Australian universities hesitate on antisemitism definition amid academic freedom concerns

Months after the release of a new definition of antisemitism, a string of Australian universities are yet to adopt it amid concerns it may contravene academic freedom.
The academic board at the Australian National University (ANU) has declined to adopt the definition, paving the way for the university to become the first to reject the policy, while at least 11 other institutions have not yet made a decision.
Peak Jewish groups last week accused the ANU of allowing an 'unsafe and unwelcoming campus' over the board's decision not to adopt the definition endorsed by Universities Australia (UA) in February that closely aligns with the contentious International Holocaust Remembrance Alliance (IHRA) definition, after a parliamentary inquiry into antisemitism on campuses.
The UA definition has faced some criticism since its release.
The National Union of Students (NUS) and National Tertiary Education Union (NTEU) rejected the definition over free speech and academic freedom concerns. University of Sydney students overwhelmingly voted to reject university management's adoption of the definition, over similar concerns, at a meeting convened by the Student Representative Council.
UNSW, Deakin University, Victoria University, University of Technology Sydney and RMIT University were waiting for the outcome of consultation between the Tertiary Education Quality and Standards Agency and the Higher Education Standards Panel, which were tasked by UA to ensure the definition upholds higher education standards and freedom of expression.
James Cook University will examine the definition when it reviews its discrimination policy later this year, as will the University of Adelaide at the request of its council, while Charles Darwin University is considering the 'best positioning' of the definition within its policy framework to 'ensure that academic freedom and expression is honoured'.
The University of the Sunshine Coast's academic board will consider the definition in coming months, while the University of Newcastle is 'actively engaging' with stakeholders to consider 'different perspectives' on the matter.
The University of Queensland senate endorsed the definition, which was later discussed by the academic board in March, and is working to 'finalise' its decision.

On Friday 23 May, the last day of term, ANU's academic board chair, Prof Tony Connolly, informed the ACT Australasian Union of Jewish Students (AUJS) the board would recommend against adopting the definition and instead intended to adopt a broader anti-racism definition based on a 2023 report released by the university's anti-racism taskforce.
An ANU spokesperson confirmed the board had recommended a definition of racism be adopted and 'anti-racism culture' be developed in accordance with the taskforce's recommendations.
The academic board holds significant authority in developing and approving university policies but it is ultimately up to the executive to decide whether to endorse its decision.
The spokesperson said the university had not rejected the UA definition and was 'continuing to work with our community to determine the best approach and consider the matter through the appropriate governance processes'.
Last Friday, the heads of the Executive Council of Australian Jewry (ECAJ) and the Australian Academic Alliance Against Antisemitism (5A) wrote to the ANU vice-chancellor, Prof Genevieve Bell, expressing their 'dismay' at the board's decision.
'By reason of many examples of antisemitic behaviour at ANU, your campus has become unsafe and unwelcoming for Jewish students,' the letter read. 'Absent a credible definition of antisemitism at ANU, we do not see how the university intends to identify antisemitic conduct and respond appropriately to it.'
The working UA definition, first developed by Group of Eight institutions, was unanimously endorsed by 39 vice-chancellors in February, based on work with Jillian Segal, the special envoy to combat antisemitism.
The definition says criticism of Israel can be antisemitic 'when it is grounded in harmful tropes, stereotypes or assumptions and when it calls for the elimination of the state of Israel or all Jews or when it holds Jewish individuals or communities responsible for Israel's actions'.
'Substituting the word 'Zionist' for 'Jew' does not eliminate the possibility of speech being antisemitic,' the definition states.

Liat Granot, a co-president of the AUJS, addressed ANU's academic board last month, encouraging it to adopt the definition.
Granot said rejecting the definition made Jewish students feel 'incredibly exposed, unsupported and disillusioned'.
'This definition was seen as the last straw … to a hope we had in the institution's ability to protect us. That's been crushed,' she said.
In March, the NTEU's ACT division secretary, Dr Lachlan Clohesy, wrote to Connolly urging him to oppose the UA definition.
Clohesy said the definition was 'inconsistent with fundamental principles of academic freedom and freedom of speech', and risked conflating legitimate criticism of the Israeli state and government with antisemitism.
Clohesy said some Jewish NTEU members had taken particular issue with the 'inclusion of Zionism as part of Jewish identity' in the definition, and the 'underlying assumption that a Jewish person is likely to be Zionist'.
'NTEU is also concerned that the adoption of this definition could lead to attempts to initiate disciplinary [action] against ANU staff in future,' he wrote.
The ECAJ and 5A urged the board to reconsider its position and to 'recognise that a non-legally binding, working definition of antisemitism that reflects the Jewish lived experience, is essential'.
'The ANU academic board … comprised of academics with no specialised anti-racism mandate, and which has a focus on academic freedom, is not the appropriate body to evaluate whether the UA definition should be adopted.'
A UA spokesperson said the body respected the autonomy of universities to make their own decisions, 'including how best to implement policies and principles that support student safety and free expression'.
More than 20 universities did not provide a comment.

