COAI welcomes govt's move to stop illegal signal boosters on e-commerce platforms

New Delhi: The Cellular Operators Association of India (COAI) on Monday welcomed the government's new guidelines aimed at stopping the online sale of illegal mobile signal boosters and wireless jammers.
The guidelines, issued by the Central Consumer Protection Authority (CCPA) on May 27, are seen as a major step to improve network quality and protect consumers from the harmful effects of unauthorised radio equipment.
The new rules, officially titled 'Guidelines for the Prevention and Regulation of Illegal Listing and Sale of Radio Equipment including Walkie Talkies on E-Commerce Platforms, 2025', clearly ban the listing and sale of mobile signal boosters and jammers on online shopping platforms.
This is outlined in Clause 4(i)(b), which directly addresses these devices, citing their role in causing network disruptions and customer complaints.
The COAI has long raised concerns about the unchecked sale and use of these illegal devices. According to the industry body, these signal boosters are often installed without permission in homes and commercial buildings, leading to serious problems in mobile network performance for licensed telecom operators.
COAI Director General, Lt Gen Dr. S.P. Kochhar (retd), thanked both the Department of Consumer Affairs and the Department of Telecommunications for taking strong action on this issue.
"Clause 4(i)(b) of the guidelines is a strong validation of our concerns and advocacy. We believe this proactive step will go a long way in ensuring quality of service and upholding consumer rights," he said.
The COAI urged all e-commerce companies to fully follow the new rules and called for strict enforcement to ensure compliance.
The association also expressed its commitment to working with the government and other stakeholders to protect the country's digital communications infrastructure.
The move is expected to improve mobile network services and reduce interference caused by illegal radio equipment, benefiting both telecom providers and millions of mobile users across India.

The kharif season has started, and farmers who are unable to get crop and other loans approach private money lenders. "Some of them charge exorbitantly, leading to farmers getting caught in a vicious circle of debt. The interest forces them to sell off their property and, in certain cases, take extreme steps. The department has therefore decided to visit the premises of registered money lenders to ensure they stick to the norms," said the officer. The officer also mentioned that people who borrow from private money lenders need to obtain all the necessary information and ensure their loans are documented. This will allow them to register a complaint with the office in case of any violations.

His comments follow a string of investor setbacks, including the HDB Financial Services IPO, where valuations crashed below unlisted trade levels. In a post on X, Kamath recounted how a wealth manager approached Zerodha to buy shares in one of its unlisted group companies with the intent of reselling them at a 50% markup. 'The craze for unlisted shares like NSE, MSEI, and CSK is crazy,' Kamath wrote. 'Most investors think they can make easy money by picking these pre-IPO companies, waiting for the IPO, and making big listing gains. But it's not as easy as it sounds, and there are all sorts of risks,' he cautioned, as reported by ET. He pointed to HDB Financial Services as a recent example where retail enthusiasm backfired. Its IPO price band was set nearly 40% below the last traded price on unlisted platforms, burning many early-stage buyers. 'You are better off investing in mutual funds than trying to pick unlisted companies,' Kamath added. According to Kamath, one of the biggest issues with unlisted shares is the absence of reliable price discovery. Unlike regulated stock exchanges, where trades are transparent and reflect demand-supply dynamics, 'unlisted shares are traded on unregulated platforms—with no oversight and often excessive markups and commissions,' he said. Liquidity is another challenge. Some companies have taken years to go public—NSE's IPO, for instance, has been in the works for over a decade. Meanwhile, investors are stuck with illiquid holdings and limited performance data. 'Unlisted companies also make fewer disclosures than listed companies,' Kamath said, quoted the report. For further context, Kamath linked to a blog by Bhuvan, a researcher at Zerodha, which detailed how unlisted share platforms operate and the risks they pose. 'They aggregate the supply of unlisted shares like NSE, Chennai Super Kings, Boat, Oyo Rooms, etc., add a markup to the price, and then sell them,' Bhuvan wrote. 'On top of the markups, there are commissions as well. In many cases, the markups plus commissions can be anywhere from 30–40% to 100–200%.' The ET report noted that retail interest in these platforms has spiked post-COVID, driven by the pitch of identifying the next unicorn before it lists. However, several investors have faced significant losses. In 2023, Reliance Retail shareholders suffered losses of up to 60% after a share capital restructuring. The Securities and Exchange Board of India (SEBI) has also taken note. In December 2024, it issued a circular stating: 'Certain electronic platforms and/or websites are facilitating transactions in unlisted securities of public limited companies. Such activities are in violation of the Securities Contract (Regulation) Act, 1956, and SEBI Act, 1992.' Bhuvan concluded the blog post with a sharp reality check: 'If you don't have an edge, you're just continuing the age-old tradition of retail investors donating money to the markets—this time without tax benefits.' ICICI stake watch: ICICI Bank moves to retain majority in AMC, ADR rules set for tweak

ICICI Bank has approved plans to raise its stake in ICICI Prudential Asset Management Company by up to 2 per cent, as part of efforts to retain majority control ahead of a potential dilution due to stock-based compensation at the fund house. In a regulatory filing on Friday, the bank said its board has cleared the proposal to purchase up to 2 per cent additional shareholding in the asset management firm, PTI reported. 'This purchase will primarily be towards maintaining the bank's majority shareholding in the event of grant of stock-based compensation by the company,' it said. The move will be subject to requisite regulatory approvals, the bank added. ICICI Bank currently holds a 51 per cent stake in the AMC, while the remaining 49 per cent is owned by its joint venture partner, UK-based Prudential PLC. In February this year, the bank had disclosed its intention to retain majority control in the AMC even as Prudential moves ahead with a planned listing and partial stake sale in the fund house. ICICI Prudential AMC posted a net profit of Rs 1,815 crore in FY24, up from Rs 1,508 crore in the previous year. In another key decision, the ICICI Bank board also approved an amendment to the bank's ADR Deposit Agreement to grant voting rights on deposited securities to registered American Depository Shares (ADS) holders, subject to RBI approval. 'The voting rights by the registered ADS holder would be subject to it demonstrating that its holdings are in conformity with Section 12B of the Banking Regulation Act, 1949 read with applicable Master Direction & Guidelines, as amended from time to time,' the filing said.
