
S.Africa's ex-transport bosses charged over Zuma-era graft case
The ports and freight rail company Transnet was among the state-owned firms caught in a widespread graft scandal that rocked ex-president Jacob Zuma's government between 2010 and 2018.
The web of corruption that hollowed out the companies is commonly referred to as "state capture" in South Africa.
The accused who appeared in court Monday are former group chief executives Brian Molefe and Siyabonga Gana, as well as former heads of finance and procurement.
"They are facing 18 charges that include the contravention of the Public Finance Management Act, fraud, corruption and the contravention of the Companies Act," the National Prosecuting Authority (NPA) said.
Their case relates to tenders issued during a plan to expand and modernise the country's rail infrastructure, the logistical backbone of the continent's most advanced economy.
In one instance, the officials are accused of bypassing due process and awarding a tender to an unqualified Chinese firm for the supply of 95 trains, with the contract allegedly inflated by $13 million, NPA said.
Molefe and Gama are currently serving as members of parliament under Zuma's uMkhonto weSizwe (MK) party.
None of the accused has entered a plea. They were each granted a $2,800 bail, with the matter due back in court in October.
"The arrest of the accused highlights how persons in positions of trust and power allowed themselves to be part of a corrupt relationship that sought self-enrichment as opposed to the enrichment of the country and its infrastructure," NPA said.
Transnet, which owns all South Africa's rail, ports and pipelines, is hobbled by a mountain of debt, theft and maintenance issues.
A report into state graft under Zuma published in 2022 described Transnet as a "primary site" of state corruption.
The investigation led by former Chief Justice Raymond Zondo found contracts worth billions of f rand had been "irregularly awarded for the benefit of entities linked to the Gupta family," a business family of Indian migrants with close ties to Zuma.
The four-year graft probe concluded that Transnet became a cash cow for the Guptas who moved to South Africa in 1993.
Molefe and Gama denied wrongdoing when they testified before the commission.
They are facing a separate graft case linked to the procurement of more than 1,000 trains.

Lithuania and the Philippines sign security alliance agreement
Lithuania and the Philippines signed an agreement on Monday to build a security alliance resulting from their mutual alarm over what they perceive as growing aggression threatening their regions by countries such as China. The memorandum of understanding signed in Manila by Lithuania's Defence Minister Dovilė Šakalienė and her Philippine counterpary Gilberto Teodoro Jr. aims to foster defence cooperation particularly in cyber security and defence industries. The pact also covers munitions production and addressing maritime security, the Philippine Department of National Defence said. Šakalienė described Lithuania's alarm over an emerging "authoritarian axis" of Russia, China, North Korea and Iran, which she raised in an international defence forum in Singapore last month. The emerging alliance needed to be confronted by a unified response from pro-democracy countries, she said. "What we see now is that authoritarian states are really cooperating very efficiently," Šakalienė said at a news conference with Teodoro. "One of the worst results is the cooperation on Ukraine." "Their joint actions are threatening the free world, are threatening the democracy in this world…and we do not have a luxury to allow this to be annihilated," she added. Chinese officials did not immediately comment on the remarks. Šakalienė cited China's actions toward Taiwan and Filipino fishermen in the disputed South China Sea, which Beijing has claimed virtually in its entirety. South China Sea stand-off The Philippines, Vietnam, Malaysia, Taiwan and Brunei have been involved in prolonged territorial standoffs but confrontations between Chinese and Philippine coast guard and naval forces have spiked in recent years. China has used water cannons and dangerous manoeuvres against Philippine government vessels and Filipino fishing fleets, accusing them of encroaching in what it says has been Beijing's territory since ancient times. It has rejected and continued to defy a 2016 international arbitration decision based on the 1982 UN Convention on the Law of the Sea that had invalidated China's expansive historical claims. "If they work together to threaten us, then we must work together to defend ourselves." The agreement with Lithuania is part of Philippine President Ferdinand Marcos' effort to build an arc of security alliances in Asia and with Western countries, aside from Manila's treaty alliance with Washington, to boost the Southeast Asian country's territorial defence in light of Chinese actions in the South China Sea.

The Bright Side: Celebrations mark Dalai Lama's 90th birthday
Exiled Tibetan spiritual leader, the Dalai Lama, gave on Monday the strongest indication yet that the 600-year-old institution would continue after his death, at prayer celebrations for his 90th birthday. The Dalai Lama joined thousands of Buddhist followers on Monday in the prayer celebrations, a landmark event resonating far beyond the Indian Himalayan town where he has lived for decades. "As far as the institution of the Dalai Lama, there will be some kind of a framework within which we can talk about its continuation", he said, speaking in Tibetan. The leader, who turns 90 on July 6, is according to Tibetans the 14th reincarnation of the Dalai Lama. He and thousands of other Tibetans have lived in exile in India since Chinese troops crushed an uprising in the Tibetan capital Lhasa in 1959. Draped in traditional maroon and yellow robes, the Dalai Lama sat and listened to speeches and chants of monks, nuns, pilgrims, as well as well-wishers from across the world on Monday. "Though I am 90 years old, physically I am very healthy," he said, before tasting a slice of Tibetan-style birthday cake, an elaborately decorated tower made from roasted barley and butter cut in front of him. "In the time I have left, I will continue to dedicate myself to the well-being of others as much as possible," he said. 'Continuation' The Dalai Lama's 90th birthday is more than a personal milestone. The charismatic Nobel Peace Prize-winning Buddhist Tenzin Gyatso is also expected to reveal if there will be another Dalai Lama after him. The Dalai Lama has said the institution will continue only if there is popular demand – and is widely expected to reveal that decision on Wednesday. The occasion carries profound weight not only for Tibetans, but also for global supporters who see the Dalai Lama as a symbol of non-violence, compassion, and the enduring struggle for Tibetan cultural identity under Chinese rule. "We offer our fervent devotions that Tenzin Gyatso, protector of the Land of Snows, lives for one hundred eons," a chorus of red-robed monks sang. His advancing age has also sparked concern over the future of Tibetan leadership and the delicate question of his succession. While China condemns him as a rebel and separatist, the internationally recognised Dalai Lama describes himself as a "simple Buddhist monk". Many exiled Tibetans fear China will name a successor to bolster control over a territory it poured troops into in 1950. The Dalai Lama has been lauded by his followers for his tireless campaign for greater autonomy for Tibet, a vast high-altitude plateau in China about the size of South Africa. The Dalai Lama handed over political authority in 2011 to an exiled government chosen democratically by 130,000 Tibetans globally. At the same time, he warned that the future of his spiritual post faced an "obvious risk of vested political interests misusing the reincarnation system."