The U.S. tariff deadline of July 9 is not expected to affect Australia, he added. "We are in a position where on July 9 that won't really have an impact on us because that's about other countries who have higher rates," said Albanese. "No country has a better tariff level than 10%. Now we will continue to put our case as we do." Albanese's scheduled meeting with Trump on the sidelines of the G7 was cancelled last month when Trump left the summit early due to tensions between Israel and Iran. The government is still trying to get a meeting with Trump, and Albanese said on Friday there would be many opportunities to meet at various forums between now and the end of the year.

Leaked messages from a WhatsApp group of Liberal party members in New South Wales have labelled calls for gender quotas as 'embarrassing', as the push for stronger female representation grows. The latest discord followed a meeting of the NSW Liberal Women's Council on Wednesday night, where attenders said a majority of the women were in support of quotas and broad cultural change after May's federal election loss. The WhatsApp chat exploded after the meeting's quotas discussion, which followed a public petition for quotas, endorsed by Hilma's Network founder, Charlotte Mortlock, the president and vice-president of the women's council, and former NSW Liberal MP Rob Stokes, with his wife, Sophie. The petition, created after the federal election, has 500 verified signatures as of Friday. It urges for quotas in the Liberal party to be established 'immediately' and claims the 'frustrations of women, both Liberal members and voters, continue to fall on deaf ears'. In the messages, the former Young Liberals president, Alex Dore, compared the quota push to the Liberal party putting former construction union leader John Setka into a leadership position. 'Gender quotas are as antithetical to most Liberals as putting Labor trade unionists like John Setka on the party's board of directors,' he wrote to the WhatsApp group. There were no models or motions presented at the Women's Council meeting, and one member said it would take time for the right model to be debated and accepted. Others in the party have publicly opposed quotas, including the frontbencher Angus Taylor, who has said he would actively campaign on 'sensible policies in line with Liberal values' to get more women into parliament. One Nation leader Pauline Hanson has accused both major parties of ignoring the plight of young Australians battling to ever afford a house by presiding over high immigration. Record-high immigration levels under Labor have worsened Australia's housing affordability crisis, with the median house price in capital cities now above $1million - putting it well beyond the reach of an average, full-time worker earning $102,742. Senator Hanson said both Labor and the Coalition were more focused on winning votes in marginal seats rather than making housing affordable. 'Young Aussies want to own a home, start a family, and live in a nation they can be proud of, but both major parties are standing in the way,' she said. 'Labor buys votes with handouts, then dumps the debt on the next generation. 'The Liberals skirt around the real issues, too afraid of losing votes to fight back against the decline. 'Meanwhile, mass immigration keeps driving up housing demand, straining services, and undercutting wages. Australians are being pushed to the back of the queue in their own country.' Last year, 340,800 migrants moved to Australia on a permanent and long-term basis. This net figure, factoring in departures, was lower than the record-high levels approaching 550,000 in 2023. But it was significantly higher than the 194,000 who came to Australia in the lead-up to Covid in 2020. As a result, house prices in Sydney, Brisbane, Perth and Adelaide have outpaced wages growth since the pandemic, even though the Reserve Bank of Australia raised interest rates 13 times in 2022 and 2023. The average-full time worker can now longer afford the median-priced house in any major capital city market, except Darwin, and now working couples are struggling to get into the property market. Senator Hanson wants annual immigration levels capped at 130,000, where it was two decades ago before the mining boom. 'It's time to put Australians first, with affordable housing, fairer tax for families, and a government that backs the people who built this nation,' she said. 'If we want to create a future worth inheriting, we need to act now.' Labor is promising to build 1.2million homes over five years, or 240,000 a year. Anthony Albanese 's Labor government was re-elected in a landslide with a $16billion plan to slash student debt by 20 per cent, saving a graduate an average of $5,520. But Senator Hanson said cutting Higher Education Contribution Scheme debt amounted to a form of generational pork barrelling to get the youth vote, along with a government guarantee enabling all first-home buyers to get into the property market with a small, five per cent deposit. 'Labor has bought a lot of the young votes with the HECS debt, so getting rid of that and also propping up their deposit on their house, which I think is going to see a lot of the young ones fall over with that because they've still got to make the repayments too to their debt,' she told Sky News host Caleb Bond. 'Their vote's been bought. People have become so self-centred these days, it's all about me. What is in it for me?' Hanson said Labor was letting Australians down on key issues, including failing to get an exemption from 50 per cent tariffs on Australian steel and aluminium from Donald Trump. 'First, Albanese gets cold-shouldered by Trump. No real relationship, no respect. Penny Wong flies over for 'diplomacy' and comes back empty-handed. No tariff deals. No progress. Just headlines and handshakes. Australians deserve better,' she said. 'Then there's the so-called green energy transition. Wind farms scrapped. Transmission lines delayed. Farmers ignored. Power bills up 9%, and we're told to just cop it. The real cost of Labor's renewables fantasy? It's paid by households and small businesses.' She also warned of 'nation within a nation' as a result of the current government, citing Cricket Australia's reluctance to hold Test matches on January 26. 'That's exactly what we're seeing. Division, not unity. Woke politics over common sense. 'While I'm in Parliament, I'll keep pushing back because if we don't stand up now, we risk losing the country we love. 'Cricket Australia, our own national sport, won't play matches on Australia Day. Again. Because they're scared of offending someone.
