Shamila Batohi's appointment as the National Director of Public Prosecutions raised hopes for a turnaround at the NPA. Despite disappointing results in prosecuting state capture cases, the NPA boasts a remarkable 90% conviction rate in complex commercial crimes in 2024.
This achievement, which also included 333 convictions in complex tax case matters, highlights the NPA's strides in prosecuting financial crimes.
The NPA's Specialised Commercial Crime Unit, in collaboration with the Directorate for Priority Crime Investigation, achieved these convictions.
The prosecuting body's annual report for 2023/24, also showed that over 900,000 criminal matters were finalised across the country.
The report also stated that the NPA achieved a remarkable 93.4% conviction rate in prosecuting organised crime cases, although a lot needs to be done to ensure that kingpins are also held accountable.
These cases include the arrest and sentencing of six people who were involved in the murder of whistleblower Babita Deokaran. This was after Deokaran reported irregularities in the spending of the Gauteng Department of Health.
Two accused were sentenced to 22 years and three were imprisoned for 15 years.
Vincent Mkhefa, the chief financial officer and acting municipal manager at Nketoana Municipality in the Free State, was sentenced to eight years after he appointed service providers to supply 4,000 single-phase pre-payment electrical meters and 1,000 ready boards for R2,124 million.
At the time he supposedly took the delivery, the items had not even been manufactured and he created the false impression that they were delivered and received.
The unit also had a freezing order of R1.4 billion against Eskom senior executive France Hlakudi who was facing charges of fraud, corruption, and money laundering against him and 10 others.
The NPA also celebrated the Supreme Court of Appeal's decision to dismiss the deportation appeal of Dr Nandipha Magudumana from Tanzania on May 16. This decision ended a long legal battle over the lawfulness of her return to South Africa in April 2023 and clears the way for her trial, set for 21 July 2025, alongside her alleged partner, Thabo Bester.
The NPA also made significant progress in recovering money in economic crime cases, with nearly R2 billion recovered in 129 cases.
Of this, R750m has been paid into the Criminal Asset Recovery Account (CARA).

In light of public concerns regarding the effectiveness of prosecuting GBV and high-profile crimes, particularly after the acquittal of Pastor Timothy Omotoso despite serious allegations and years of trial, Justice and Constitutional Development Minister Mmamoloko Kubayi revealed this information. In response to parliamentary questions from the EFF's Sixolisa Gcilishe, Kubayi addressed concerns about how the department prevents high-profile acquittals from discouraging GBV victims from coming forward. Next Stay Close ✕ 'The NPA has publicly expressed disappointment at the recent judgment on the Omotoso matter, but cautioned against using one matter to undermine the trust and confidence of victims of GBV in our criminal justice system. Instead, it has emphasised its well-established victim-centred approach to dealing with victims of GBV with a track record that spans more than 20 years,' Kubayi said. 'Through these comprehensive, integrated, and survivor-focused strategies, the NPA is determined to prevent high-profile acquittals from undermining public trust or deterring victims from coming forward. The goal is to continuously build public confidence that the criminal justice system takes GBV seriously and is fully committed to delivering justice for survivors.' Key interventions include: Delivery of GBV public awareness campaign: The NPA is actively working to promote reporting of GBV and restore confidence in the system, through extensive public awareness campaigns, community-specific interventions, and collaboration with civil society and survivor advocacy groups. 'The NPA, driven by the Sexual Offences and Community Affairs (SOCA) Unit, completed 853 campaigns from April to December 2024 in the 2024/2025 financial year,' Kubayi said. Expansion of Thuthuzela Care Centres (TCCs): The NPA aims to expand integrated, survivor-centric services by establishing more TCCs nationwide, offering extensive pretrial services, including psycho-social support, medical treatment, and legal services to GBV victims. 'Currently, there are 66 TCC sites located in rural, urban and peri-urban communities nationally,' Kubayi said. Prosecutor-Guided Investigations (PGI): By enhancing the implementation of PGI, prosecutors are directly involved in guiding investigators from the earliest stages to ensure that GBV cases are properly built, evidence is secured, and procedural missteps are avoided, minimising the risk of acquittals due to avoidable errors. Specialised Training: Prosecutors undergo continuous training to ensure sensitivity and effectiveness in handling GBV matters. Continued Victim Support: Increase the number of Court Preparation Officers to ensure their availability at all courts. This will enable them to adequately prepare victims and witnesses, fostering a secure and supportive environment that promotes full participation in the criminal justice process. Policy Directives for Prosecutors: The NPA has amended its directives relating to Sexual Offences and Domestic Violence to align with recent amendments to GBV legislation. These directives offer clear, binding instructions to prosecutors on managing GBV cases. Serial Rapist Prioritisation Initiative: Launched in 2023, this initiative focuses on fast-tracking the prosecution of cases involving identified serial rapists across all provinces. Teenage Pregnancy Prioritisation Initiative: Introduced in 2024, this initiative addresses teenage pregnancies by ensuring that cases involving children below the age of consent are promptly reported, thoroughly investigated, and prosecuted. DNA Prioritisation Initiative: Implemented in October 2020, this initiative has focused on reducing the DNA testing backlog in sexual offence cases. 'By prioritising DNA evidence, prosecutors, together with the SAPS Forensic Science Laboratory, have facilitated the finalisation of 60,518 reports to date, significantly improving turnaround times in GBV-related prosecutions,' Kubayi said. Community Prosecution Initiative: The NPA has established community prosecution capacity in all divisions to tackle crime through localised, community-specific solutions. There are 50 community prosecution sites nationwide, with 26 specifically dedicated to addressing GBV.

