoes, and mask he wore. 'Under strict interrogation, Yadav confessed to the crime,' Sharma said. 'He revealed the gun was hidden at his brother's flat upstairs. We recovered the weapon, two magazines with 14 rounds, and 59 additional rounds of ammunition.' Yadav named Patna businessman Ashok Sao as the alleged mastermind, claiming that Sao hired him as a contract killer. Sao has also been arrested. 'They met a year and a half ago at a wedding in Bihar Sharif,' Sharma said. 'Yadav had been running small errands for Sao since. About six weeks ago, they allegedly started planning Khemka's killing.' 'Sao admitted their (his and Khemka's) business relationship soured over a land dispute,' Sharma said. Initially, Yadav was tasked with finding a shooter and weapon, receiving a Rs 50,000 advance with a promise of Rs. 3.5 lakh more. However, another suspect in the case, Vikas alias Raja, demanded more money, after which Yadav took the job himself. 'Sao allegedly provided the gun and briefed Yadav on Khemka's Bankipur Club routine,' Sharma said. On July 4, Yadav scouted the club, followed Khemka's car, and shot him at his gate, knowing his vehicle and registration number. The next day, as mourners gathered at Khemka's office to pay respects, Yadav met Sao at JP Ganga Path to collect the remaining Rs 3.5 lakh. 'Sao had bought a phone and SIM in Yadav's name,' Sharma said. 'Yadav returned the phone but kept the SIM.' A raid on Sao's home uncovered land documents, arms, ammunition, and Rs 6.5 lakh in cash, while Rs 3.65 lakh was found at Yadav's home. Bihar DGP Vinay Kumar added, 'Since a lot of land-related documents have been recovered from Sao's home, we are investigating which exact plot led to the dispute between him and Khemka. We will be investigating the devices of the accused and the victim. As per the primary investigation, we have found call records indicating land disputes between the two. We will be matching the voices in the calls.' Bihar ADG Kundan Krishnan said, 'We have solid evidence against the shooter for murdering Khemka and Sao for commissioning it.' Krishnan also said Sao's name has come up in a few other cases in the past, and he has been questioned by the police earlier, too. On whether there is a link between Khemka's murder and the killing of his son, Gunjan, in 2018, DGP Kumar said four people had been arrested in that case. 'The chargesheet was submitted. Gopal Khemka was the complainant. A hearing was conducted in 2022, and the second hearing is scheduled for July 15, 2025. The main shooter in the incident has been murdered, and so has the complainant (Khemka). We will investigate to find out if there's any link.' Another suspect in Khemka's murder, Vikas, was meanwhile shot dead in a police encounter on early Tuesday morning. Patna IG Jitendra Rana said, 'Vikas was involved in other cases of murder and shooting, and his history showed that he supplied illegal arms and ammunition for such incidents. His name also came in connection with this case, and we got informed of a weapon with him by the shooter (Umesh). While a police team went to raid his residence, he opened fire, and in self-defence, the police returned fire, resulting in his death.' The police said they had recovered a pistol and cartridges from the scene.

CM Revanth seeks Centre's push for Zaheerabad, Warangal projects
New Delhi/Hyderabad: Chief Minister A Revanth Reddy has urged Union Minister for Commerce and Industry Piyush Goyal to extend central support to take up development of Zaheerabad Industrial Smart City apart from sanctioning funds for the Warangal airport and giving approval to the Hyderabad–Bengaluru Defence Corridor. During their meeting in Delhi on Tuesday, the Chief Minister exhorted Goyal to immediately release Rs.596.61 crore for the Zaheerabad Industrial Smart City project that has been approved by the National Industrial Corridor Development and Implementation Trust (NICDIT). Goyal was specifically urged to provide financial assistance to develop infrastructure, including water supply, power supply network and other facilities that are integral to the smart city project. Stressing on the importance of the Hyderabad–Warangal Corridor. Reddy also sought immediate sanction of funds to ensure a speedy completion of the Warangal airport. The Chief Minister also stated that the feasibility study of the Hyderabad-Vijayawada Industrial Corridor was under progress. As the state government has already set up a dedicated defence and aerospace park with state-of-the-art infrastructure in Adibatla, the Chief Minister appealed to the union minister to give his nod for the Hyderabad-Bangalore Industrial Corridor as an Aero-Defence corridor. He also spoke about the state government's proposal for developing 100 plug-and-play industrial parks that are ready for investments. He sought the Centre's approval for the new industrial development project. In a separate meeting with Union Minister for Chemicals and Fertilizers JB Nadda, Revanth Reddy to his notice that only 3.07 lakh metric tonnes of urea was supplied between April and June as against the state's requirement of five lakh metric tonnes during the Kharif season. Given that farming activity has been in full swing and projects receiving abundant inflows, Revanth Reddy appealed to Nadda to ensure that there would be no disruption in the supply of urea during the season. The Chief Minister urged Nadda to enhance the quota of domestically produced urea for Telangana and increase the number of rakes for urea supply as the railways was reluctant to consider the demand for more rakes.
