Zelensky alleges at least 155 Chinese mercenaries fighting in Russian army

April 10 (UPI) -- Ukrainian President Volodymyr Zelensky said his intelligence services had documentary evidence that at least 155 Chinese nationals were fighting on the Russian side in its war on Ukraine.
"There are 155 Chinese citizens who are fighting against Ukrainians on the territory of Ukraine," President Volodymyr Zelensky told reporters at a news briefing Wednesday night.
"We are collecting information, we believe that there are many more. For these 155, we have passport data, where they are from, their Chinese documents, age, etc. Also units where they're serving, 70th, 71st, 255th motorized rifle regiments and others," he said.
"After recruitment, these people arrive in Moscow, where they undergo 3-4 days of medical examinations and 1-2 months in training centers. They fight on the territory of Ukraine. They receive migration cards, as well as a card of the Mir payment system [Russia's equivalent of the Visa or Mastercard payment networks], for which they receive money, respectively."
The men had been recruited through a Russian advertising campaign rolled out over Chinese social networking channels and more mainstream social media, including TikTok, which is Chinese-owned, using promotional videos, according to Zelensky.
He added that "official Beijing" was aware of what was going on but suggested clandestine recruitment may also be happening alongside.
The claims came a day after Ukraine said it had captured two Chinese citizens fighting for Russia in Ukraine's eastern Donbas region, one of the frontlines in the war.
Ukraine Foreign Minister Andrii Sybiha summoned China's charge d'affaires to get answers, warning the discovery called into question China's claim to support peace and undermined its credibility as a "responsible" permanent member of the U.N. Security Council.
China's Foreign Ministry said it was working to verify the reported involvement of Chinese citizens in the war with Ukrainian officials but rejected the claim there were many more than the two that had been captured.
"Such claim has no basis in fact. Let me stress that the Chinese government always asks Chinese nationals to stay away from areas of armed conflict, avoid any form of involvement in armed conflict, and in particular avoid participation in any party's military operations," said spokesman Lin Jian at his regular briefing Wednesday.
He said Ukraine needed to "correctly view" the clearly constructive role China was playing in working toward a political settlement of the Ukraine conflict, insisting its positive stance was widely recognized by the rest of the international community.
Lin said he had no information on whether Ukraine had previously raised the issue with Beijing through formal channels.
Ukraine's Pravda news website reported that one of the Chinese men had told his Ukrainian captors that he had paid $3,530 to an intermediary to enlist in Russian forces as a route to Russian citizenship and that he trained among a group of other Chinese in Russian-occupied Luhansk, which together with Donetsk makes up the Donbas region.
The prisoner said some of his countrymen in the group were escaping "legal issues" back home in China and that he had traveled to Russia as a "tourist."
North Koreans have also become involved in the conflict, with some 11,000 believed to be fighting Ukrainian forces in Russia's Kursk province after Kyiv invaded part of the region in a counteroffensive in August.

Giving a read-out of their conversation, a Number 10 spokesperson said that the men 'agreed international partners must continue to ramp up the pressure on Russia'. The spokesperson added: 'The Prime Minister underlined the UK's unwavering support for Ukraine, and the leaders agreed on the importance of the role of independent anti-corruption institutions at the heart of Ukraine's democracy. The Prime Minister 'suggested involving experts who could contribute to long-term cooperation', Mr Zelensky added. Mr Zelensky and Sir Keir spoke in person last month when the Ukrainian leader was hosted by Number 10.

UnitedHealth Group said in a statement on its website that it reached out to the DOJ after seeing media reports about investigations into its Medicare program. "(UnitedHealth) has now begun complying with formal criminal and civil requests from the Department. The Company has full confidence in its practices and is committed to working cooperatively with the Department throughout this process," the statement said. The insurer said it's launching its own investigation. "To provide our stakeholders transparency and confidence (UnitedHealth) ... has proactively launched its own initiative to conduct third party reviews of policies, practices, and associated processes and performance metrics for risk assessment coding, managed care practices, and pharmacy services." The company told CNBC that it expects to complete that review near the end of the third quarter. The Wall Street Journal reported in May that the Justice Department is conducting a criminal investigation into UHC for Medicare fraud. The company said it stands "by the integrity of our Medicare Advantage program." The Journal reported in July that the DOJ interviewed doctors about UnitedHealth's practices and asked if they felt pressured to submit claims for certain conditions that bolstered payments from the Medicare Advantage program. "(UnitedHealth) is committed to maintaining the integrity of its business practices and serving as reliable stewards of American tax dollars," UnitedHealth said. This is just the latest setback for the country's largest health insurer. Shares are down more than 42%, its CEO Andrew Witty left the company in May, it suffered a ransomware attack in early 2024, and then CEO Brian Thompson was killed in December 2024 by alleged shooter Luigi Mangione, which sparked significant public outrage against the company.

A pair of top Senate Republicans on Thursday called for a special counsel to be appointed to probe whether former President Obama aided an effort to undermine President Trump's 2016 White House bid. Sens. Lindsey Graham (R-S.C.) and John Cornyn (R-Texas) pressed for the appointment, saying they want answers about how Obama and his administration 'manipulated' matters in the hopes of a Hillary Clinton victory in 2016 'For the good of the country, Senator @JohnCornyn and I urge Attorney General Bondi to appoint a special counsel to investigate the extent to which former President Obama, his staff and administration officials manipulated the U.S. national security apparatus for a political outcome,' Graham posted on his X feed. The call came a day after Director of National Intelligence Tulsi Gabbard released a new document casting doubts on Russian President Vladimir Putin's desire to aid Trump in the contest, though it backed up the argument that Russia wanted to interfere in the election writ large. The document was part of a House Intelligence Committee report stemming from when Republicans controlled the chamber and was classified until Gabbard released it. Although it does not dispute that Moscow interfered in the election, it sheds light on the Obama administration's handling of Russia's activity at the time. It was the second recent disclosure by Gabbard seeking to discredit the Obama administration. Last week, she released a report alleging Obama administration officials manipulated intelligence related to Russian interference in the 2016 election and accused former officials of engaging in a 'treasonous conspiracy.' A number of intelligence reviews determined that the Russians sought to influence the 2016 contest and that Putin wanted Trump to emerge victorious. 'As we have supported in the past, appointing an independent special counsel would do the country a tremendous service in this case,' Cornyn said in a statement. 'With every piece of information that gets released, it becomes more evident that the entire Russia collusion hoax was created by the Obama Administration to subvert the will of the American people.' 'Democrats and the liberal media have been out to get President Trump since 2016,' he continued. 'There must be an immediate investigation of what we believe to be an unprecedented and clear abuse of power by a U.S. presidential administration.' An Obama spokesperson issued a rare rebuke of Trump's claim that the ex-president committed 'treason,' and noted that the Senate Intelligence Committee in 2020 backed that the Russians attempted to sway votes but were not successful. The committee at the time also backed up the work of the intelligence community during that stretch. That panel was chaired by then-Sen. Marco Rubio (R-Fla.), who now leads the State Department. 'Out of respect for the office of the presidency, our office does not normally dignify the constant nonsense and misinformation flowing out of this White House with a response. But these claims are outrageous enough to merit one,' said Patrick Rodenbush, an Obama spokesperson. 'These bizarre allegations are ridiculous and a weak attempt at distraction.' The administration has released the documents as it tries to pivot away from Jeffrey Epstein while lawmakers issue subpoenas in search of answers on the case.