‘Barrelling towards collapse': Concerns mount as Godongwana puts pressure on Morero to fix Joburg's finances
The finance minister's intervention should not be taken lightly, according to the DA. Finance Minister Enoch Godongwana has given Johannesburg Mayor Dada Morero a two-week deadline to address the city's escalating financial troubles. The City of Joburg continues to struggle financially, despite an increased budget of R89 billion for the 2025/2026 financial year. Adding to the crisis, the metropolitan municipality has been without a Finance MMC since African Independent Congress (AIC) councillor Margaret Arnolds vacated the position a month ago following her re-election as council speaker. Godongwana demands action from Morero over City of Joburg's finances The situation has become so dire that Godongwana sent a strongly worded letter to Morero on 30 July, reprimanding the mayor for failure to address unnecessary spending and repeated non-compliance with the Municipal Finance Management Act (MFMA). The municipality incurred R1.4 billion in unauthorised expenditure, R22 billion in irregular expenditure, and R705 million in fruitless and wasteful expenditure in the last fiscal year. ALSO READ: Joburg mayor Dada Morero survives motion of no confidence According to the Sunday Times, Godongwana has set a 14 day deadline for Morero to propose a plan addressing the financial issues and to hold accountable those responsible for the mismanagement. The letter warns that failure to act may lead to National Treasury invoking Section 216(2) of the Constitution, which would allow the department to withhold grant funding from the city. DA warns of collapse The Democratic Alliance (DA) has expressed concern over the developments, emphasising that the minister's warning was 'no empty threat' and should not be taken lightly. 'Johannesburg's R89 billion budget is funded through a mix of grants, loans, revenue collection and conditional grants. 'Conditional grants, which form a significant portion of the city's funding, can only be spent on what they are intended for. 'If Treasury pulls back or suspends these funds, as the minister warns in his letter, the city's ability to deliver the little basic services it is currently able to deliver, will collapse entirely,' DA Joburg caucus leader Belinda Kayser-Echeozonjoku said in a statement on Sunday. 'The DA has sent letters to the National Treasury, outlining that those heading up key departments were not doing their jobs, and warning of a total lack of consequence management in Joburg. 'Leaving the ANC in Joburg to do as they please will now come back to bite residents. We are pleased, however, to see that the minister of finance agreed with the DA's summation of what's been going on,' she said. She also warned that the city is 'barrelling towards collapse under the ANC, faster than ever before'. 'The ANC has proven, time and again, that it cannot govern Johannesburg responsibly. 'The city's finances are in freefall, service delivery is grinding to a halt, and now the very funding that keeps Johannesburg afloat is under threat.' Auditor-General flags long-standing issues Earlier this year, the Auditor-General raised red flags over Johannesburg's ongoing failure to improve its audit processes. The official from the Auditor-General's Gauteng office revealed in Parliament that the city has faced long-standing issues related to financial health, including poor debt collection, declining revenue, and recurring compliance problems. In addition, the Auditor-General expressed concern over inadequate investment in infrastructure, pointing out that the lack of funding for both maintenance and new projects has had a negative impact on service delivery. City of Joburg's 'bomb squad' Morero in June appointed a special 'bomb squad' team to address the city's ongoing service delivery issues. The 12-member team, led by ANC veteran Snuki Zikalala, will serve for the next two years. The unit's objectives include deployig rapid response teams to areas experiencing service delivery crises and provide oversight for the mayor. Malema: 'EFF has never been in the pockets of criminals'
EFF leader Julius Malema firmly denied that criminals have captured the Economic Freedom Fighters. Speaking on Saturday at the party's 3rd Central Command Team meeting of the 3rd National People's Assembly in Bela-Bela, Limpopo, Malema said the EFF has consistently been at the forefront of demanding accountability from the state. The Central Command Team is the EFF's highest decision-making body between the National People's Assemblies. According to IOL , Malema criticised President Cyril Ramaphosa for allegedly failing to act on warnings from the National Prosecuting Authority (NPA). He said the EFF called for an inquiry after NPA head Shamila Batohi claimed 'sinister forces' had captured the institution. 'It was the EFF that wrote to the president, demanding an inquiry into Batohi's claims. Instead of acting, he coerced her into withdrawing her remarks, calling it a misuse of language,' Malema said. Malema also pointed to the EFF's 2024 parliamentary motion to establish an ad hoc committee to investigate extortion rings targeting businesses and residents. He said the ANC, DA, and IFP, which govern the provinces worst hit by extortion, the Eastern Cape, Western Cape, and KwaZulu-Natal, rejected the proposal. 'Extortionists and criminal syndicates celebrated that day, as their political protection worked in their favour,' Malema said. Malema praised KwaZulu-Natal Police Commissioner Lieutenant General Nhlanhla Mkhwanazi for exposing the links between criminal cartels and political figures. 'It took Mkhwanazi breaking ranks for the truth the EFF has always spoken to finally be taken seriously,' he said. Malema reiterated that the EFF remains independent. 'We have never been and will never be in the pockets of criminals. When we gave other parties the chance to stand against crime, they refused,' he said. Malema reaffirmed his support for Mkhwanazi and said the EFF would welcome him to join the party if he loses his position in the SAPS.
