Kota Kinabalu: Sungai Manila Assemblyman Mokran Ingkat called for urgent and decisive government intervention to tackle critical issues that continue to strain the daily lives of Sabahans. 'In the past month alone, there have been two demonstrations staged by residents over the prolonged water shortages,' Mokran said, highlighting the mounting frustration among the public. The most recent protest occurred just three days ago in Taman Permata, with another demonstration held previously in Kampung Peringkat Enam Rancangan Lubuh, Sandakan. While acknowledging the efforts of the Water Department in addressing these issues, he noted that some progress had been made after meeting with the District Engineer, for which he expressed gratitude. However, he stressed that these temporary fixes were insufficient to solve the long-term water supply problems in the region. 'I sincerely hope that efforts to resolve Sabah's water challenges will continue, especially given that the Water Department has been allocated the largest share of this year's budget,' he added, emphasising the need for sustained action and greater efficiency in using the funds. Mokran also raised concerns about the ongoing issue of bursting pipes in his constituency, which have resulted from increased water pressure. This problem follows the previous issue of low water pressure, which had already been a major inconvenience. He urged the government to give particular attention to the water pipeline connections leading to village areas, which remain vulnerable to bursts despite improvements to the main connections. 'While the main pipelines have been replaced, the branch pipes connecting to the villages frequently burst under increased pressure.' 'I hope this year's allocation can be fully utilised to upgrade our entire water distribution system,' Mokran emphasised, calling for focused government efforts to address Sabah's ongoing water supply issues and ensure a more reliable and sustainable infrastructure for the future. Shifting to electricity concerns, Mokran highlighted potential blackouts at educational institutions within the Sabah Education Hub in Sandakan. He informed the assembly that a concessionaire responsible for payments was allegedly awaiting payment from four institutions before settling their own bills, leading to disconnection warnings from Sabah Electricity. 'I am concerned that if this issue is not resolved, the educational institutions there – namely UMS, MRSM, Polytechnic, and Vocational College – will once again be without power,' he said. Addressing road connectivity, Mokran acknowledged the Public Works Department's maintenance efforts but lamented their lack of durability, observing that roads quickly developed potholes after repairs. He urged for more meticulous and systematic maintenance, questioning the quality of materials or outdated methods. He also criticized the slow pace of major road repair works, citing lengthy culvert replacement projects near Sabah Hotel and ongoing delays on Jalan Nasalim. The Assemblyman also brought attention to the issue of affordable housing, relaying concerns from the B40 youth group who recently aired their grievances via a TikTok podcast called 'Kunyangyang Show' by the group 'Merpati Simpang'. He noted their frustration over homes developed on LPPB land, intended as affordable, but priced at RM300,000 or more, which he stated was beyond the reach of young individuals earning RM1,700-RM2,000. Peter Anthony's conviction review hearing set for Aug 20 in Court of Appeal
PUTRAJAYA: The Court of Appeal has scheduled August 20 to hear former Sabah Infrastructure Development Minister Datuk Peter Anthony's application for a review of his conviction and sentence. Peter was found guilty of falsifying documents linked to a maintenance contract at Universiti Malaysia Sabah (UMS) and sentenced to three years in prison along with a RM50,000 fine. A three-judge panel, led by Judge Datuk Azman Abdullah, decided the review was necessary after examining the full written grounds of the earlier judgment. 'Having considered the submissions and affidavits filed, we note that the arguments touch upon the broad grounds previously provided. Therefore, we find it necessary to review the full written judgment,' said Azman, who presided alongside Judges Datuk Lim Chong Fong and Datuk Dr Lim Hock Leng. Peter's lawyer, Mohamed Haniff Khatri Abdulla, requested the new hearing date, citing his client's current role as Melalap assemblyman and the potential dissolution of the Sabah state legislative assembly in September. Deputy public prosecutor Datuk Wan Shaharuddin Wan Ladin did not oppose the request. Peter filed a notice of motion on March 14 seeking to overturn the Court of Appeal's March 4 decision, which upheld his conviction and ordered him to begin his prison term. He also sought to nullify the warrant of committal issued to Kajang Prison. The case originated from a Sessions Court ruling in May 2022, later affirmed by the High Court on April 18, 2023. Peter was charged under Section 468 of the Penal Code for allegedly falsifying a UMS letter in 2014 while serving as managing director of Asli Jati Sdn Bhd. The offence reportedly occurred at the Prime Minister's office in Putrajaya.

Appeals court sets Aug 20 to hear Peter Anthony's application to review conviction
PUTRAJAYA: The Court of Appeal has fixed Aug 20 to hear an application by former Sabah Infrastructure Development Minister Datuk Peter Anthony to review a previous Court of Appeal decision upholding his conviction and sentence. Peter was sentenced to three years' imprisonment and fined RM50,000 for falsifying documents related to a maintenance and service contract at Universiti Malaysia Sabah (UMS). A three-member panel led by Judge Azman Abdullah set the date after determining that the court should examine the earlier panel's full written grounds of judgment affirming the conviction. "Having considered the submissions and affidavits filed, we note that the arguments touch upon the broad grounds previously provided. Therefore, we find it necessary to review the full written judgment," said Azman, who sat with Judges Lim Chong Fong and Dr Lim Hock Leng. Earlier, Peter's counsel, Mohamed Haniff Khatri Abdulla, requested a new date to be fixed, noting that his client is currently serving as the assemblyman for Melalap. He submitted that Peter may be affected by the impending dissolution of the Sabah state legislative assembly, which is anticipated to occur in September. Deputy Public Prosecutor Datuk Wan Shaharuddin Wan Ladin did not object to the request for a new date. On March 14, Peter filed a notice of motion seeking a review and setting aside of his conviction and sentence handed down by the Court of Appeal on March 4. He also applied to quash the warrant of committal issued to Kajang Prison and sought any consequential orders necessary to ensure justice is served in the matter. On March 4, the Court of Appeal ordered Peter to serve a three-year prison sentence after dismissing his final appeal against the conviction and sentence imposed by the Kuala Lumpur Sessions Court in May 2022. On April 18, 2023, the Kuala Lumpur High Court upheld the conviction and sentence imposed by the Sessions Court. Peter subsequently filed an appeal on April 19, 2023, seeking to set aside the said decision. He has since paid the RM50,000 fine imposed by the court. Peter was charged under Section 468 of the Penal Code, which carries a maximum penalty of seven years' imprisonment and a fine upon conviction. He was accused, in his capacity as managing director of Asli Jati Sdn Bhd, of falsifying a letter from UMS' office of the deputy vice-chancellor dated June 9, 2014, by inserting false statements with the intent to deceive. The offence was allegedly committed at the office of the principal private secretary to the Prime Minister, Perdana Putra Building, Putrajaya, between June 13 and Aug 21, 2014. - Bernama
