Litterbugs May Face Community Service Under Amended Law

KUALA LUMPUR, July 21 (Bernama) -- The Solid Waste and Public Cleansing Management (Amendment) Bill 2025, passed in the Dewan Rakyat today, will empower courts to issue community service orders for littering offences in public areas.
Housing and Local Government Minister Nga Kor Ming said the provision is introduced through a new subsection 77(B)(1), allowing courts to impose community service orders in addition to fines.
'I noticed all honourable members have called on the government to act firmly in enforcing this amendment.
'Therefore, I urge everyone to support the Housing and Local Government Ministry (KPKT) when it takes firm action against litterbugs, and not defend those who indiscriminately discard rubbish.
'When the courts hand down sentences, let us uphold social justice and avoid politicising or turning it into a polemic,' he said when winding up the debate on the Bill in Parliament.
The Bill was passed by a majority voice vote after being debated by 14 Members of Parliament (MPs).
Nga also said that under the amendment, courts will be required to take into account the physical and mental condition of the convicted individual before issuing a community service order.
'Under this Bill, the government does not prescribe a minimum period (for community service), in respect of the separation of powers. The courts have full discretion to determine the duration, after considering the individual's physical and mental factors.
'As raised by Rasah MP (Cha Kee Chin), in cases involving autistic children, for example, the court will have discretion to assess their mental condition to determine suitability. We leave this to the court's wisdom,' he said.

'Sometimes in the government, we are required to make some unpopular, extremely difficult decisions as leaders who care about the next generation,' he said. He also hinted at more positive announcements in Budget 2026, set to be tabled in October. In addition to cost-of-living measures, Nga reaffirmed the government's commitment to housing reforms through PR1MA and affordable housing projects. Chief Minister Datuk Seri Hajiji Noor said the measures, designed to ease the rising cost of living, demonstrate the federal government's commitment to public welfare. 'This reflects the Prime Minister's genuine concern for the people's well-being,' Hajiji said in a statement. He highlighted the one-off RM100 aid for Malaysians aged 18 and above, redeemable at 4,100 retail outlets, as well as the expansion of Rahmah MADANI Sales to every state constituency. The reduction of RON95 petrol prices to RM1.99 per litre under the targeted subsidy scheme was another key move, expected to benefit over 18 million Malaysians. 'This has truly fulfilled the people's aspirations,' Hajiji added. Yonhap News reported Kim announced the appointment on his Facebook page, describing G-Dragon as South Korea's "leading artist" who has "continuously demonstrated creativity and innovation," including by transmitting his music into space. "With 100 days to go until the summit, please watch the synergy between G-Dragon and the Apec summit!" he wrote. The prime minister serves as head of the summit preparation committee.
